ANNEX B: CONCEPT NOTE

Note: The purpose of the Concept Note is for the partner to express interest and demonstrate its
unique advantage and value added for undertaking a Project Partnership Agreement with UNHCR.
The Concept Note is not a full and well‐defined description of a Project. The detailed Project will be
fully elaborated after the partner is selected. The Concept Note is to help UNHCR to better
understand and select the Best‐Fit Partner for a specific Project.
Of the three (3) Calls for Expression of Interest, please indicate clearly in the box provided below
which UNHCR Call for Expression of Interest (CEI) you are applying for (title/project code). Please
mention the specific project title and identification number so the concept note can be correctly
evaluated.
A separate Concept Note should be submitted for each separate project listed.
The concept note should cover a 12 month implementation cycle from 1 January to 31 December
2015 only.
Proposals will be assessed using the selection criteria specified in the Call for Expression of Interest.
Concept Notes submitted should not exceed 10 pages in length.
It is mandatory for prospective or existing partners to submit the Concept Note in this format.
Failure to submit the required documents in the correct format will lead to disqualification.
The deadline for all submissions is Tuesday 21 October 2014, 23:59 pm (GR time).

partner(s) or contractor(s) will be used in the delivery of the project activities.

5. Project Management Mechanisms & Financial Risk Management
Brief description of project objectives, accountability mechanisms and sound financial management,
taking into account the audit results of the previous UNHCR-funded projects where applicable, past
performance and the external audit of partners’ financial statements, where applicable. Please
describe any financial risk management mechanisms.

6. Contribution of own resources:
Brief description of the organization’s contribution as well as any contributions by other donors in
cash or in-kind (e.g. human resources, supplies and/or equipment) that are presently available (or
potentially mobilized by the partner) in order to supplement UNHCR resources.
Any financial contributions (eg. staff time) should be reflected in the budget proposal, under separate
chapter ‘own contribution’.

The estimated total cost of the project, including total funding to be requested from UNHCR should
be detailed. Cost effectiveness is one of the selection criteria for UNHCR, while partners are expected
to be able to produce a project budget.
