The position of Budget Associate reports to the Assistant Budget Officer, NOA. The incumbent will support the Post management & System Maintenance team and will liaise with colleagues in PBS, Divisions/Bureaux in Headquarters and other colleagues in AFS. FUNCTIONAL STATEMENT Accountability UNHCR has accurate and consistent budgetary and financial recording of position management data. High quality reports on budgetary matters are ensured in a timely manner. Responsibilities Assist in Position Management and budget transfer processes within MSRP/PeopleSoft Budgeting system. Provide advice to counterparts in the relevant Bureau and field offices in processes and actions relating to position management. Ensure accurate up-dating of positions and their corresponding chart-field combinations. Provide inputs and comments during the consultation process between PBS and the Bureau, relevant to the annual submissions and mid-year budget revisions. Provide support in reviewing staffing structures of an operation (Annual and Supplementary) and ensure that they are consistent with organizational guidelines. Support the field counter-part during the annual Programme review and year-end processes. Provide advice to the counter-part in the relevant Bureau on the status and implementation of approved staffing levels with a view to ensuring the effective use of resources. Analyze position and staff budgets and expenditures trends in order to assist management in making an informed decision. Assist to provide budgetary information for appeals and reports. Perform other related duties as required. Authorities Enforce compliance with budgetary policy and guidelines. Verify budgetary data in MSRP system. VN-103-15-PBS ESSENTIAL MINIMUM QUALIFICATIONS, PROFESSIONAL EXPERIENCE AND REQUIRED COMPETENCIES Completion of secondary education. Certificate in Finance, Accounting, Business Administration, Accounting or related field. Minimum of 6 years of previous relevant experience. Excellent knowledge of English. Analytical thinking. Planning and organizing. DESIRABLE QUALIFICATIONS AND COMPETENCIES Good knowledge of finance and budget as it relates to non-profit/UNHCR. Good knowledge of People Soft.
