I. INTRODUCTION
The Town of Milton, Vermont is seeking the services of a Consultant or Consultant Team to
update the existing Public Works Facility Study to include Recreational Space and Site
improvements at its existing municipal Complex located on Bombardier Road. The existing
Public Works Facility Study was completed in 2004 by Dore & Whitier Inc and the study was
then incorporated into the Town of Milton, VT 20-Year Recreation Master Plan 2007-2027 and
2008 Bombardier Park Master Plan. The Town would also like to have the existing Municipal
Office Complex evaluated to see if future expansion will be required to accommodate future
personnel needs for the remaining departments in the Municipal Building.
The Town through its Capital Improvement Planning process has identified the need to construct
a new Public Works Facility to satisfy the existing and future needs of the Public Works
Department and the anticipated demand of the level of service required by the Department. The
Town plans to construct a new facility to include space to operate the Town’s Recreation
Department programs and office space for Recreation Staff. The Town also wishes to improve
the overall Recreational Amenities currently offered in the Milton Recreational Park, which
would include moving fields, constructing structures and enhancing the overall site.
The study will also include a space and use needs assessment for the entire Municipal Complex
to include the Fire & Rescue Stations, Police Department, Town Clerk and Municipal Offices.
The proposal will be split in three alternatives, Alternate 1 is the Base Proposal which includes
all items included within the scope of services. Alternate 2 deducts the Municipal Complex space
requirements, Alternate 3 deducts the recreational amenities.
II. PROJECT BACKGROUND
The Town of Milton Public Works Department consists of five divisions; Administration &
Engineering, Building & Grounds, Highway, Wastewater and Water Divisions. The
Administration Division is responsible for the overall management and administration of the
Public Works Department. Engineering oversees project management, design standards, project
inspection, enforcement for Town Highways and Stormwater management. The Buildings &
Grounds Division is responsible for the routine maintenance of the Town’s facilities. The
Highway Division is responsible for the maintenance of all of the Town’s Rights-of-ways. The
Water and Wastewater Divisions are responsible for the distribution of Water, collection and
treatment of Wastewater. In 2003 the Town of Milton commissioned a study to determine the
feasibility of several sites and determined the Bombardier Road site as the best option to house
the Public Works and Recreation Facilities.

The Municipal Complex is comprised of the Municipal Building which houses the Municipal
Administration Offices, Town Clerks Office, Public Library, Police Department and Community
Meeting Room, and the Milton Fire and Rescue Stations.
Due to poor economic times, the project lost momentum. In 2012 the project again began to gain
strength and on August 9, 2013 the Town Selectboard choose as its preferred site the Bombardier
site known as Scheme 1 in the 2008 Bombardier Park Master Plan. This site is directly adjacent
to the existing Municipal Complex.
III. PROJECT DETAILS & GENERAL SCOPE OF SERVICES

The consultant shall conduct data gathering meetings, as necessary, with the Town of
Milton Selectboard, Public Works Department, Recreation Department & Recreation
Commission in order to understand the desired outcome of the project, obtain current
information, and review the existing reports and field conditions.

The Consultant shall re-examine the current space needs of the Public Works and
Recreation Departments and update the recommendations.

The Consultant shall conduct data gathering meetings, as necessary, with the Town of
Milton Municipal Staff in order to understand the desired outcome of the study, obtain
information, and review the existing Municipal Complex.

The Consultant shall provide a report summarizing Pre-Design Phase Information and
attend a Pre-Design meeting to discuss information gathered and recommendations
provided.

The Consultant shall provide a conceptual site plan for all proposed features to include
the Public Works Facility, Municipal Complex Modifications, accessory buildings,
playing fields, and any additional improvements necessary to meet the intended design.

Cost benefit analysis of incorporating facilities that includes space and equipment
sufficient to support a mechanical division for the Town fleet.

The Consultant shall prepare a preliminary engineers cost estimate of probable cost for
the project, including the relocation of recreational fields and improvements to the
existing Municipal Office Complex.

The Consultant shall provide eight paper copies of the study report and associated
drawings and one electronic copy in PDF format.

Should the Town wish to proceed with a conceptual plan or plans the consultant shall
confirm that adequate land to effect the facility construction and field relocation is
available.
IV. SUBMITTAL REQUIREMENTS - STATEMENT OF QUALIFICATIONS

The Consultant shall provide a background statement on the firm to include a brief
history of the firm, including discipline capabilities, principles, staff availability,
locations and organizational and financial stability.

Qualifications and positions within the firm(s), of individuals who will be assigned to the
project, in particular the project manager. Include resumes of key personnel. This section
should also address general availability of key personnel and contain a statement of
assurance that the key individuals indicated in this section will, in fact, work on the
project. Any substitutions of personnel at a later date will require the approval of the
Town of Milton.

A list of project(s) similar to the project described herein. Provide names, addresses and
telephone numbers of references. Additionally, all interested firms must submit a
detailed statement including the organizational structure under which the firm proposes to
conduct business.

In the case of multiple firms, the “firm of record” and the party responsible for
coordination shall be identified. The relationship to any “parent” firm or subsidiary firm
with any of the parties concerned must be clearly identified.

Firms must provide a description of their understanding of the tasks involved, assistance
requires from the Town of Milton, and the specific requirements or limitations of the
firm’s professional liability insurance.

The proposal shall include an explanation of the proposed methodology the consultant
will use to arrive at various components of their analysis.

Cost proposal, including a detailed breakdown of costs by task for each part of the
project.

All proposals shall include a timeline/schedule for each project deliverable including
interim milestones to be accomplished. All tasks to be performed throughout the different
stages of the project must be detailed.

All costs associated with developing or submitting a proposal to this request shall be
borne by the Consultant.
V. CONSULTANT EVALUATION AND SELECTION PROCESS
The Town will evaluate and select the best-qualified consultant for our project.
We understand that ranking a consultant based on qualifications far outweighs other
considerations. However, final consultant selection will be based on critical factors, such as:
project approach, past performance, and consultant’s staff qualifications, and schedule.

Envelopes or packages that are received after the date and time stated above will not be
considered.
After the SOQ’s and Proposals are evaluated the Town may schedule follow-up meetings with a
narrowed candidate list. The project is anticipated to begin in the Spring of 2014.

After the review period is complete, the Town will begin negotiations with the top-ranked firm.
If agreement is reached, a consulting agreement will be presented to the Town of Milton
Selectboard for approval. If an agreement cannot be reached with the top-ranked firm on any
items, the second ranked firm will be considered, and the same process will continue.
The Town of Milton reserves the right to reject any and all proposals. Failure to address any
component of this RFP constitutes sufficient grounds for rejection.
