The events were processed by PT and ES partners only. The event in Greece wasn’t processed because of the non-release of the second pre-financing from EACI, and the corresponding cash flow problems in the project. The event in Hungary wasn’t processed for the same reasons. Attendants’ list: Name See attachment 2) 3) Organisation Contacts Notes Location and date Hotel TrypOriente, Lisboa, 30th March, 2011. 4) Main topics discussed The seminar was opened by Antónia Figueiredo, coordinator of the activities of RuralE.Evolution in CONFAGRI, which presented the view of CONFAGRI for the agro-energy issues. Then, Domingos Godinho, from CONFAGRI, showed the RuralE.Evolution project results, followed by Henrique Machado, from the National Forestry Authority (department of the Minister of Agriculture), who presented the use of forestry biomass to produce energy. Then there were short presentations about projects in development in Portugal, which use the concept of the agro-energy districts. First the perspective of one of the local RuralE.Evolution partners (UCASUL), then the project ALTERCEXA, by AREANATejo and finally the project BioREFINA-Ter, by the municipality of Oliveira do Hospital. Then, Mr. João Bandeira from SIEMENS, showed the technological energetic solutions for the use of biomass in rural areas. Mr. Martins Carvalho, from the General Department of Energy and Geology, was also intended to speak about the public grid connection and the Special Regime for the renewable energy sector. Unfortunately, due to a malaise he had to leave early and was not able to make his presentation. Finally, it was held a debate, where the audience raised interesting questions to the speakers. Antónia Figueiredo finalized the initiative, reinforcing CONFAGRI`s position about the importance of agroenergy local production and its clarification request on the tariff for agricultural biomass: it should be made clear whether or not that biomass will be treated as forest biomass; in addition, for projects that use local agricultural biomass, should be simpler the possibility of connections provision to the electric network of public service; also, the Ministry of Agriculture should be involved in these connections assignment decisions. The Mayor of Alvito also spoke, remarking the importance of this project for the local development, for the Municipality and the community. The Portuguese Secretary of State of Rural Development closed the meeting, reminding that as the Government is now in a day-to-day management, it can just practice acts of management. However, considered that CONFAGRI should reinforce its position about agro-energy to the future government. 5) Main conclusions reached 6) The use of agriculture biomass for energy production has a general consensus from the local organizations (public and private) and the Ministery of Agriculture; The Secretary of State of Rural Development has recognized some constraints that need administrative and political decisions and is working on the process.
