Purpose
Supervises the work of Facilities Crafts engaged in the installation, repair and maintenance of facilities systems
and equipment including building structures and hardscaping.
Major Duties & Responsibilities
Supervises the maintenance, repair, testing, and installation of SMUD facilities systems and
equipment by planning, scheduling, assigning and monitoring Facilities craft persons who perform the work. Identifies
maintenance and repair requirements; coordinates clearances and shutdowns with customers, contractors, and other work
centers; reviews work plans, interprets diagrams and drawings, codes requirements, and specifications with staff; inspects
work in progress and completed for compliance with codes, established standards, and safe work practices; documents work
performed and prepares reports as required. Operations will require weekend, after hour and emergency response to issues.
Communications with staff, contractors and management after hours may be required to meet operational requirements.
Provides direction and training to subordinates for completion of assigned tasks by administering SMUD policies; planning,
coordinating, prioritizing, evaluating and adjusting work functions, practices, and schedules; monitoring daily operations to
ensure overall work quality, quantity and efficiency following established procedures and standards; ensuring staff safety and
implementation of safety policies and practices in the work unit and environment; assisting subordinates as required;
coaching, giving performance feedback, and identifying and resolving staff deficiencies; providing recommendations to
management on staffing, discipline and termination actions, and staff training and development; and performing ongoing,
assigned operational tasks.
Provides daily input of work completed, who completed the task, hours to complete the task, status of the task, and all other
pertinent data and/or information required in Facilities system of record. Communicates any exceptions in writing as
required by established policies, processes and/or procedures. Resolves issues, as needed, to ensure work requests /
notifications are updated in the system of record on a daily basis.
Determines and requisitions materials, parts, and other supplies required for performance of work.
Provides SMUD Engineering with input on the technical and operational aspects of facilities systems relative to the review of
facilities design and modification.
Assists in developing and administering the unit budget by monitoring budget expenditures in area of responsibility against
plan; participating in identifying and reconciling budget anomalies; monitoring and revising schedules, expenditures and
assignments as warranted; reviewing end-of-year budget results; developing area-of-responsibility budget recommendations
for the next fiscal year; and participating in the review of preliminary unit budget recommendations.
Performs related duties as required.
Minimum Qualifications
KNOWLEDGE OF: Facilities systems and equipment; system maintenance procedures; federal,
state and local laws, codes and regulations governing facilities systems and equipment; SMUD policies and procedures related
to administration, functions, services, departments, divisions, personnel, contracting, procurement and budgeting; methods
and techniques for planning, organizing, directing and controlling work activities; methods and techniques for training staff;
policies and procedures for evaluating and recording performance results; policies and procedures for recruiting, screening
and hiring; policies and procedures related to supervisory practices and employee rights; principles and practices for budget
administration; principles and practices for delegating, prioritizing, assigning and reviewing work assignments; principles and
practices for motivating, coaching, mentoring, training and developing; principles and practices for taking disciplinary action
and conducting terminations; methods and techniques for report preparation and writing; methods and techniques for record
keeping; safety policies, practices and procedures; standard operating procedures for modern office equipment including a
computer and applicable software; English grammar, punctuation and vocabulary standards.
SKILL TO: Review and interpret engineering documents and provide technical input; apply applicable personnel laws, codes
and regulations; assess how well one is doing when learning or performing a task; coach, mentor, motivate, influence,
challenge and develop staff; coordinate the work of the function or unit with other SMUD entities; direct on-the-job training
activities; establish and maintain working relation-ships internally/externally; establish, manage, monitor and update budget;
identify, assess and coordinate training needs for staff; initiate, maintain and oversee adherence to safety policies and
procedures; interact with others to influence and motivate; interpret and apply SMUD policies and procedures, applicable
MOU and/or other special agreements; oversee disciplinary actions and resolution of employee grievances; plan, organize,
direct, control, and review the work of others; prepare and implement safety plans, procedures and practices for unit; prepare
and take disciplinary actions, including terminating staff; prepare performance plans and evaluations for staff; recruit, select,
hire, supervise and evaluate employees; plan, organize, prioritize and schedule projects; analyze situations, documents and
data for conformance to established policy and procedures; apply applicable laws, codes and regulations; appraise situations
and people accurately and adopt an effective course of action; interpret, analyze and apply pertinent policies, procedures,
regulations and requirements; assist in budget preparation and administration; develop and implement a plan of action to
adjust ones actions in response to changes in the current situation; follow and ensure that others follow safety policies,
practices and procedures; interact with others in influence, motivate and challenge; read and interpret plans, diagrams and
specifications; schedule and prioritize units work assignments to meet expected time-frames; service as reference person for
other employees; utilize a personal computer and/or computer terminal, systems and software relevant to the job;
communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships
internally/externally.
EXPERIENCE: At least five years of progressively responsible work experience in the maintenance, installation and repair, or
construction, or engineering of facility systems, equipment and building structures including three years in a lead position.
Desirable Qualifications
Post high school education from an accredited vocational, technical or Junior college majoring in
electrical or mechanical theory and application; or Bachelor’s degree from an accredited college or university majoring in
electrical or mechanical engineering, or related field.
