Terms of reference Profile: IASC AAP/PSEA Task Team Coordinator Duty station: Geneva, Switzerland Organization: UNHCR Duration: 1 year Contract Type: UNOPS Consultancy or Temporary Appointment Level: P4 Background UNHCR and ActionAid co-lead the Inter-Agency Standing Committee (IASC) Task Team on Accountability to Affected Populations (AAP) & Prevention of Sexual Exploitation and Abuse (PSEA). The AAP/PSEA Task Team Coordinator will facilitate the achievement of the work plan and broader objectives of the IASC AAP/PSEA TT. In the immediate term practical steps will be taken to ensure concrete progress towards operationalizing AAP, including PSEA, through the achievement of the agreed work plan and each of the work streams being led by TT members. This TOR outlines the role and responsibilities of the TT Coordinator to support the work of the IASC Task Team on AAP/PSEA and its chairs and achieve the following objectives. The Coordinator will receive direction from the co-Chairs on behalf of the Task Team and work closely with the membership to achieve progress on objectives. Objectives The Coordinator for the TT will focus on the following objectives: 1. 2. 3. 4. 5. 6. 7. 8. 9. Track progress of the TT on the broader work plan objectives and each of the works stream being led by members. Facilitate meetings of agencies working under specific work-streams Build partnerships with relevant IASC task teams and other bodies, including the GPC and other global clusters. Support the work of the TT to advance accountability in humanitarian crises through the humanitarian country teams (HCT), clusters and other interagency mechanisms. Assist in efforts to integrate AAP into the humanitarian project cycle at all stages – from assessments through to prioritization, planning and implementation, monitoring and evaluation. Ensure the TT members are kept updated on AAP as a part of the WHS process and facilitate their contributions to the WHS. Donor engagement a. Lead development of strategy for donor engagement, to build support from donor networks for AAP/PSEA and assisting in the clarification of the breadth of donor roles in promotion of AAP/PSEA. b. Arrange donor meetings, briefings, etc. as required to directly involve donors and improve coherence and collaboration. Interagency missions a. In collaboration with operational members of the Task Team, coordinate strategy and advice for interagency AAP/PSEA missions; country choice, frameworks for engaging and reporting to HC/HCTs. This involves undertaking inter-agency missions to emergency contexts. Knowledge management a. Review existing systems for collection of interagency AAP/PSEA research and papers and make recommendations for the best way to meet the needs of IASC member agencies and the Task Team members on access to knowledge and resources. b. c. Consolidate set of good practice sources and examples that members and other staff can use for the operationalization of AAP & PSEA. Support the TT in development of evidence base on how AAP/PSEA can lead to an improved, effective and sustainable humanitarian response. 10. Support the PSEA focal points to reinvigorate their work, facilitate a space for technical discussions and involve them in the broad work-plan activities. 11. Synthesize the findings for the responses to the Emergency Relief Coordinator and AAP Champion, outcomes of the Senior Focal Points on PSEA and other significant study and research on AAP/PSEA and produce a report that can be shared with a range of stakeholders for action and advocacy. 12. Report and update the Chairs, IASC Secretariat and Working Group as needed. 13. Manage content for the IASC website and facilitate member’s contribution to it. Qualifications and competencies 10-15 years of professional experience in humanitarian response, including operational experience. Proven knowledge of the subject area and experience working on AAP and PSEA in operational settings and in headquarters. Master’s degree, or equivalent in experience, in international relations/humanitarian law, social anthropology or related fields. Ability to work and plan at strategic as well as operational levels. Understanding of the international humanitarian response architecture, including coordination mechanisms, humanitarian reform and action, and funding mechanisms. Facilitation and communication: excellent communication and facilitation skills; ability to work with a diverse group of stakeholders and develop consensus; excellent English drafting skills. Coping with pressure: ability to work productively in a fast-paced environment.
