Severe Weather Notification Systems
As a follow up to Bob Goldhammer’s presentation regarding the Weather Call Enterprise system
at the last meeting, the ED Directors discussed whether any action is needed. Mr. Goldhammer
is following up with each of the Des Moines hospitals. No collective action is needed at this
time.
Des Moines Hospitals High Census and Surge Protocols
Art Spies passed out the final version of the protocols and noted revision to Tier Three adding
the ambulatory surgery facilities, a capacity chart at the end of the document and revising the
hospital surge capacity figures for the two hospitals in West Des Moines. Discussion noted
contact with Polk County Emergency Management will occur in tier three and that informational
communication may occur in Tier Two. The ED Directors approved the protocols as modified.
Bypass Protocols for West Des Moines Hospitals
Jeff Jarding and Jeri Babb discussed whether the bypass protocols need to be modified for the
West Des Moines hospitals to not allow both hospitals to be on bypass. Discussion noted both
hospitals are level IV trauma centers and David Edgar, West Des Moines EMS noted it does not
matter to their service. Mr. Edgar will take the issue to the Central Iowa EMS Directors for their
perspective. The protocols will remain in place unless the Central Iowa EMS Directors feel a
change is needed.
2011 Issues and Activities
Issues to consider in 2011 include:
 Compatibility of the IDPH Advanced Capacity Tracking System (I-PHACTS) and the
EMSystem ED status system used by Polk County hospitals.
 Alternate site for hospitals in West Des Moines (e.g. Hy-Vee conference center)
 EMS narrow bandwidth radio requirement by 1/1/2013
 Hazard vulnerability analysis
 Polk County Comprehensive Emergency Plan review

At the April 28, 2011 meeting Diane Williams IDPH will present the IDPH capacity tracking
system and each hospital will bring their hazard vulnerability analysis for comparison with Polk
County’s hazard vulnerability analysis.
At the July 21, 2011 meeting Jon Davis will discuss the Polk County Emergency plan and Mike
Peters will discuss the May 16 – 20, 2011 NDMS exercise.
Central Iowa EMS Directors
David Edgar reported no issues were raised at the last meeting.
Needed training and education presentations for the MCI plan are being developed. Discussion
by the ED Directors noted a video/CD of the ED training would provide a consistent presentation
of materials and could be viewed at any time by physicians and hospital staff.
The latest issue of the newsletter to be e-mailed in the near future will include changes to the
MCI plan, the location and inventory of the mass casualty trailers and other topics of interest.
2010 Training and Exercises
NDMS – Mike Peters reviewed the current planning for a patient reception tabletop exercise on
March 16, 2011 from 1 pm – 3pm at the Kelly conference Center at IMMC that will focus on
actions that will take place from the alert to activation of the National Level exercise in May.
The full scale patient reception National Level Exercise will run from May 16 thru May 20.
Exercise focus points will be:
Monday May 16 - the alert
Wednesday May 18 - transition to activation
Thursday May 19 – patient reception (3pm arrival of the air ambulance)
Friday May 20 – patient tracking and status
The hospitals will receive the following number of patients all at once:
 Broadlawns – 9
 Mercy-Dm – 12
 Mercy-West Lakes - 9
 IMMC – 9
 Blank – 6
 Lutheran – 6
 Methodist West – 6
 VA - 6
