Green Fund Application Discussion with Liana Liana Skibbie, representing JCES, begins by presenting JCES’s decisions regarding the Green Fund applications – The applications that JCES decided not to fund did not fit the Green Fund criteria or were not researched well enough and were not feasible Cartwright/Whitney Lighting Proposal: $20,000 The payback on this proposal is five years and this item is very visible, will save UW-L money in the long run, and will decrease our carbon footprint. If Cartwright is to be remodeled or torn down, the new light bulbs can be removed and transferred to a new location. The $20,000 will be used to replace as many light bulbs as possible and an audit of Cartwright Center is currently being done to see how many light bulbs will be replaced with this money. The bulbs currently being used will be recycled. Event Support Services Lighting: $2,100 These lights save a lot of energy and the new lights will not heat up as much as the lights they are currently using. The life expectancy of these lights is much longer than the current ones. The new lights are also very technologically advanced and will be used much more often because they can be used inside whereas the old lights could only be used outdoors. These lights will save a lot of money and are fairly inexpensive. An idea that JCES discussed was making a banner that would be displayed whenever the lights are used saying “Paid for by the Green Fund”. Hydration Station: $13,325 for 10 hydration stations to be placed in Angell, Coate, Drake, Laux, Reuter, Sanford, Wentz, and White Hall, Carwright Center, and the REC. A reusable water bottle can be easily filled up at these hydration stations. JCES funded this request but decided not to fund the chiller because it would be running all the time and using electricity and students can put water bottles in their refrigerators to cool them. There has been discussion that it would be desirable to fund the chiller for the REC. Another idea is that maybe Residence Life could fund the chillers for the remaining hydration stations if they would like them. This request is very educational and visible. Outdoor Lighting: $50,000 The state and UW-L are proposed to fund the remainder of the cost for this project. The outdoor light fixtures that will be replaced will be 60% more efficient and last 3 times as long as the current light fixtures. The fixtures and bulbs will be changed and moved to different places on campus. This request is for the fixtures on the south-side of campus and the remainder of the fixtures will be replaced after this project is completed. This is a very large project and will likely not be started for another year or so. By planning this project out so far in advance, we can fund larger projects that are better developed. Pulper: $22,006 This industrial pulper will be used in the Whitney kitchen to support the UW-L vermicomposting program. The pulper is like a large garbage disposal that would chop the food pieces down to a smaller size which would make the compost easier for the worms to decompose and the whole composting system would be better and quicker. This proposal also requests additional worms for the compost program to speed up the project. Right now they are using an ice pick to chop up larger pieces before putting them on the compost pile. REC Lights Phase 2: $40,401 This project will change the remaining lights in the REC such as the ones in the multipurpose room, the climbing wall, the locker rooms, etc. This will decrease the REC’s energy consumption even further and will save the university money. This phase will save the REC less money than the first phase did. These new lights give the REC lighting a more natural feel. Recycle Bins (Sports Complex): $7,020 This project will fund 12 permanent blue recycle bins to be placed in the sports complex. Currently, they haul recycle bins out to the complex for events but the complex is used at other times. There has been discussion that maybe we could fund less than 12 recycle bins to be permanent and then more bins can be brought out for event. We don’t know where all of the bins are being placed and we would like to see a map of this before determining that they need 12 bins. ResLife Lights: $19,700 This project would replace all of the bulbs in residence hall corridors, stairwells, and shared/common rooms. Approximately 5,100 bulbs will be replaced and the old bulbs will be recycled. This project will save approximately $10,918 per year. Residence Life will fund the installation of the bulbs which comes out to $8,200. Included in this request is an extra 1,656 bulbs to allow for one case of spare bulbs per floor per residence hall which is an additional $4,500. There is discussion about possibly not funding the replacement bulbs because we did not fund replacement bulbs for the REC and Cartwright lighting projects. Steam Traps: $3,750 These 50 steam traps will replace the inefficient steam traps that are currently in residence halls. They will last longer than their less energy efficient counter parts and will decrease the campus’ carbon footprint by requiring the campus to burn less coal at the power plant. The current steam traps make very loud noises while residents are trying to study, sleep, etc. There may be a bigger issue behind the heating problems in residence halls and perhaps that should be looked into rather than funding this project. With lighting projects that we are funding that will eventually be saving money for various entities, SUFAC would like to see where the extra money is going in for instance, the REC’s budget. We don’t necessarily think the REC’s budget authority should decrease but we do want to see that the extra funds are being put to good use. II. SUFAC Green Fund Application Discussion Cartwright/Whitney Lighting: This is a highly trafficked building that affects every student on campus and will save the university energy and money. o (Palmer/Bratina) Motion to approve this request in full at $20,000 MOTION PASSES 8:1:0 ESS Lighting: This will be highly used, very visible, energy efficient, etc. o (Bratina/Vo) Move to approve this request in full at $2,100 MOTION PASSES 9:0:0 Hydration Stations: If we don’t purchase the chiller with the hydration station, we don’t know whether it would be worth the cost and whether students would use the hydration station. o (Palmer/Cappozzo) Motion to approve this request in full at $18,355 MOTION PASSES 9:0:0 Outdoor Lighting: This is such a large project that if they find money to fund the rest of this project, the $50,000 that the Green Fund would be providing would be a small amount of money. If they come back with more information next year, we would consider this request again. o (Bratina/Vo) Motion to approve this request at $0 MOTION PASSES 9:0:0 Pulper: This request includes a $2,800 installation fee that Larry Ringgenberg has already included in University Centers budget so this amount can be taken away from the allocation and will still be funded. o (Rykal/Pointer) Motion to approve this request at 19,206 MOTION PASSES 9:0:0 REC Lights Phase 2: There is a suggestion to decrease the funded amount for this request by the amount of money that was saved for the REC last year from the lights phase 1 project that the Green Fund funded. We would like to see the money that we saved them coming back to the students somehow. We do not currently have enough money in this account but would like to fund the project. If we assure that they don’t spend the money until July 1st, which is the start of the 2011-2012 fiscal year. The savings from this project is significantly less than the savings from other lighting projects so if the REC feels this is important then they should put forward some money as well. o (Nelson/Vo) Motion to fund the proposal at 50% of the requested amount, $20,200 MOTION PASSES 9:0:0 o (Rykal/Nelson) If the REC chooses to accept this money, they will provide the additional $20,201 to complete this project MOTION PASSES 9:0:0 Recycle Bins (Sports Complex): We don’t feel they need this many recycle bins o (Vo/Johnson) Motion to approve 4 recycle bins at $2,340 MOTION PASSES 9:0:0 ResLife Lights: We do not feel it is necessary to fund the extra bulbs for this project so we can take $4,554 off of the requested amount and just fund the new bulbs that will be used right away. Other Announcements Our total allocation for this fiscal year will be $101,097 and this proposal will be forwarded to Student Senate to be discussed on Wednesday. Soojin and the Korean Percussion Ensemble will stick with their original budget to fund their two planned travel trips and will not need any additional funds from SUFAC. Our next meeting will be April 11th and we will be discussing Theatre’s proposal to continue their agreement with SUFAC about keeping their carry-over. Meeting adjourned 7:55pm
