GENERAL SUMMARY Responsible for development, maintenance, troubleshooting and enhancement of the internet and intranet websites for CIS. Implement and maintain the database systems used for CIS websites and third-party web/desktop applications. Support all internal networks and phone systems including administrative functions such as user management, network security and remote access. Perform service and support for all server and desktop systems, along with upgrade and purchase recommendations for new technology. Supervise Application Developers; provide technical support, direction, and advice to Application Developer staff. PRIMARY TASKS PERFORMED Design, develop and maintain all websites and intranet sites owned by CIS. Including, posting static company information on the corporate website, creating database-driven registration forms for internal and external use, displaying information from various databases, and designing and developing complex web services such as an employee timecard system or the employee benefits request for coverage application. Provide backup support for all servers, workstations and networks at three offices and various remote locations throughout Oregon. The server administration includes the maintaining a Microsoft Exchange email server along with other servers that contain various databases, websites, Active Directory services and DNS services. Ensure all WAN/LAN connectivity is operational and troubleshoot if necessary. Supervises the daily operations of the CIS Application unit, including assignment of job tasks, coordinating workload issues, establishing work priorities, assessing progress of work, providing assistance in completing work, and training and evaluating application development staff. KNOWLEDGE/SKILLS/ABILITIES/EXPERIENCE Bachelors Degree in computer programming or over 30 quarterly credit hours of computer classes that demonstrate experience in: developing and maintaining database-driven websites, administering databases and supporting desktop users in a networked environment. Courses that teach web and database development, desktop troubleshooting, network security, object oriented programming, procedural programming are essential for this position. Experience: Over 5 years, up to and including 7 years. This position requires a strong knowledge of web scripting languages such as HTML, ASP.NET, Javascript or PHP along with a background in object oriented programming languages such as VB.NET, C#, C++ or Java. This position also requires knowledge in SQL database programming using T-SQL or an equivalent language, along with the basic principals of database implementation and maintenance. It also requires a strong knowledge of desktop support in a networked environment, Microsoft operating systems and office application support. Immediate supervision over a unit, section or department where the majority of time is spent assigning, reviewing, checking work, eliminating ordinary difficulties, where procedures are standardized. OR B. Act as understudy to a job evaluated higher on this factor, though no supervision is involved most of the time. OR C. of Supervision" involves more than six (6) FTE. Responsible for results in terms of costs, methods and personnel. OR D. "Scope of Supervision" involves less than six (6) FTE. 1st Degree Scope of Supervision Responsible for supervising 1 to 2 FTE. WORK SCHEDULE Typical office hours: Monday – Friday between 8:00 a.m. and 5:00 p.m. (CIS has a 37.5 hour workweek). May anticipate over-time during Annual Conference, and when software changes are made. Travel to staff events and Annual Conference (may include over-night travel).
