Care Quality Commission: As part of this role you may need to be appointed as a Domiciliary Care registered manager by CQC.

This job is important because:

The Day Services Manager role is central to the delivery of high quality services that promote Hft’s reputation and meet local need.

The job requires an individual with drive, enthusiasm and commitment. Someone with a ‘Can Do’ attitude who has the ability to look for creative solutions to meet people’s support needs in a way that respects their individuality and works with the Regional Manager to lead and build ‘fantastic’ staff teams.

Main Duties:

Service Delivery and Development:

To have overall responsibility for the delivery and development of day services, flexible support services, supported employment services and leisure and educational services that deliver excellent outcomes for people.

To grow and develop new services to meet local need

To contribute to, forecast on, analyse and monitor the budget

To operate the service within the agreed budget

To liaise with all Hft departments as necessary

 To deliver outcomes in accordance with Hft’s Fusion Model of support

To monitor all aspects of quality and compliance and carry out audits as agreed with the Regional Manager

To oversee complex case management issues

To manage all Safeguarding processes, MCA and DoLS that relate to the people using flexible support services.

To operate as a member of the senior management team

To promote involvement of people supported throughout the service

To be responsible and accountable for all aspects of staff management.

To develop a supported employment programme within your region.

To develop volunteering opportunities to enhance opportunities for the people we support.

To develop educational options through vocational training, exploring partnership opportunities.

To network with other provider organisations and social care professionals

To attend forums within the local authority as agreed

To develop neighbourhood services within local communities

To keep abreast of current trends and government information. Disseminating information to team members as necessary.

To promote the culture of Person Centred Active Support.

To ensure services are personalised

To manage multi sites.

To conduct annual people we support and family/carer quality surveys

To produce service development plans and business plans

To respond to local tender opportunities to grow the business

Legal:

To be appointed as a registered manager by CQC if required.

To monitor and ensure that all the services you deliver are legal and take appropriate and timely action in order to address any concerns.

To take responsibility for continuous improvement of the services given CQC (Care Quality Commission) requirements, best practice and Hft priorities, to achieve personalised, high quality, safe service provision.

To ensure the service is contract compliant and evidence this to Local Authorities.

To ensure that support from the registered service meets Fundamental Standards and Regulations of the Health and Social Care act 2008 (Regulated Activities) Regulations 2014. (This will legally apply from April 2015 but is being applied in spirit from October 2014) if applicable.

To ensure that the support arrangements in all the services are compliant with the Mental Capacity Act and

Deprivation of Liberty Safeguards and Hft standards, including accurate recording and reporting at all times, and to take timely actions if any non-compliance within the law or internal standards is identified.

To ensure the services are delivered in line with health and safety standards and the Health and Safety Act 1974.

To ensure that Safeguarding concerns are addressed in a timely manner and in line with both internal and local

Safeguarding protocols, that proactive safeguarding measures are identified, that people are supported to ensure that their views are sought when safeguarding plans are devised, and that learning is shared appropriately.

To ensure that all financial compliance criteria are met in relation to the people we support and budgets for the cluster.

To ensure that all buildings are compliant with internal guidance from the Environments department (responsible for the management of all of Hft’s properties) and take action, including discussions and negotiations with external housing providers to ensure that they meet the contract requirements of the partners and CQC

Regulations (where appropriate) and to ensure that reports of any defects/improvements are acted upon in a timely manner.

Being able to actively demonstrate skills in supervising performance maintaining high standards at all times.

Ensuring effective team communications

Experience in support planning and report writing

Ability to form positive relationships with all local professionals

The ability to communicate effectively both verbally and in writing.

Ability to use Microsoft office and Hft bespoke IT programmes.

Proven track record of role modelling good practice support.

Ability to liaise with all functional support staff within Hft as appropriate

Good time management and organisational skills

Able to demonstrate that your practice incorporates the principles of Diversity and Inclusion.

Ability to work in a flexibly way to meet the needs of the service.

Possession of a valid driving licence, own transport and prepared to use and insure this for work purposes.

The capacity to stay away from home overnight if needed for management meetings and training

The ability to respond flexibly in a crisis.

Resources:

 To ensure that the finances for all services are managed using Hft’s protocols and policies.

To design and deliver packages of support that offer safe services whilst delivering value for money.

To manage the rota effectively to ensure that staffing levels are maintained at all times and meet the needs of the people we support in the most efficient way. To address any vacancies in a timely manner, in line with Hft policies and procedures.

To ensure that all services have adequate resources to function efficiently and safely.

To monitor sickness levels across the service and to address all sickness in line with the agreed policies and through working with HR colleagues.

To ensure that all staff have the knowledge and skills match that enable them to provide safe, effective, caring support that complies with the law, and that learning and development records are up to date.
