ANIMAL CONTROL - SHELTER COORDINATOR
Grade: 14
GENERAL SUMMARY
Under limited supervision, the purpose of the position is to enforce state and local laws
regarding animal control including rabies prevention, handling of dangerous animals,
detection of animal cruelty, vicious animals, and stray animals. Position is also
responsible for providing supervision to Animal Control Staff and Facility including
planning, organizing, implementing, administering and evaluating operations of the
division. Provide leadership, guidance, and training to staff.
EXAMPLES OF ESSENTIAL FUNCTIONS
Duties may include but are not limited to the following:
Supervise Animal Control Officers as they respond to calls from dispatch in regards to
stray animals, loose animals, animal cruelty and attacks.
Supervise employees in cleaning, treating and caring for large number of animals.
Euthanize unwanted, sick, injured, and/or aggressive animals.
Supervise/conduct investigations regarding animal bites and charges responsible
owners; investigates animal cruelty cases and files charges on such.
Remove animal carcasses from roadways.
Detects and investigates environmental crimes such as littering, illegal dumping and
release of toxic or hazardous substances; files charges against persons responsible;
issues citations.
Appears in court and assists in prosecution of cases and charges filed regarding
animals and environmental crimes.
Completes and maintains daily records pertaining to impounded animals, adoptions,
daily activities, vehicle maintenance, deposits, purchase orders, and monthly reports.
Supervise assigned personnel including instructing, training, assigning, reviewing and
planning of field work; advises and assists assigned personnel in interpretation and
applications of laws, policies, and procedures; monitors case loads and reports;
schedules assignments, vacation and training and ensures shifts are covered.
Assist EMS, Fire Department and Police with emergency calls when necessary.

Completes and/or reviews paperwork such as logs and reports, documenting activities,
statements; and other related information; completes documents to accurately record
criminal offenses; checks and reviews daily reports from assigned personnel.
Ensures equipment is maintained and operational.
EXPERIENCE AND TRAINING
High school diploma or GED; supplemented by three (3) to five (5) years previous
experience or training that includes animal control and or veterinary technician;
knowledge of criminal laws and codes; basic knowledge of supervision of personnel.
LICENSES AND CERTIFICATIONS
Texas Animal Control Certification or Certified Veterinary Technician; must possess
valid Texas driver’s license.
KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:

State and county laws, statues, and ordinances relating to control, protection,
licensing, impounding, and disposal of animals.

General safety practices, legal liabilities, and responsibilities in regards to animal
capture and restraint techniques.

Procedures and reporting requirements for rabies control including symptoms
and causes of rabies.

Methods and techniques of investigation including evidence gathering,
appropriate formats for legal documents, and court procedures.

Knowledge of animal heath, illnesses, diseases and disease control.

Breeds of animals and identifying characteristics.

Modern office procedures and equipment.

Computer and emergency equipment functions.

Correct English usage and grammar.
Ability to:

Supervise employees and provide evaluation and counseling in regards to
performance of job duties.

Analyze daily issues requiring planning for interrelated activities that may involve
more than one department.

Define problems, collect data, establish facts, and draw valid conclusions and
interpret a variety of technical instructions.

Exercise judgment, decisiveness, and creativity required in uncertain, highly
stressful situations.

Provide guidance assistance and/or interpretation to others on how to apply
procedures and standards to specific situations.

Answer phones, communicate and dispatch call information to Officers through
the CAD dispatch system.

Communicate verbally and in writing so as to allow comprehension by receiving
party.

Understand and exchange information with supervisors, subordinates, and coworkers when giving and receiving assignments and instructions.

Communicate and interact with general public, attorneys, judges, and local, state,
and federal law enforcement officials.

Provide verbal direction to personnel in conformance of rules, regulations, and
other directives.

Follow safe work practices including workplace safety policies and procedures.

Walk, stand, sit kneel, push, stoop, crawl, twist, reach above the shoulder, grasp,
pull, bend repeatedly, climb stairs and ladders.

Operate motor vehicles.

Use firearms, radios, traps, catch pole, snare, euthanasia equipment and drugs,
and first aid equipment.

Maintain physical ability in order to restrain animals as needed.
