WORKING GROUP II ALB, BOH, EGY, GEO, KYR, KOR, MAK, MNE, UKR, USA Integrated Management System National strategy and clear regulation (Government/ Regulator) The establishment and implementation of an integrated management system is paramount to the proper management of DSRS. o Enhancement of documentation and tracking system (Operator/Regulator) o Integration of safety, security and safeguards (Operator/Government/Regulator) Procedures have been drawn up to ensure the activities are carried out safely and in minimal time reasonably possible to optimize safety and protection and to ensure that no individual dose constraints or limits are exceeded (Operator). Integrate management system for implementation of SC and safety reqs. o Review existing management system and related requirements (Operator/Regulator). o Develop an action plan for the establishment of the integrated management system including SOPs (Operator/Regulator) o Development of RP system and procedures (Regulator/Operator) o Preparation an initial decommissioning plan for the RF (Operator) o Review and finalization of the WAC document for the RF (Operator) o Emergency response system and procedures (Operator/Regulator) Elements of the management system/Written procedures (Mostly Operator) Document control, Control of records Requests/contracts Budget and funding Purchasing Service to customers Complaints Control of nonconformities QA/QC, audit, peer review Writing procedures, working instructions Personnel qualification and training Assigning responsibilities and duties Planned and unplanned inspections, enforcement and corrective actions Safety culture and transparency in management system Proposals for follow-up projects (IAEA/cooperating countries as requested by country needs)*: ALB, BOH, EGY, GEO, KYR, KOR, MAK, MNE, UKR, USA SC should address graded approach to country situation. Training to receive appropriate knowledge how to prepare/review/assess the SC (Operator and Regulator) o Training on SA including developing of scenarios and use of models and codes (SAFRAN, RESRAD etc.) o Training on management of uncertainties (quantifiable and non-quantifiable) Workshops to exchange of knowledge and information regarding SC (Operator and Regulator) o Overlap of SC for multiple facilities o Workshop on tailoring the SC to country needs o Inspection process for prior and during implementation of SC o To develop WAC o Integration and harmonization of SCs for predisposal and disposal o Specific SC for predisposal management of mill tailing and DU o SC for long term storage of spent fuel and HLW o Predisposal management of large components from decommissioning of NPPs o Transportation of RAW, packaging and transportation including large components o Spent fuel processing SC o SC for management of RAW generated from legacy sites Expert missions (EM) to the countries o EM to the countries which are in preparation of national strategy, SCs or in revision of SC o EM site end engineering analysis o EM review of Regulator and Operator management system Scientific visits (SVs)/Fellowships (FWs)/Meetings to the developed countries for receiving and exchanging appropriate knowledge regarding SC preparation and implementation Bilateral and multilateral cooperation for SC implementation *-IAEA will prioritize based on resources and assessment of needs.
