Civil Engineering Technologist Job Description The Corporation of The Township of King Job Description JOB TITLE: Civil Engineering Technologist DEPARTMENT: Engineering & Public Works LOCATION: 2075 King Road, King City CLASSIFICATION: Union SALARY LEVEL: $51,841 - $64,801 (annually) Job Profile: Function: The Civil Engineering Technologist is responsible for providing engineering review, approval and inspection of municipal services for site plan developments, site alterations and fill permits, driveway and entrance permits, service connection permits, road occupancy permits, and ROW utility location approvals, planning applications and minor variance applications. This may include and is not limited to review, approval, inspection, agreement preparation and review, recommending security reduction and assumption of works. Duties also include undertaking investigations and preparing technical studies related to transportation engineering, traffic control, traffic signage, and by-laws related to traffic and vehicular control. Duties will also include coordination of various Township public works programs and contracts. Provides customer service to residents related development approvals, permits and Township Public Works programs. Reports to: Manager of Engineering and Development Supervision Responsibilities: Ongoing project management of consultants and contractors will be required as well as some direction may be given to summer students if employed. Duties and Responsibilities: Responsible for the review of site plan applications, engineering drawings and agreements related to municipal services and external works. Duties include construction inspections, recommending final acceptance of municipal services and security reductions. Reviews, approves and administers Site Alteration and Fill Permits, municipal water and sewer service connection permits, driveway and entrance permits, road occupancy permits, and ROW utility location approvals. Review and provides engineering comments and clearances on Planning applications, zoning amendments and minor variances. Reviews and approves site grading plans for subdivision lots, site plans, and in-fill building permits. Investigates and resolves drainage issues and complaints received related to site grading and municipal drainage. Responsible for completing traffic studies and counts, making recommendations, and preparing reports and associated by-laws regarding speed limits, traffic calming plans, parking restrictions, traffic control and traffic safety signage. Responsible for assigned minor capital works projects for municipal infrastructure including: asset condition assessments, budget preparation, obtaining regulatory approvals, tendering, construction supervision/quality control, and progress payments. Executes the planning and design of projects in accordance with the MEA Class Environmental Assessment process including coordinating, preparing for presentations at Public Information Centers, resolution of public and external agency concerns; preparation of Summary Reports and Environment Study Reports and report to Council on findings. Directs, oversees and coordinates Consultants working for the Township with these activities. Acts as the Township’s representative in dealing with the public, property owners, other departments, utilities, consultants, other levels of government, etc. on matters related to Township engineering projects including resolving/referring complaints and obtaining necessary approvals as required. Performs general site inspections and attends meetings for Township works. Chairs and prepares minutes for meetings as required on all Township initiated engineering projects to ensure services are constructed in accordance with Township Standards and Specifications and/or resolves problems related to design/installation of services including interpretation and assisting inspectors or consultants in the enforcement of contracts. Utilizes computer applications for the purpose of data collection/analysis, scheduling of operation and maintenance activities, responding to Customer Service Requests, design calculations, e-mail correspondence, and updating GIS and mapping systems using AutoCAD, ArcMap or similar applications. May represent the department internally and outside the Township on various working committees including, roads, sewers, watermains, lighting, traffic standards and material committee. Responsible for maintaining an inventory of Tangible Capital Assets and the required condition assessments inspections to develop a multiple year capital works program and asset management system for municipal infrastructure. Required to maintain the Tangible Capital Asset inventory database using applicable software applications. Prepares technical memos, reports for Committee and Council, tender documents and specifications, and general correspondence as required. Perform other related duties, as assigned, that are in accordance with job responsibilities or necessary departmental or corporate objectives. Education/Experience: Minimum three (3) years of community college diploma in Civil Engineering Technology or related field and Certified Engineering Technologist (CET) designation. A minimum of three (3) years’ experience of progressive engineering experience in an urban and rural municipal public works environment, combined with experience directly related to land development engineering and approvals; traffic controls and engineering; and municipal capital works programs. Working knowledge of the Highway Traffic Act, the Ontario Traffic Manual, as well as the Health and Safety Act and Regulations, Electrical Safety Codes, provincial statutes and other regulations that are in accordance with job responsibilities are required. Required computer experience includes Microsoft Office products and engineering software such as AutoCAD and ArcMap for GIS applications, asset management databases, and electronic workorder and service request systems. Conditions of Employment: Required to work under the direction of the Manager of Engineering and Development with considerable independence of action. Work performed in an office environment with field inspections as required. Work involves mental and visual concentration with some interruptions. A valid driver’s license is required and a reliable vehicle to use on corporate business. Overtime is required at various times of the year. Good written and verbal communication skills required. The Civil Engineering Technologist must be able to communicate effectively with the general public in a customer service environment.
