Article I: Name
1. This organization shall be known as the Ethnic Student Council of Stevens
Institute of Technology hereafter referred to as ESC.
Article II: Aims and Purposes
1. To promote Unity and good relations among ethnic organizations.
2. To stimulate awareness within the Stevens Community.
3. To encourage membership in ethnic organizations.
4. To coordinate efforts between the ethnic organizations and the SGA.
Article III: Structure
1. Section A
a. ESC shall be composed of all the student recognized ethnic organizations of
Stevens Institute of Technology as defined by the following section.
2. Section B
a. All student recognized ethnic organizations shall be considered part of the ESC
upon approval of two-thirds vote of the ESC voting membership and the approval
of the SGA.
Article IV: Membership
1. Section A – General Membership
a. All undergraduate students who are members of recognized ethnic organizations
are members of ESC.
2. Section B – Voting Membership
a. The voting membership includes:
i. Executive Board of ESC
1. President
2. Vice President
3. Treasurer
4. Secretary
5. Social Chair
ii. Two Representatives from each ethnic organization
1. Executive Board Members
2. General Body Member
b. Each position, with the exception of the ESC President, shall have one vote. The
ESC President shall have another vote when his/her vote may affect the outcome
of the vote.
c. No person shall hold more than one voting position.
Article V: Executive Board
1. The Executive Board of ESC shall include a President, Vice President, Treasurer,
Secretary, and Social Chair.
Article VI: Officers
2. Section A – The President shall:
a. Preside over all Executive Board and General Body Meetings of ESC.
b. Be given the responsibility of carrying out all proposals of ESC by personal
action or by direct delegation of the responsibility.
c. Have the power to call regular or special meetings of ESC.
d. Coordinate all actions of ESC.
e. Have the power to appoint committees and their respective chairpersons.
f. Have the power to withdraw funds from the ESC bank account along with the cosignature of the Treasurer.
3. Section B – The Vice President shall:
a. Assume the duties of the President in the event of an absence.
b. Perform all duties assigned to him/her by the ESC President.
c. Assist the President in carrying out all duties.
d. Be chairperson of the Constitution Committee.
e. Be the official representative of ESC at SGA meetings.
4. Section C – The Treasurer shall:
a. Assume the duties of the Vice President in the event of an absence.
b. Be responsible for all financial transactions and records of ESC.
c. Submit a complete financial statement upon the request of ESC or SGA.
d. Act as an advisor to ESC on all financial matters.
e. Be given the power to withdraw funds from the ESC bank account along with the
co-signature of the President.
f. Be the chairperson of the Budget Committee.
5. Section D – The Secretary shall:
a. Maintain accurate and complete minutes, attendance, and voting records of all
voting members.
b. Notify all ESC meeting 48 hours in advance.
c. Process all correspondence.
6. Section E – The Social Chair shall:
a. Aid in scheduling and planning event for organization under ESC.
b. Schedule all events for ESC.
c. Maintain ESC Web space, Facebook Group, Student Life Newsletter and Stevens
Calendar.
Article VII: Elections
1. Section A – Nominations
a. Nominations shall take one meeting prior to elections.
b. Eligibility for nomination
i. Must be an undergraduate student that has never been convicted of, nor
confessed to a violation of the Stevens Honor System.
ii. Must have completed one academic semester at Stevens.
iii. Must be an active member of an undergraduate ethnic organization at
Stevens.
iv. Must not be an officer of an undergraduate ethnic organization at Stevens.
c. Any voting member of ESC may make a nomination and this nomination must be
seconded by another voting member.
d. All candidates are assumed to be nominated for all offices considered below they
were originally nominated for. In addition, if the candidate wins, they are
assumed to withdraw their nomination for all offices below the one they were
elected to.
2. Section B – Election of Officers
a. Election must take place no earlier than the 1st of March and no later than the 31st
of March.
b. Elections shall be held by a secret ballot.
c. The election for each position shall be held individually.
d. Each officer shall be elected by majority vote.
e. Elected officers shall assume office at the closing of the election.
f. The duration of the office shall be until the following year’s election.
Article VIII: Resignation / Removal from Office
1. Section A – Resignation
a. Any ESC Executive Board Member may resign from office at any time by
submitting a letter of resignation to the other members of the Executive Board.
2. Section B – Removal from Office
a. Reasons for removing an ESC Executive Board Member from office shall be:
i. Failure to perform his/her duties.
ii. Absence from two meetings during a semester without a valid excuse.
iii. Conviction of or confession to a violation of the Steven’s Honor System.
iv. For any other reason deemed appropriate by the ESC Membership.
b. Removal from office becomes effective upon two-thirds of the voting
membership.
3. Section C – Vacancy of Office
a. Any office which has a vacancy shall be filled by a special election at the first
meeting following the vacancy.
Article IX: Meetings
1. Section A
a. ESC shall meet twice a month or as necessary while school is in session.
2. Section B
a. A quorum shall be comprised by two thirds of entire voting membership of ESC.
3. Section C
a. An official meeting, in which business shall be conducted, shall consist of
quorum.
