I hope you had a wonderful winter and are now enjoying this beautiful spring weather! The city has many exciting projects underway for the upcoming year and I would like to mention a few of them at this time. The City Council has budgeted $415,000 for paving South 1st Street from Spruce Street to Pflug Road. This portion of South 1st Street is currently a gravel road and the businesses located on the west side of the street are within the city’s corporate limits. The project will also include the construction of curbs and storm sewers. The Council has directed the city engineer to begin preliminary design of the project. Construction is anticipated to begin in July. The Council has requested a cost estimate from the city engineer for Phase 2 of the Main Street Downtown Revitalization Project. This phase of the project will consist of constructing steps and concrete seating along the west and south sides of the urban park located at 2nd and Main Streets. The project will also include replacing the existing sidewalk and installing new electrical and water lines to service the park. The Council budgeted $90,000 for these improvements. The Council also budgeted $150,000 from city sales tax revenue for the construction of a splash park. Design options, play features, and funding sources will be researched this summer. Actual construction will not begin until sufficient sales tax revenue has been collected to fund the project. The Springfield Trail Phase 3 project is still underway. Preliminary engineering and environmental documentation are currently being completed and construction is estimated to begin in spring of 2013. The city has been awarded grant funds from the Nebraska Department of Roads Transportation Enhancement Program and the Papio-Missouri River Natural Resources District to complete the trail project. The trail will connect the Highway 50/144th Street Trailhead, which is located just south of Platteview Road across from the soccer complex, to the existing MoPac Trail, which begins at the Sarpy County Fairgrounds on the southwest corner of Railroad Avenue and Main Street. The annual Springfield Cleanup Day event is scheduled for Saturday, May 12, from 8:00 a.m. to 3:00 p.m. The city will be accepting household refuse, trash, rubbish, used motor oil, yard waste (in separate containers, not in plastic bags), appliances and metal items. Please do not bring tires, liquids or hazardous waste such as paint, thinners, inks and flammables, as these items will not be accepted. You will be required to show proof of residency prior to being allowed to dump. Please bring your April water bill with you to the dump site for proof! Those without proof of residency will not be allowed to dump. Springfield Days 2012 is scheduled for Friday, June 8 – Saturday, June 9. “Going Gaga in Springfield” is the theme for this year’s festivities! Keep your eyes open for event flyers that will be posted around town and for additional event information on the city and community websites. Please keep the Springfield Community Building in mind when looking for your next place to rent for graduation parties, baby and bridal showers, family reunions, business meetings, and much more. The building is located on the northeast corner of 1st and Main Streets (104 Main Street). Corporate limit residents can also rent either the upper or lower floor of the building by the hour for only $10/hour. Please take time to either visit or attend one of the many activities offered at the newly expanded Springfield Memorial Library. Through generous donations by the Springfield community and the GFH & SAH Foundation, the Springfield Library Foundation raised enough money to complete a 2,000 square foot addition to the building. The addition offers additional space for library stacks, a small reading area and much more. Check out the new official city website at springfieldne.org for city information. The new website allows residents to access Council meeting minutes, zoning and subdivision regulations, building permit information, and utility information. The website also provides information and web links to local organizations, the school system and miscellaneous services for residents. The community website (springfieldnebraska.com) is still available at this time. Please check the condition of your sidewalk, as many of them are in need of repair. The Council will soon be making formal requests for sidewalk replacement. Notice will be served upon property owners of those sidewalks selected for replacement and, if the owner does not repair/replace the sidewalk within thirty (30) days, the city can have the sidewalk repaired and the expenses of the repair assessed against the property. Please remember that, as per city ordinance, overnight parking is not allowed on city streets between the hours of 2 a.m. and 6 a.m. Signs are posted at city entrances and in various locations around town. Violators will be ticketed. I would also like to take this opportunity to encourage all citizens to help keep Springfield beautiful and to please keep the following in mind throughout the spring and summer: Building permits need to be obtained at City Hall for the installation of fences, decks and swimming pools. Any pool having a minimum depth of greater than eighteen inches (18”) of water must be completely surrounded by a fence or wall not less than six feet (6’) in height, which shall be so constructed as not to have openings, holes or gaps larger than four inches (4”) in any dimension except for doors and gates. Please contact City Hall for additional information regarding building permits and swimming pools. Abandoned vehicles, non-working appliances, old tires and trash need to be removed from your property. Please keep your lawn mowed and weeds mowed or removed. Refrain from mowing grass clippings into the street. Keep all animals on a leash when walking. Please pick up all animal waste, especially in city parks and recreational areas. Visible address numbers are recommended on all buildings and homes in order for police and fire/rescue services to respond to emergencies.
