DRAFT MINUTES OF THE CITIZENS ADVISORY COMMITTEE FOR THE MINNEHAHA CREEK WATERSHED DISTRICT Thursday March 25, 2010 6:35 p.m. – 8:35 p.m. Members present: Gerald Ciardelli, John, Iacono, Tom Casey, Steve Mohn, Duncan Steinman, Neil Weber, Tony Goldenstein, Mark Washa, Marc Rosenberg, Alternates present and upgraded to voting member: Andrew Hogg, Chris Dovolis MCWD Board of Managers members present: Lee Keeley MCWD Staff present: James Wisker, Nat Kale 1. CALL TO ORDER. Chair Goldenstein called the meeting to order at approximately 6:35 PM. 2. APPROVAL OF MINUTES. Moved by Iacono, second by Mohn. Unanimous approval. 3. APPROVAL OF AGENDA: Iacono moved approval of the agenda with the addition of a staff update on FEMA flood mapping, seconded by Casey. Mark Washa requested time for a Weevil presentation. Unanimous approval. 4. OLD BUSINESS: James Wisker provided an update on FEMA flood mapping. He noted that the floodplain model submitted to FEMA by MCWD had been returned with some minor changes made to increase model stability. These changes were in the process of being submitted to the engineering firm that created the model (EOR) for approval. Once approved, the model would be returned to FEMA for generation of flood maps. James Wisker provided an update on the MCWD’s involvement in groundwater planning. He noted that Hennepin County has an approved groundwater plan, but that it was never adopted due to political issues. He noted that MCWD and other watershed organizations are considering working cooperatively with Hennepin County to update and adopt the groundwater plan. 5. NEW BUSINESS: At the request of Chair Goldenstein, James Wisker facilitated the nomination and election of CAC officers proceedings. The results of the CAC election process is shown below: Chair – Tony Goldenstein Vice Chair – Duncan Steinman Secretary – Tom Casey Treasurer – John Iacono Nat Kale then presented an outline of the MCWD capital improvement project program and how the Planning Department implements this program. Questions were raised regarding the role of municipalities and MCWD rules in achieving nutrient load reductions to MCWD waterbodies. Nat Kale explained that the rules are intended to result in no net increase in nutrient loading from development and that the combination of MCWD projects and City obligations would result in favorable responses in the nutrient concentrations within MCWD waterbodies. Several projects including Methodist Hospital, Big Island and Cedar Meadows were highlighted as examples of projects. 6. April 22 2010 DISCUSSION The CAC discussed elements they would like to learn more about on the enforcement of the CWA within MCWD boundaries. James Wisker informed the CAC that he would provide a broad overview of the CWA and its enforcement within MCWD on April 22, 2010. 7. Mark Washa presented information on the impacts that Weevil populations have on invasive Eurasian Milfoil. This presentation is to be distributed to the CAC following the meeting. 8.
