CONCLUSION AND RECOMMENDATION
5.1
Conclusion
This research investigated the Disposal of Recyclable Garbage in Bayan Lepas, Penang.
Primary data were collected by randomly distributing questionnaires to 45 respondents. Waste
issue is not a new issue in the country. This thing has been a thorn in the flesh of the increasingly
pervasive in life. Sehinggkan problem is becoming increasingly difficult to be contained.
Production waste is inevitable. Quantity will only increase and not likely to be reduced. Garbage
regarded as useless and does not bring any benefit, but can do harm if kept. Thus, most of the
residues removed and piled in places either garbage disposal using the right or vice versa.
Garbage can be categorized into two, namely domestic waste and non-domestic waste
(RidwanLubis, 1994). Domestic waste is waste materials are removed from the home or kitchen.
Examples such as a bottle, glass, aluminum cans, plastic bags, paper, bad clothes and even food
waste. Domestic workers are not garbage waste materials resulting from industrial, construction
sites, retailers or markets and offices. Waste materials consists of various types of waste,
including sales, disposal of waste and waste from the manufacturing process.
Landfills become an issue in the mind if the topic discussed garbage. Solving various
alternatives and have been presented by the proper authorities. However, the problem still do not
have closure. We are aware of a problem that arises will not be resolved if there is no
cooperation. In addition, we also should not blame only one party to overcome this problem.
Together we should work together to find solutions and support all solutions being suggested.
For the reason that I intend to analyze and discuss several issues to the problem. Next describe
the responsibilities of individuals, organizations, governments and authorities in resolving clutter
arising. Additionally, in this I will list some possible solutions to curb this problem from further
spreading.
Before conclusions are made with more detail about the responsibility of the parties
involved in this issue. The main thing that needs to be discussed are the factors that lead to this
problem. there are some things that have been identified, among which is selfishness, waste
management problems, lack of civic consciousness. It is seen from the three part structure in
society. Intended structure is from the official authorities, the government and the people
(individuals). We live in community every problem that occurs is due to our own. Therefore,
these matters will be addressed and discussed.
The first thing is selfishness. It will be linked to the officials who are directly involved in
the management of landfills. On the basis of selfish and not concerned with the environment.
They have no consciousness and no responsibilities has been granted. In addition, people's
complaints about places inherent illegal dumping in the neighborhoods they were ignored. The
evidence as is often featured in newspaper faces prove the authorities do not seem to carry out
their responsibilities.
Industry sources said the solid waste management problems of this country especially the
Bayan Lepas area can be seen through the garbage collection problem and illegal dumping issues
that are frequently reported local media, that it has become a routine problem in some areas.
Garbage collection problem, for example allegedly linked to the failure of a number of local
authorities to pay the concession company then failed to pay the contractor hired by the table
causing a disruption in the routine collection of garbage in residential areas. This explains why
the quality of waste management services vary by local authority area because not standardized.
According to Deputy Prime Minister Tan Sri Muhyiddin Yassin revealed debts of local
authorities to the operators since 13 years ago to reach RM348.6 million and the parties
concerned were asked to settle the outstanding debt before the federal government took over the
management of solid waste. Outstanding debt would not only affect the quality of services to
users but also undermines efforts concessionaires involved gradually upgrade existing landfill for
longer shelf life (Daily News, 2010).
Next thing the second is poor management of waste by the Penang Municipal Council.
There are sources reported that the population of Penang to contribute at least 2.5 kilograms of
garbage per day. This figure is believed to be increasing from year to year. Following the
addition of this garbage dump problem becomes an important issue. Waste management is vital
to avoid the implications of a loss. Parties responsible for the government because the
government is responsible for determining how best to manage the waste. State governments
often turn garbage into a political issue and the victims are the people. As an example of what
happened in the garbage disposal issue Bachok, Kelantan. Daily news reported people expressed
dissatisfaction because of the attitude of the state government to make their neighborhoods as
open dumps. This is worrying because the area near the river is the source water population.
Things like this do not just happen in Bachok but in other areas. Therefore, the government
should be more concerned with the fate and the complaints of the people. Chances are the item
will cause various disasters to the community in the future.
The last thing is the attitude of individuals want to peel that no civic consciousness. This
is the main problem. We often see abandoned garbage in the streets, side ditches, in anywhere
around Bayan Lepas, but no action is made. Just looked and passed away. Here raises the
question whether we are supposed to collect the garbage. Barely a word of the heart to reach the
trash and place it in its proper place. Not only that, but there are some unscrupulous people love
to throw litter. Although the government aggressively to launch awareness campaigns such as the
"3R", today there are no plastic bags and many more. Still again, some people are not aware of
their responsibilities.
5.2
Recommendation Based on the Findings
Once identify the recommendation based to this problem, that will analyze and discuss
what steps the solution. The government has implemented various alternatives to solve the
problem of waste disposal. Among them are recycling and green technology. Before this, they
adopt the conventional method to dispose of garbage. But this method cause various side effects.
Although this method is still applicable because a local technology is new and needs manpower.
The conventional method is basically a rational method. This is because the government
has provided facilities and garbage disposal are also provided. But unfortunately, many problems
arise because these facilities are not maintained properly. As a result many closed landfills. In
addition, as a result of excessive waste production due to the quantity of land to accommodate
the cause cannot be granted. As reported there were 145 out of 290 closed landfill site because it
cannot accommodate the amount of rubbish that is too much.
For these reasons the government to enforce the Solid Waste Management and Public
Cleansing Act 2007: A statement made by experts of the solid waste management of the
University, Prof Dr P Agumuthu, the government has no choice but to immediately enforce the
Solid Waste and Public Cleansing Management Act 2007 (Act 672 ) which delayed the last three
years. He said the fact only about 10 percent of the 176 landfills sanitary landfills
environmentally friendly and safe, to prove they are real garbage landfill serious and long-term
acute. Here is a statement to be submitted:
"We need more effective long-term solution. 672 of the Act should be enforced as soon as possible,
enforcement of the act would allow the federal government to take over the management of solid waste is

waste management system, as practiced in developed countries like Japan which has over 2,000
incinerators and landfills for the disposal of waste generated. "
The government has launched a campaign of recycling (3R) to reduce waste generation.
The "3R" (Reduce, Reuse and Recycle, minimize the Reduce, Reuse, and Recycle) is in terms of
management of waste debris. For example, the Chief Minister of Penang, Lim Guan Eng has
launched "no plastic bag day" on every Monday, Tuesday and Wednesday in the state of Pulau
Pinang to reduce landfill waste plastic type, but also reduce the cost of garbage and can preserve
the environment.

Garbage increasingly important in addressing the garbage problem. The school and the parents
have to disseminating knowledge about the importance of moral environment and to inculcate
the habit of keeping the environment clean since they are in the stage of childhood. Various
campaigns to be carried out as a talk on "Love Our Rivers", TV ads and radio should be held
from time to time in order to increase public awareness so as not to litter all over the place.
In conclusion, the problem of garbage disposal has threatened human and animal life as
well as detrimental to the environment. Therefore, all parties must work together in order to
overcome the problem of garbage disposal. All parties must play their respective roles and must
perform perfectly in good stead through life both present and future generations of life. Measures
such as minimizing garbage and education campaign should be continued. Cooperation from
various parties is very much appreciated in overcoming this problem to its roots and I hope we
can always live in a clean and peaceful.
