KINGDOM OF CAMBODIA Ministry of Agriculture, Forestry and Fisheries Project for Agricultural Development and Economic Empowerment IFAD Loan No. I-870-KH & Grant No. I-DSF-8101-KH Terms of Reference for Consultancy services: National Individual consultant for Case study development on the PADEE IRGF groups for a period of 60 working days from 1 August 2014 to 23 October 2014 Background & Rationale SNV is one of the implementing partners in the Project for Agricultural Development and Economic Empowerment (PADEE). The project is funded by the International Fund for Agricultural Development (IFAD), coordinated by the Ministry of Agriculture, Forestry and Fisheries (MAFF) and implemented by a number of partners1. PADEE aims to increase the agricultural productivity and economic empowerment of the poor people in the targeted areas in Takeo, Kandal, Prey Veng, Svay Rieng and Kampot provinces, totalling 33 districts, 246 communes with 4 villages per commune. In each village, ‘improved group revolving funds’ (IGRF) are formed with 50 members per group. The main components are: ‘improved access to financial services’, ‘improved access to technology and markets’ and ‘project coordination and management’. The component 2.3 – Improved access to technology and markets- is to support economic empowerment of target households and contributes to agricultural development in the project areas. The intended outcome is that "Targeted households use improved production technologies, establish market linkages, and diversify income sources." The beneficiaries of the component activities will be 49,000 households who are members of 980 IGRF groups. To contribute to this, best practices and lessons learned should be documented, shared and disseminated among project parties and IGRF groups in order for them to refresh their mind and understand how their current practices can be improved to grasp better opportunities. Best practices and lessons learned will be explored among IGRF groups that have already established for more than one year in the PADEE provinces. To this end, SNV is recruiting a qualified and experienced individual national or international consultant to assist us in developing case studies on IGRF groups in the PADEE provinces of Svay Rieng, Prey Veng, Kandal, Takeo and Kampot. Objectives The objective of the consultancy covered in this TOR is to develop case studies on Improved Group Revolving Fund groups in Svay Rieng, Prey Veng, Kandal, Takeo and Kampot. 1 MAFF, the Ministry of Women’s Affairs (MoWA), National Committee for Sub-national Democratic Development (NCDD), provincial, district and commune offices, SNV, iDE, FAO and the Improved Groups Revolving Funds (IGRF) The case studies need to select both the successful and unsuccessful IGRF groups and are required to observe and cover the following issues: Group management, structure, function Understanding of the group statute by members Proactive board committee and members in the project activities Group solidarity Group innovation Group’s learning and sharing of knowledge, idea and information Group adoption of what they have learned Use of fund in the group Business plan implementation in the group Good example of some members in the group with regards to the use of fund, knowledge sharing, adoption of new knowledge and skills, business plan implementation Group meetings and training and understanding of financial literacy What the group expects for future plan to progress the group Deliverables Within the above described objectives the consultant will provide the following deliverables: Following a consultation with the SNV lead adviser the consultant will finalize his/her detailed work plan and methodology of case studies, and contents of the report and of case study Develop questionnaire/guiding questions for information collection to be agreed by SNV Develop criteria for selecting PADEE IGRF groups for case studies to be agreed by SNV Present and submit inception report, describing the first three deliverables Carry out field work to collect information for the case study development, Develop case studies on PADEE IGRF groups, at least 4 IGRF groups (2 successful and 2 unsuccessful) per province Present draft illustrated case studies developed to seek feedbacks from project partners and SNV Based on feedbacks received, write and edit final case illustrated studies in Khmer and English and submit it to SNV for distribution to project partners. Methodology The consultant is expected to employ the following methods: 1. Discuss with SNV lead adviser and PADEE at provincial level in each province to identify IGRF groups for the case study development 2. Conduct regular field work (as set out in the detailed plan) in all PADEE Provinces in order to implement the assignment The consultant will work independently, but will always inform and cooperate with SNV, provincial and district offices involved in PADEE. Duration and timing / phasing of the assignment The assignment is expected to commence on 1 August 2014 and to be completed by 23 October 2014 (60 working days). At least 5 years of working experience in carrying out similar assignment in Cambodian context Fluency in Khmer and English, both written and spoken Experience with government coordinated projects Participatory and bottom-up working style Flexible attitude Procedure for submitting an Expression of Interest (EOI) SNV now invites Expressions of Interest from qualified individual national consultant for this assignment in accordance with the Terms of Reference.
