Support for children and young people with special educational needs in Haringey – our ‘local offer’ Health and Well Being Service (HEWs) in schools and GP Pilot Tier 2 service HEWs What our service does Our service is for children, young people and/or their parents/carers with: • Parenting concerns • Behavioural difficulties • Problems with family transitions (parental separation, bereavement) • Anxiety and mild to moderate depression • Phobias • Feeding and sleeping problems • Other emotional wellbeing/mental health problems likely to respond to a short term intervention • Consultation and advice regarding possible CAMHS cases where the best approach is unclear. The service aims to provide psychological interventions before emotional and psychological difficulties have become embedded. The School Based Service is delivered in specific schools, both primary and secondary across the borough, which have purchased the service. It is provided in either half or whole days, weekly or fortnightly depending on the contract. The schools identify pupils who they believe need assistance, the service provide consults to the school and/or assessment of the young person with a parent, followed by up to 6 treatment sessions or referral to CAMHS Tier 3. The GP Pilot Tier2 service is a direct referral service for GPs or referral on from Tier 3 access, for assessment and up to 6 treatment sessions. It is delivered from ‘hubs’ – GP surgeries across the borough, each hub available on a weekly basis ( though one hub is split on alternate weeks between 2 surgeries). Where service is located and the areas it covers The service is located in schools who have purchased the service, including: • Earlham Primary, Wood Green / Woodside High School, Wood Green / Muswell Hill Primary/ Canonbury Primary (shared contract) • Mulberry Primary, Tottenham / Heartlands Secondary, Wood Green / Risley Avenue Primary Tottenham • Fortismere Secondary Muswell Hill (days to be confirmed) GP Pilot Tier 2 service, Hub locations include: • South East – Westbury Avenue, 26 Westbury Avenue, London N22 6RS • Northeast – Somerset Gardens Family Health Centre, 4 Creighton Road, London N17 8NW • Central – Bounds Green Group Practice, Gordon Road, London N11 2PF • West (split between) – Highgate Group Practice, 44 North Hill, London N6 4QA and Christchurch Hall Surgery, 20 Edison Road, London N8 8AE Who our service provides for We offer assessments and short-term interventions and treatment programmes for young people and their families. The HEW service in schools is for school age children and parents. The GP Tier2 Pilot is for children 2-18yrs old and their families. How a child or young person can start using the service School based service. This service is accessed in schools that have purchased the service via referral from the school; consultation is offered to identify with the school whether there is a psychological/emotional/ behavioural issue prior to a referral for assessment and treatment. The schools themselves identify children they wish to access the service. The GP service is available to all patients registered with Haringey GP practices. The patient is referred by the GP through the single point of access for all CAMH services. Telephone number: 020 8342 5900. How decisions are made about eligibility for our service The HEWS team in schools and GP Pilot Tier 2 service make decisions about eligibility to use the service based on severity, risk and the need. HEWS are participant in the single point of CAMHS access screening. Eligibility criteria: 1. Between 2 – 18 years old The child or young person must be young enough to complete a comprehensive assessment (4 weeks) before their 18th birthday. If not, they would need to be referred directly to adult services for intervention. 2. Mental health Presentation that is amenable to short term intervention due to being of relatively recent onset or of limited level of distress or disturbance to normal functioning – CAMHS Access screening to help determine sufficient severity. 3. Diagnostic categories Parenting concerns Behavioural difficulties Problems with family transitions (parental separation, bereavement) Anxiety and mild to moderate depression Phobias Feeding and sleeping problems Other emotional wellbeing/mental health problems likely to respond to a short term intervention School referrals are discussed at the beginning of each session in school, and reviewed at the end of the day. GP Referrals are accepted and allocated to a hub practitioner throughout the week, to be seen within 4 weeks of referral. In either service we assist in signposting to other community services as appropriate. The process of assessment is explained to the young person, and their family or carers as appropriate. Consent and explanation of confidentiality regarding sharing of information and a provisional plan is made at first appointment. How we communicate with service users and how they are involved in decision making/planning The school based service starts each day with a planning meeting in the school, and ends with a review and feedback. Written summaries of interventions are provided to the school, the child/young person and family. The GP service informs the referring GP of initial appointments, and sends the referring GP a summary of intervention at conclusion, a copy of which is sent to the patient/family. How accessible our service is By being in community localities the service is aimed at being accessible in locations that are familiar and frequently used by children, young people and their families, so limiting difficulties concerning mental health stigma. Training our staff have had in supporting children and young people with special educational needs and disabilities All the team are highly qualified in management of children with mental health, emotional and psychological difficulties. Specialist training in specific therapeutic modalities including: Systemic Therapy, Cognitive Behavioural therapy (CBT). Up to date continuous professional development for safeguarding, health and safety, risk assessment, breakaway training, information governance. All staff are registered with the relevant Professional Bodies.
