Textbooks and Learning Materials Program (TLMP)/Ghana Funded by USAID Accomplishments Chicago State University as the implementing partner to USAID and in collaboration with our Ghanaian counterparts has accomplished the following: 6,056,159 workbooks and teachers’ guides have been produced and distributed nationwide throughout the 10 regions of Ghana, working collaboratively with USAID Mission and our Ghanaian partners. Included in that number are 4,114,566 million books which were printed to meet national scale in the 2010-2011 timeframe, exceeding the 2011 Cooperative Agreement target by 2,064,566 books. 210,000 laminated colored wall-charts were developed, printed and distributed for use as supplemental teaching materials. Implementation and leveraging of TLMP Training of Trainers (TOT) methodologies that included childcentered learning techniques, subject matter themes, assessment of academic achievement and improved classroom management impacted thousands of Ghanaian teachers and administrators. All books and resource materials developed by the TLMP have been printed and adopted nationally. Thus, for the first time in the history of Ghana, a foreign educational initiative has been adopted and implemented in its educational system at a national scale. The ratio of workbooks per pupil in kindergarten (KG) 1 and 2 has increased from 0 in 2008 to 3:1 through implementation of the TLMP. Each KG pupil will receive 1 book in 3 subject areas (Literacy, Numeracy, and Environmental Studies). TLMP designed textbooks that are culturally relevant, high-quality and cost effective. The TLMP incorporated local context into the materials, including the use of familiar language, places, names, cultural traditions and relevant illustrations. The books are also designed to promote gender parity, encouraging the education of females and the empowerment of women. Using the same collaborative effort, the Primary 1 through Primary 3 books have been designed and are currently being field-tested. 1 70% of the expenditures were spent in-country, printing all the books in Ghana, thereby seeding the Ghanaian printing industry and positively affecting the economy of Ghana. 91% of the teachers surveyed during program evaluation observed positive changes and enhanced academic achievement in the students who had used TLMP workbooks and materials. The teachers reported through evaluation surveys that the children were excited to receive the books, that they grasped concepts better and faster than the children who did not have access to TLMP, and that they made references to the TLMP material throughout the day. TLMP is in alignment and adherence to the National Curriculum and syllabus. The books were design by an integrated team comprised of both CSU and GES curriculum developers who worked with the standard documents in hand at every step of the design/development process. 20 CSU students were supported as TLMP interns in Ghana during the grant period. Students worked as researchers, observers and assistants in primary schools and returned to share their experiences with the CSU community. 10 CSU College of Education faculty members and doctorial candidates were engaged with the Ghana Ministry of Education and the Ghanaian Education Services in the design, writing, production and assessment activities. The TLMP established national and international partnerships with private sector and commercial entities and raised funds to support the TLMP goals and objectives. For example, UPS donated $6,000 toward shipping. Hinsdale Medical Supply donated 3,000 emergency kits, and UBS Promotional donated 5,000 mathematical sets and school supplies. Buck Press, our Ghanaian printing supplier donated distribution and warehousing services valued at over $150,000. 2
