CIRCULAR
Regulating on conclusive postal service scope
Pursuant to the law on postal service on June 17th, 2010;
Pursuant to Decree No.187/2007/NĐ-CP on December 25th, 2007 of the Government regulating
functions, duties, rights and organization structure of the Ministry of Information and Communications
and Decree No.50/2011/NĐ-CP on June 24th, 2011 amending Decree no.187/2007/NĐ-CP on December
25th, 2007 of the Government regulating functions, duties, rights and organization structure of the
Ministry of Information and Communications;
According to request of Director of Post Office Department,
The Minister of Information and Communications regulates on conclusive postal service scope.
Article 1. Conclusive postal service scope
1. Conclusive postal service scope includes mailing supply with receiving address and amount of a
letter up to 02 kilograms (kgs) with lower charge:
a) 8,000 dongs/letter for domestic service and for letters from other countries to be delivered in
Vietnam;
b) 15,000 dongs/letter for international service to be received in Vietnam to be delivered in
foreign countries.
2. Conclusive postal service scope is adjusted to gradually reduce and finish under sequence decided
by the Prime Minister.
Article 2. Responsibility for implementation
1. Enterprises providing their public postal services are entitled to:
a) Provide their service within conclusive postal service scope as regulated in Article 1 this
Circular and other relevant regulations of the law;
b) Separately monitor and report to the Ministry of Information and Communications on results
of supplying services within conclusive postal service scope.
2. Enterprises providing other postal services must:
a) Not violate to regulations on conclusive postal service scope as regulated in Article 1 this
circular in any manner;
b) Ensure same charge for all amount levels (including VAT) of mailing service with receiving
address and amount up to 02 kilograms (kgs) that they provide must be higher than regulated
ones in clause 1 Article 1 this circular.
3. Institutions, individuals are responsible for promptly advising to competent agencies in postal
sector if finding any violation to regulation on conclusive postal service scope.
Article 3. Validity
1. This circular is valid from February 03rd, 2013.
2. Demolish Decision no. 04/2007/QĐ-BTTTT on September 14th, 2007 of the Minister of
Information and Communications on conclusive services for Vietnam Post Office.
3. The Chief Secretariat, the Director of Post Office Department, Heads of units affiliated
with the Ministry of Information and Communications, General Directors of enterprises
providing public postal services, General Directors/Directors of enterprises providing
postal services, institutions and individuals concerned are responsible for executing this
circular.
4. During implementation, if there is any problem, institutions and individuals must
promptly reflect to the Ministry of Information and Communications for instruction or
consideration, amendment or supplement.

- Ministries, ministry level agencies, Governmental agencies;
- People’s Committees of provinces, cities directly under the
Central;
- Departments of Information and Communications of
provinces, cities directly under the Central;
- Department for Examination of legal documents - MOJ;
- Minister and Deputy Ministers;
- Official gazette;
- Vietnam Government Web Portal;
- Website of MIC;
- Archived: Office, Report
