For an operator to receive a rating of "exceeds expectations", the operator must complete all the expectations listed for that area and
demonstrate skills in addition or at a higher level than normal. For an operator to receive a rating of "needs improvement", the operator
must fail complete all the expectations listed for that area. A rating of "meets expectations" is given to an operator who completes all
expectations listed for the area.
