Chapter 260 had its humble beginnings in 1994. Our leadership throughout the years has been diverse in
experience both in government and private sector. Our purpose is to represent the Bargaining Unit
Employees (BUE) in the Dallas Regional Office. The average Bargaining Unit Employee size is 500 which
fluctuate with transfers and retirements.
The main purpose of Chapter 260 is to represent the BUE in all aspects of the Contract and to answer
any question about it. We accomplish the task by educated both the Bargain Unit Employee and
Management.

The Board
Mission Statement
With experience representing federal employees since 1938, NTEU is widely known as a smart, tough,
and well-respected organization that is determined to represent employees before federal agencies,
Congress, and in the courts to protect and promote their rights.
From Humble Beginnings
Since its earliest days, NTEU has been driven by the principle that every federal employee should be
treated with dignity and respect and has grown to represent some 150,000 bargaining unit employees in
31 federal agencies and departments. NTEU's hallmark is professional, job-site representation. Our
members are represented by dedicated, highly-trained leaders at their workplaces. NTEU provides an
effective voice for federal employees on Capitol Hill, at the White House, in the courts and with the media.
The union's Organizing Department handles inquiries from federal employees regarding NTEU
representation. Assuming there is sufficient interest on the part of employees at a given agency, we work
with our supporters in the workplace to build on that interest with the goal of petitioning the Federal Labor
Relations Authority for a union election to elect NTEU as the exclusive representative in the workplace.
During an election, our organizers work as a team with agency employees to communicate the benefits of

History
Now that you know you are a member. You should be briefed on the our history. What is important to
rationalize when discussing our history are the distinct and separate histories of NTEU Chapter 260 and
National Treasury Employee Union (National)
National history is over a 75 year period. National came into existence in 1938 and has organized 31
Federal Agency. Colleen M. Kelley is our National President and ex - IRS employee. Consequently, IRS
has large membership.
National's Structure consists of a National Convention that occurs every 4 years. At that convention we
conduct a variety of business such as amendments and elections of National officers: National President
National Executive Vice President, National Vice Presidents and District Offices for the local chapters.
NTEU district office is in Austin, Texas
Since 1938, National Treasury Employees Union has been representing federal workers. NTEU began
representing FDIC employees in 1977 and representing FDIC employees outside of Washington, D.C. in
1990. Chapter 260 (NTEU 260) was chartered in 1991 to represent employees in the non-examiner
divisions in the Dallas Region (Arkansas, Colorado, Louisiana, New Mexico, Oklahoma, Texas and
western Tennessee). Chapter 260 has been driven by the principle that every federal employee should be
treated with dignity and respect.
Since its’ formation in 1938, NTEU has grown to represent some 150,000 bargaining unit employees in
31 federal agencies and departments. NTEU Chapter 260 has an Executive Board that is elected from
the membership which occurs every two years. It consists of a President, Executive Vice President,
Treasurer, and Secretary. The Board then appoints Stewards.
