The upcoming “Food axis” of the AEE (Employment-Environment Alliance Food): will study and work on the conversion use of unused sites for urban agriculture.

The National Spatial Strategy places particular emphasis on the physical consolidation of the metropolitan area, which incorporates the entire functional area of Dublin City Council. Rotterdam has a big task on restructuring. A relatively small initiative on restructuring is The Do-It-Yourself houses (klushuizen). Klushuizen are abandoned dwellings located in deprived neighbourhoods. On the website of the City of Rotterdam is a list of houses that can be bought cheap (or are free). The buyer renovates the house, guided by a professional architect, and will live there for at least 3 years.

The case of Sofia is rather specific as it is a very compact city where most of the land and buildings on it are private property, with almost no municipal land for construction of new buildings. The problem we envisage in the city is related more to the overall quality of environment rather than to unused land plots and buildings. Therefore, the most efficient planning instrument of the Zoning plan are the higher than average parameters of density and intensity for the zones appointed for regeneration and brown field development which aims at making them more attractive for investors. This approach was applied for the biggest problem of the municipality – the former metallurgical plant of

Kremikovtzi which was privatized some twenty years ago and is still urban territory of lowest quality.

Regional Plan:

1.4.2.5 (Z) Prior exploitation of utilization possibilities within the existing context: The demand for building areas for housing and business has to be secured. Utilization possibilities in existing buildings should be prioritised, previous to the use of unutilised areas in the outskirts

(inner development previous to outer development by conversion and re-densification). The requirement of new area definition is to be

reasoned both in qualitative and quantitative manner, considering existing reserves and the potential of inner areas. If extensions of settlement areas are necessary, special attention should be paid to the protection of single natural assets, of cultural and archaeological monuments as well as safeguarding recreation areas close to the settlements.

Justification on 2.4.3.1: The expansion of settlement areas that could be observed during the last decades cannot be continued in the long run. The expected population development and the demographic change require a stronger concentration on inner development in the future, especially for residential building areas. However, a higher number of household and persistent housing demand is expected, even when the population number will no longer increase in the long term. In order to secure its economic strength, the region relies on the influx of highly qualified labor force which must be considered in the definition of residential building areas. Similar is applied to the industrial building areas which should be hold available in sufficient areas to secure the location´s attractiveness. The definition of new areas is necessary, if a proved demand remains in individual cases, taking into consideration area reserves and conversion potentials. However, the

Ludwigsburg x demand shifts both in manner and amount and develops differently in single subspaces of the region. Basically, the utilization of the existing settlement areas and buildings should be aimed at in all planning processes on settlement expansions. A qualified improvement of the building stock, in single cases also by withdrawal of settlement areas, can contribute to the revaluation of the existing settlement areas and make them more attractive for future utilization, whereby the demand for new building areas can be reduced.

2.4.0.6 (Z) Preference to the utilization of the existing areas: (1) The inner development has clear priority ahead of claiming of areas that have not been used for construction yet. (2) The demand for building areas in all parts of the Stuttgart region must be covered primarily within the existing settlement areas and their available area potentials as well as in areas reserves already defined by the local development plan (“Bauleitplan”). These potentials are to be presented in an accounting of the total building area and should be considered in the appraisal of demand in regard to housing and commercial areas. (3) In particular, for the replacement demand in the framework of restoration and modernization new settlement areas should not be opened up. If applicable, this demand should be covered within the existing settlement areas. Justification: The claiming of areas potentials within the existing settlement areas and the use of planned area reserves must have priority ahead of using remaining open spaces. This approach supports the objective of a sustainable development, soil protection, and the conservation and development of existing open spaces. It is following existing legislation like § 1 Abs. 5 Baugesetzbuch

(construction law), § 4 Bodenschutzgesetz (soil protection law), and relevant planning approaches of the development plan of the

Bundesland (PS 2.2.3.1 Z, 2.3.1.2 Z, 2.3.1.4 Z und 2.4.2.5 Z, LEP 2002).

The consideration of this objective regularly takes place by area accounting. In this analysis existing potentials in the inner area (spaces between buildings and potentials for re-densification) as well as already planned area reserves are identified. If applicable, existing obstacles for activation should be commented on. In regard to existing spaces between buildings an availability of 50% within the planning period applies as benchmark. On that score activated area potentials should be subtracted from the calculated demand for settlement areas. The new definition of settlement areas is only possible, if the reserves within the stock resp. existing area reserves do not cover the amount of demand. The replacement demand resulting from modernisation and demolition should be realized within the area of the removed housing stock. The same applies for business and industrial utilization.

It is an objective of Dublin City Development Plan SCO4 to carry out an audit of vacant and derelict sites in the city, to expedite their redevelopment as part of the reinstatement of the urban form and structure of the city. Dublin City has commenced a comprehensive survey of smaller plots of vacant land within the inner city. The project aims to maximize the potential for sustainable redevelopment of these sites through identification and proactive encouragement of the market.

The project will be published in GIS format. This work helped in the selection of a study area as the focus for Dublin City’s current involvement in the INTERREG IVC B-team project which aims to improve policies for brownfield regeneration. www.bteaminitiative.eu

With the project 'Rotterdam – people make the inner city' a group of inhabitant of the city works on sufficient densification in pleasant, green surroundings, to improve the quality of life in the inner city and making the city more sustainable. Partly: For the draft of the Regional Plan 2009 an investigation about the existing legally binding development areas for housing development and industrial development in the local land use plans which have not been developed to that date has been carried out.

Additionally a digital cadaster of the land use plans of the 179 municipalities is under construction and nearly finished.

As public authority the VRS also has to check the new or updated land use plans of the municipalities. During this procedure, the municipalities have to list their empty lots.

Above those there is no further systematic overview or information about abandoned areas, empty lots and unused buildings on regional level.

However on local level numerous municipalities have so called “Baulückenkataster” (cadastre on the spaces between buildings) which are accessible for the public. A best practice example is Stuttgart’s program called “NBS - Nachhaltiges

Living over the shop initiative

The Mountjoy/ Phibsborough Local Area Plan, which was adopted by Dublin City Council in 2008, seeks to address a broad range of planning and development issues impacting on the growth of Phibsborough as part of a compact inner city. The policy proposals contained within the plan are tailored so as to promote the economic, social and physical regeneration of the area.

 In 2008 Sofia authorities and the Ministry of regional development announced an international contest which was aiming to give the best spatial solution of a large new public centre in Sofia. The site for it is located 6 km to the east of the core city centre, very well connected to it by one of the major boulevards. The plot is still used by the

Ministry of defense and is to be conversed. This new centre was to provide place for 20 – 25 thousand jobs. World famous architects took part in the contest - Sir Norman Foster, Zaha Hadid, Massimiliano Fuksas, Bulgarian teams.

The team headed by Dominique Perrault won the first prize. The investor’s interest shown for this project was very strong but the world crisis affected its implementation and it is postponed.

 Dublin City Council is committed to full citizen engagement in all its plans and projects. Successful smaller scale projects include a sustainable housing scheme in Dublin City Centre. The redevelopment of York Street, off St Stephen’s Green, includes 66 new Council apartments arranged in five blocks. Their low-energy design addresses the issues of sustainability in building design. The development is constructed to achieve a high level of thermal efficiency with highly insulated building fabric and optimizing passive solar gains through south facing glazed balconies. It also has an energy-efficient communal heating system, high levels of insulation and sedum green roofs. Rainwater from the roofs is collected and stored to irrigate the garden and allotments, and to use for car washing. Emphasis has been placed on communal facilities, such as community meeting rooms, a shared garden, a children’s play area, and recycling facilities including a communal waste composter.

Living over the Shop Scheme – introduced early 2000s providing tax incentives to promote the refurbishment/conversion of vacant or under-utilised space over retail premises for residential accommodation. Dublin City Council restored 2 properties as a showcase example.

 Dublin City’s involvement in the B team project has provided huge opportunities to learn about best practice in the revitalization of brownfields.

There are no new methodical approaches above the examples which are already mentioned in the questionnaire up to date.

However the VRS takes part in a new program of the State of Baden-Württemberg, called NAMOREG (Nachhaltige

Mobilitätsregion Stuttgart – sustainable mobility region), started in 2012. Within the project the Stuttgart region is looking for new solutions to reduce the increase in commuters. Part of the program will be technical solutions but also (spatial) planning approaches will be taken into account. An important part will be the elaboration of new (planning-) instruments, for a coordinated development of settlement and transport. The outcomes may be useful to develop new ideas for the revaluation of waste land, empty lots, and unused buildings.

The earlier integrated area plans were successful because they could rely on the benefits of private sector investment. The difficulty with more recent local area plans is lack of investment. A more responsive innovative approach based on small scale initiatives aimed at generating business and community confidence appears to be the most promising approach and one which Dublin City Council has embraced.

The key development sites identified within the spatial strategy for

Nottingham are the Waterside, Southside and Eastside Regeneration

Zones, the Stanton Tip site in Cinderhill and the Nottingham City element of the Boots Site, part of the wider Boots/Severn Trent site which is located both in Nottingham City and neighbouring Broxtowe

Borough. All of these would mitigate against sprawl, foster sustainable transport and improve green space and community cohesion.

Concerning regional responsibility the implementation of projects is possible in the field of public transport and in the field of the regional

Landscape Park. Besides the construction of new railway lines (S-Bahn) the c-financing programs for the landscape park and for sustainable mobility are considered very promising to promote sustainable development.

Sustainable mobility, which includes traffic reduction structures, enables social and economic connections, stimulates climate protection, reduces pollutant emissions and enhances the quality of life for the inhabitants of the region.

The concept of the Landscape Park is integrated in the approach of sustainable land use, as it promotes improvements and multifunctional uses of open spaces which are relevant for flood protection or airflow.

In doing so, the development of resilient structures is combined with the enhancement of recreational areas.

 Additionally both programs support the municipalities who are one of the most important levels for planning and implementation of resilient structures.

All are important in their ways.
