Job Title: GIS & Operations Center Supervisor
Job Description
Primary Role and Responsibilities
Responsible for (general summary):
Supervise the daily operations and schedule resources for the GIS & Operations Center area to ensure efficient, quality services are
being provided to LREMC members and employees on a continuous 24-hour basis. Develop and maintain the facilities management
Geographic Information System (GIS) for both electric and fiber-optic infrastructures. Proficient use of computer and software
applications used in a distribution systems control center environment. Direct, train and evaluate performance of assigned
employees.
Essential duties:
 Continually search to improve GIS processes by leveraging the efficiencies of models, Advanced Modeling Languages (AMLs),
Scripts, and other relevant programming languages.
 Possess an understanding of Geometric-network creation/maintenance.
 Familiarity in ESRI ArcGIS spatial (Personal Geodatabase, File Geodatabase, and SDE) and non-spatial (MS SQL,MS Access, MS
Excel) database design and proficiency with existing spatial and non-spatial databases.

Update and maintain outside plant facility records for the electrical distribution and transmission systems relating to new
construction, line conversions, maintenance programs, switching operations, phase changes, etc. by ensuring all information
and GIS data is complete and up to date.

Update and maintain outside plant facility records for the fiber-optic infrastructure by ensuring all information and GIS data
is complete and up to date.

Read and understand as-built construction drawings / notes and utilize the information provided to update GIS databases.

Reconcile proposed versus as-built construction by updating the GIS databases as required using current GIS standards.

Utilize GIS tools and analytical skills to collect and identify data relationships and dependencies of outside plant facilities
alongside other related data.

Ensure all fiber-related construction activities are being inventoried accurately and timely so outside plant facility records
can be updated efficiently.

Ensure adherence to all RUS, state, county and federal policies, permits and contract specifications for fiber-related
construction activities.
Assist in the preparation of system planning and operational studies (such as construction work plans, long range plans, and
sectionalizing studies) by providing the system engineer(s) with an updated electric distribution system model to be used in
performing engineering analyses.
Perform miscellaneous assignments and special projects as requested by members of the steering and leadership teams.
Upload and update LREMC’s underground facilities information to the North Carolina 811 database to facilitate locating
services that prevent damage to underground utility and fiber-optic infrastructure.
Coordinate with contractors on pole inspections and line work and repair activities that impact LREMC’s system.
Responsible for GIS accuracy which results in an accurate and effective system model of ABB CADOPS Outage Management
System (OMS).
Ensure consistency between the GIS and OMS by maintaining accurate equipment data and performing daily and/or weekly
incremental updates to the OMS system model for effective outage predictions.







Manage work schedules of supervised employees to ensure the Operations Center is staffed 24 hours a day, seven days a
week. Assume the responsibilities of the Distribution Systems Operator in his/her absence.

Review and remain aware of employee policies and procedures and effectively communicate changes to Mapping &
Operations Center personnel under his/her supervision.


Assist with preparing the budget for the IT department.
Ensures that after-hours emergency dispatching services provided for Sandhills Utility Services with respect to electric power

disturbances experienced by residents of Ft. Bragg military base are handled in a professional and courteous manner.
Maintains a working knowledge of all procedures, processes and systems utilized within the department.

Assist in the evaluation and selection of personnel for the IT department and other departments as requested.

Recommend disciplinary action up to and including termination of personnel reporting directly to him/her within the
limitations of LREMC policy, subject to prior approval of the President/CEO and in consultation with the Director of
Information Technology and Vice President of Human Resources.

Appraise performance of personnel reporting directly to him/her and review such appraisals with his/her supervisor.
Counsel employees to discuss their performance and to encourage their growth and development.

Ensure that personnel supervised by him/her are trained to meet the requirements of their positions.


Education / Experience / Competencies / Qualifications

Bachelor’s degree in computer science, geographic information systems or equivalent required. Prior working experience in
public relations is highly desirable.





Three to five years’ experience with design and support of spatial and non-spatial databases.
Three to five years’ experience in support of Engineering and Operations activities within an electric utility preferred.
One to two years’ of previous supervisory experience preferred.
Must possess knowledge of distribution system design considerations, staking practices, line equipment and line materials.
Must develop and maintain a thorough knowledge of the distribution and transmission network geography and service
territory.
Ability to effectively direct work activities and supervise others and be skilled in motivation, training, and evaluating
subordinates.


Proficient use of computer and software applications used in a distribution systems control center environment to include
VOIP, GIS, OMS, SCADA, CIS, AMI, AVL, IVR and Mobile Workforce Management.

Ability to multi-task and address problems while dealing with a variety of situations where limited standardization exists.

Communicate effectively, both orally and in writing, with teammates, field personnel, management and members.

Ability to make timely decisions to ensure service restoration, sometimes during high activity, pressure situations.

Ability to adapt and deal with a variety of people under stressful circumstances.
Working Conditions / Physical & Emotional Demands

General office conditions with the exception of more than normal amount of interruptions due to radio communications and
phone calls. Occasional field work that could include crossing uneven terrain is required.

Periodically extra work hours are required. Emergency outage or system problem conditions could require night and
weekend work.

The activities of this position require the employee to be able to lift 40 pounds and carry it for 100 feet on an occasional
basis. There will be continuous waist level reaching where employee will be reaching for items around the desk.
Occasionally the employee will have to reach below to get an item from a file drawer. Employee will be pushing and pulling
on an occasional basis opening file drawers and moving chairs and tables around. In using the personal computer, getting
things from around the desk, being on the phone, and doing other tasks, the employee will be twisting and rotating
continuously on a daily basis. Employee must have good finger dexterity in order to use the phone, computer/typewriter,
and write, use tools, send faxes, all on a continuous basis. Occasionally the employee will have to stoop or bend to get items
from the bottom of shelves or the floor. The employee will be kneeling occasionally in order to do a task on the floor or to
access items from lower drawers and shelves. The employee must practice office safety procedures and occasionally wear a
hard hat.

On an average day, the employee will be standing 10% of the time, walking 20% of the time, and sitting 70% of the time.
The latter is composed of being on the phone, on the computer or in meetings. Employee must be able to read, see on the

computer and be able to drive on a daily basis. Occasionally duties may be performed outside with exposure to weather
extremes.

There will be continuous need for meeting deadlines in this position. Occasionally there may be irate customers and may
have to take complaints from both internal and external customers.
