IOSH Job Description 1 Job details Job Title: IS Project Management Officer Division: Responsible to: Responsible for: Information Systems Portfolio Manager Working with the Portfolio Manager and across the business, to provide the project management of I.S. & Web related projects Leicester 2 £26,400 to £27,400 per annum TBA Location: Grade: Salary range: Job-holder: Job Ref: Date: 2 April 2015 Job purpose To define project objectives, manage, plan, execute, and finalise projects, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales and quality. To offer clear reporting, communications and accountability definition for projects. 3 Key result areas Project Management 1. Deliver project and administrative support to assist in the delivery of I.S. & Web projects 2. To support the Project Management Framework in driving forward the organisation’s projects and process changes. 3. To work with the Portfolio Manager, to co-ordinate projects, ensuring they are managed through the IOSH Portfolio Management Framework (PMF) ensuring correct approval, Governance and Quality Assurance processes are followed. 4. Producing, managing, storing and distributing the project governance documentation, throughout the project life cycles including the version control, project plans, risk/issue logs, communications and status reports. 5. Support with the production of Project budgets for sign off, monitoring costs, timescales and resources used, and taking action where these deviate from agreed tolerances. 6. Successfully coordinate and chair Project Board/Team meetings, ensuring timely compilation of reports and reporting to the Project Team. 7. To be pro-active in identifying potential risks, changes in scope and suggesting remedial recommendations. 8. Delegate tasks and responsibilities to members of the Project team influencing them to take positive action and accountability for their assigned responsibilities. 9. To maintain, own, use and communicate the project portfolio management tools through which IOSH IS and Web Teams track and control up to 100 monitor projects and changes concurrently. Development Support 1. Support the Business Analyst, and I.S. Team, with documenting business functional and nonfunctional requirements for simple subject areas within clearly defined boundaries as and when required. 2. Offer post project support handing over to the business and operational teams throughout IOSH. General Duties 1. To carry out any other reasonable duties within the remit of the role. 2. Experience, knowledge, skills and training Qualifications and Knowledge GCSE English and Maths or equivalent Experience of working within a formal project management environment – highly desirable Prince 2 or project management qualification or equivalent experience – desirable An understanding of information technology and its application to business issues - essential Experience Experience of managing projects in a professional capacity - essential Experience of successful project initiation, planning and delivery – desirable Experience of detecting and resolving problems Experience of using a MS Project Server 2010 environment – desirable Skills Ability to influence and communicate with stakeholders at all levels, with the confidence and ability to negotiate and resolve conflict Risk management – able to identify, assess and manage project risks Working with others: ability to work effectively with colleagues, managers, suppliers and stakeholders. To have excellent interpersonal, verbal and written communication skills to communicate technical issues, understanding business process and requirements Interest in enhancing skills and learning new technologies Training Working Safely and Manual Handling courses are obligatory for all IOSH Employees The job-holder should be willing to undertake any relevant training/qualifications necessary 5 Job context This role provides support to the Portfolio Management Framework and is a project management service to the delivery of I.S. & Web related projects . The I.S. Project Manager is accountable to the Portfolio Manager and, where relevant, project boards in respect of each project. 6 Job dimensions The role has responsibility for supporting the I.S. Teams and other project teams, whilst acting as a project manager and day to day accounting of project budgets across the IS function. The job-holder will take lead responsibility for IS projects valued approximately £5k to £30k. The job-holder is likely to be managing up to half a dozen projects at any time. 7 Complexity and creativity The job-holder performs a broad range of work, sometimes complex and non-routine, in a variety of environments. Applies methodical approach to problem definition and resolution. 2 The job-holder will be required to maintain sufficient breadth of knowledge of the functions within the remit of responsibility to ensure they are efficiently and effectively managed. The job-holder will be required to assist I.S. projects working with the management structure to ensure that adequate funding, resources and project controls are in place. The job-holder will rely on their creativity, problem solving and management skills in ensuring that projects are efficiently run. The job-holder will be strong at analytical thinking, acquiring a proper understanding of a project or situation by breaking it down systematically into its component parts and identifying the relationships between these parts. 8 Decision making The job-holder will be responsible for ensuring project controls are maintained and presented to the Portfolio Manager. The job-holder will be responsible for assessing and responding to project issues and may be required to make decisions regarding resourcing, deadlines and utilising 3rd party contractors. Makes decisions which may impact on the work assigned to individuals or phases of projects. 9 Key internal and external contacts Internal contacts The role will communicate with stakeholders across the business, often acting in a pivotal position as the link between technical and non-technical sides of the business. Interacts with and influences department/project team members and all IOSH employees working on project delivery and providing assistance on matters relating to the areas of responsibility. To work with the IS team, Business Analyst , Online Development Manager, the Web Team and other key stakeholders to enable clear and transparent communications. The job-holder will have indirect contact with the volunteers and members working with IOSH in supporting the information and online systems provided or accessed.
