West Roswell Elementary Replacement
School – Questions & Answers
Regarding Design and Construction
Is there enough room to queue buses?
Can CCC answer this?
Will you plan to have traffic officer support for two years since it will be two different school
populations because Esther Jackson will occupy the building for the first year?
Can Mark Muma answer this? The School system normally has traffic officer support for the
first year. The plan would be to at least provide traffic officer support at the beginning of the
second year and reevaluate after the first month whether this needs to be extended. This
could also be influenced by possible road construction on Alpharetta Street (Highway 9) that
might be going on during the first two years that the new school is open.
What kind of public comment/input was obtained when the site plan was developed?
The meeting held on March 3, 2014 was a form of community engagement. The school system
has also been engaged with the City of Roswell and the Georgia DOT regarding the school.
Why are you planning to build a prototype on the edge of the Roswell historic district?
Fulton County Schools has five prototype elementary school designs that we have used over the
past 15 years. Using a prototype design helps us ensure that we are delivering building s that
meet current Fulton County Schools Educational Specifications while controlling costs for
design and construction. There is some limited opportunity to review exterior finishes and roof
colors.
How is the City of Roswell path along the edge of the property connected to the school?
The City Path will be connected to sidewalks that connect Charles Place and Alpharetta Street
to the school.
When does the attendance zone for “West Roswell ES” become final?
Normally the redistricting would become final in the Fall of 2015. We are currently evaluating
whether that can be moved to early Spring of 2015.
What is the outparcel area for?
The area northeast of the bus and staff entrance is currently planned to be held for future
needs. There is a small area associated with a former dry-cleaner that is being remediated for
due to dry-cleaning fluid that leaked into the soil. The area will be cleaned to the standards
required for residential or school construction.
Is the environmental concern area related to the dry cleaner a Superfund Site?
The site is not on the Environmental Protection Agency’s list under the Comprehensive
Environmental Response, Compensation and Liability Act of 1980. The previous owner had
been working to clean the site of the relatively small amount of leakage and Fulton County
Schools plans to ensure that our remediation and monitoring will result in the area being
declared as cleaned to residential standards
What restrictions for alcohol sales exist?
Restrictions on alcohol sales are governed by Georgia Law and City of Roswell Regulations.
Mike Wilbourne, can you provide what they are and/or the reference?
Why does the school not include science labs and outdoor classrooms?
The school has an outdoor classroom. Science labs are not part of Fulton County Schools
Educational Specifications for elementary schools. We do have some elementary schools that
have adapted rooms to provide more wet science lab capabilities through mobile labs or
connected plumbing.
Why not move redistricting up so that the eventual school community could have input into
design?
We are moving to complete redistricting by Spring 2015. Yngrid Huff or Patrick Burke to
confirm.
Will Roswell North ES students be involved in redistricting related to the West Roswell ES?
This will be determined during the redistricting process.
Are the Roswell area schools projected to continue to grow in student population?
Yngrid Huff to respond
Does Fulton County Schools’ planning take into consideration expected growth in the schools
in the Roswell area?
Yngrid Huff to respond
Will trees be saved? Comment. Plant good trees, not maples or Bradford pears
The City of Roswell Arborist met with the designers and determined that several of the large
trees along Thomas Drive cannot be saved. More trees towards the northeastern portion of
the property will be saved. There will be trees planted as part of the school construction.
Landscaping designs have not been finalized.
What kind of landscaping will there be along the streets?
Landscaping designs have not been finalized.
How will security concerns related to public access to the City of Roswell path at the edge of
the property and protection of the school population be addressed?
The design of the path has not been completed by the City of Roswell. Fulton county Schools
will remain involved in the design reviews.
Will there be any incentive for Esther Jackson parents to put their kids on the bus instead of
driving them the West Roswell ES?
No system inducement to have students ride the bus is planned, but we anticipate that many
parents will avail themselves of bus service that will be made available.
Comment. Thank you for the positive impact that the school will have on the area.
