CHAPTER I Introduction A. Background There are some bilingual schools in Batam that established longer than 15 years. These schools are favorite, famous school and target of students' parents, even though they have to pay school fee higher. To send their children to bilingual school becomes pride for parents. Globe National Plus School Batam is sample of bilingual school in Batam. There is something special to Globe National Plus School Batam in which this school has a program called “Development Program”. “Development Program” is a frame work or one package that should be applied by each teacher in class. The program was designed by school consultant. It has to be applied by teachers and students. This includes systems, approach, method, strategy and techniques. All school communities are required to apply system and obey rules in development program. The school management keeps trying to give good services and trying to improve the school quality in order to be different or has advantages from other bilingual schools. For example school management provides in-service training to the teachers to be more qualified, professional and fluent in delivering material of teaching in bilingual. Globe National Plus School Batam also accepts transfer students from any schools, even though the student did not come from a bilingual school or students can not speak English at all. Through bilingual program the new students are given English special course and extra lesson to catch-up these students. The school has target in three to sixth months, the students will be able to adapt and study in bilingual class without any obstacles. The writer intends to do research in Globe National Plus School Batam. This school is well-known in Batam society with its bilingual program where a new student after getting English course in 3 to 6 months, the student are more fluent in speaking English there. Based on the above description, the writer is interested in doing research to reveal how the school has managed the students’ academic competence as required by the national curriculum and development of students’ speaking competence as the enrichment or the plus consequence. The title is “ The Profile of Bilingual Program in Globe National Plus School Batam . B. Problem Identification Bilingual school provides several programs that are packed in the Development Program that improves students' competence in speaking English. They are free English course, Extra class, Coaching gifted and talented students and Class talk. These components are interrelated each others. By having this program, students will study English easier and be more fluent to speak English. They are as follows: 1. Free English Course Generally English course is for new students who enroll in new year academic. It is conducted during school holiday. Giving free English course to new students is aimed at preparing students in teaching and learning before entering bilingual class. When the school starts students will not have any problems in their learning activities. Teachers design fun and interesting English course in which students involve in English learning by playing game, role play, singing, etc. By giving the course, the students can be more active, more passion, more courage and excited to study English because of being accustomed to using it daily. 2. Giving Extra Lesson to Low Students Although learning time has been set in such a way, there are students still lack in speaking English, or some get low score in their English or bilingua lessons. Giving extra lessons "can be a bit tiring after a day at school", but that they are certainly helpful. Teacher reviews previous chapters and teaches students closer and more attention. The extra lessons make students have got much better at their lesson because they are taught in a small group and quiet environment. 3. Coaching Gifted and Talented Students This program is to service gifted and talented students. Gifted and Talented students are catered through a personalised service and extra-curricular opportunities. School hires professional people to train them to improve their talented and gifted such as a trainer for public speaking, coach of scout, swim, dance, music, karate etc. The students of Globe school distribute their ability and talents through attending many events such as competitions or debates. 4. Class Talk. Class Talk is as motivation class, it is as a routine activity 15-20 minutes every Monday after flag raising ceremony. It is done before starting lesson by homeroom teacher. One of the tasks of homeroom teacher can bring into the classroom is to motivate students to study and speak in English. Homeroom teacher interacts and talk to the students freely, this is to encourage them to learn English. The teacher can touch students with the gentle words, and creates a comfortable learning environment and reminds them to obey the rules and disciplines. It is about primary school students’ competence in speaking English. The increasing of competency is seen more clearly in primary school 4, 5 and 6 students. It is because the learning materials that are given to students in every level are gradually and increase steadily. In first grade is a beginning phase for them to learn English where English teachers provide materials in accordance with the national curriculum and enriched by German curriculum. It can be guidance for the next grade in process of learning English. The writer will describe primary school students' competence in speaking English. D. Problem Statement Based on the background of the problem that has been stated above, here is the research question: How is the process of bilingual based English learning at primary school students at Globe National Plus School Batam? E. Obectives of Research As the writer have mentioned previously, Globe National Plus Batam is bilingual school has Development Programs. This research aimed at describing, analysing and explaining the programs of bilingual school that has direct impact to primary students' competence in speaking skill. The objectives are: 1. To describe the process of bilingual based English learning at primary school students in Globe National Plus Batam. 2. To describe the scope and sequence of learning English from primary 1 to primary 6. F. Significances of Research The research is expected to provide benefits for writer, Globe National Plus School, teachers and also for further researcher. 1. For the writer a) Be one of the graduation requirements for the Master of Education Program, Sarjanawiyata Tamansiswan University, Yogyakarta. b) To increase knowledge and understanding about the benefits of bilingual program and the impact to students’ competence in speaking English. c) To assess the ability of the writer in conducting scientific research. 2. For Globe National Plus School a) To give a positive input to Globe National Plus School Batam about their bilingual program that can improve students’ competence in speaking English. b) To maintain the quality of teaching and learning process in order to keep competing with other bilingual schools 3. For the teachers a) To support the teachers to be more professional in teaching bilingual program. 4. For further researchers a) The findings of this research can be used as a comparison and evaluation of further research on the same case by the other writers.
