Joint-Action Statement of the IOM, Habitat for Humanity, UNICEF, MSF, Oxfam, WFP, the Haitian Government, UN Peacekeeping Mission, Landowner, and the Citizens of Camp Chouchou As a result of an emergency working meeting on August 1, 2013 We – the above organizations and members of the Haitian community - agree that the situation in the capital city of Port Au Prince is grave and requires an urgent and coordinated response to reduce human suffering following the devastating earthquake of January 12, 2010. In our response to the internally displaced person (IDP) situation, we promise to stay the course and not abandon the IDPs mid-way. The Haitian government and other community stakeholders understand that the various NGOs are here to help their community in accepting that there is an IDP crisis and will therefore collaborate with them in the execution of their tasks within a reasonable amount of time (2 year maximum). Human Rights will be respected and upheld at all times. The NGOs and Haitian Government understand that the landowner, who was also impacted by this earthquake in many ways, has graciously, for the past 40 months, provided her land for the temporary shelter of IDPs until a more permanent long term solution is developed. We – the NGOs, will provide support to the camp through provision of shelter, education, food, water, and direct medical care, specifically in this emergency situation, and build sustainable capacity for long-term rehabilitation of livelihoods. o The IOM, will organize transport of 5,000 IDP in most danger to the new temporary camp while ensuring organization and protection of family units. o Habitat for Humanity, will construct safe shelters for emergency and longterm housing. o MSF will provide medical personnel and materials, working in collaboration with Habitat to equip and run medical facilities in the new camp, and maintain existing health infrastructure in existing camp o UNICEF will provide basic medical and nutritional support for children and families in most need, and bring educational opportunities, water (20 trucks), and peace keepers. o Oxfam will provide water filtration, sanitation kits, ORS, and chlorine tablets, latrines, and waste management. o WFP will provide immediate assistance (food and water) for 5,000 in most need as well as the 55,000. All NGOs and government officials will work to ensure the safety of all Haitian citizens involved in the building and relocation of the 5,000 in most immediate danger. The Haitian government will work with the UN to ensure safety of all international representatives coming to help. The NGOs and community stakeholders as well as the Haitian government pledge to keep communication and resources flowing as best as we can. We further pledge to provide the highest standard of care possible given the circumstances. Each week members of Camp Chouchou, the Landowner, NGOs and the Haitian government, and the UN peacekeeping mission will meet to discuss the current situation in the camps and plan for future needs. We will meet at logistics center for UN. Together the following representatives of above named NGOs, the Haitian government, the UN and community leaders identified below, pledge to abide by the tenants established above.
