Dear Friends,
On behalf of the International University Sports Federation, it is a pleasure and honour for me to extend a warm welcome to the representatives of all the countries or regions participating in the 28th Summer Universiade in Gwangju, Republic of Korea, from 3 July to 14, 2015.
The Republic of Korea is going to host a Summer Universiade for the second time in FISU history: Daegu in 2003, organised the 22nd Summer Universiade, and still hold the record for the biggest number of participating countries (174), We are convinced that Gwangju, known as the “City of Hope and Light”, will offer all of you the opportunity to experience and share unique impressions through the original “EPIC concept” of this year event, the 2015 Summer Universiade (“EPIC” standing for “Eco-friendliness, Peace, Information-technology and Culture”).
I would like to emphasise the enormous work made throughout the last two years by the FISU Technical delegates under the leadership of the CTI Chairperson, the FISU staff from the Summer Universiade department, the FISU Supervision Committee and the Sports Directors from the local Organising Committee.
The manual which is presented to you here is a result of the efforts being made by each and every one in order to provide all the participants with the most comprehensive and useful information to participate in a smooth manner and perform at their best.
We thank the Organising Committee for the hard work it has done to make this event one of the best in the FISU history. Without the enthusiasm and dedication of our local partner we would not have been able to integrate so well all the stakeholders (volunteers, judges and referees, private and public sectors, and athletes) in the 21 sports programme of this event.
We, FISU and the Organising Committee, look forward to your participation. We are convinced that this
28th Summer Universiade will be a great sporting and human experience for all of you, and more specifically for the student-athletes who will compete together, here in Gwangju.

Host City, Gwangju Overview
Gwangju is the fifth largest metropolitan city after Seoul, Busan, Daegu, and Incheon; located at the center of the southwestern region of the Korean peninsula, the largest city in the
Southern region with a longstanding historic tradition of splendid culture and booming industry since ancient times.
The area of Gwangju is 501.18
㎢ and it has a population of 1,474,546 as of June 2014. It is divided into 5 towns and 95 villages.
Gwangju has emerged as one of the major cities in Northeast Asia, one of three main trade blocks in the world with its population of 1.5 billion, as well as a new important city for the
Korean economy. Within a radius of 1,500 ㎞ , there are 61 cities with a population of over 1 million including Tokyo, Beijing, and Shanghai.
In Gwangju, there are 141,000 students accounting for 29% of the total population, with 414,000 college students in 17 colleges. In addition, Gwangju is a city of sports with 6 sports clubs and
12 professional teams. It is a home of Sport; the K League Gwangju FC and the Kia Tigers of the
Korea Baseball Organization. Local interest and enthusiasm for sports will lead to prospective cultivation in the Summer Universiade Gwangju 2015.
In winter, Gwangju frequently snows driven by westerly to northwesterly wind, and in summer, it is hot and humid, a typical climate of the western coast.
The annual average temperature is 14.2
℃ and the average temperature in July is 27.1
℃ , with
July and August being the hottest season of the year. Annual average rainfall is 1,246.5 mm and annual average humidity is 66.1%.
The wind blows northwesterly and westerly, and in summer, winds are usually southerly and westerly with the influence of Mudeungsan Mountain blocking the southeastern side. In winter,

monsoons blow from the northwest and from the southwest in summer like other regions in
Korea.

Since the old days, Gwangju has been known as a place of culture and art with a higher level of culture among residents and more favor in arts than those of other regions.
Gwangju has hosted a number of international events including the Gwangju Biennale, a global contemporary arts festival, the Gwangju Design Biennale, and the Korea International Art Fair.
Gung-dong Arts Street is one of the leading cultural streets representing Korea, compared to
Insa-dong in Seoul, which represents the essence of the arts of the southern regions. The
Gwangju Folly installed downtown illustrates one side of Gwangju as an artistic city. Daein Arts
Market is a new cultural phenomenon created through a natural harmony of the marketplace and the arts.

Currently in Gwangju, “Hub City of Asian Culture”, the largest cultural project in Korea is underway. The National Asian Culture Complex as the key centerpiece of the project and will be opened in September 2015 (Partial opening in July 2015). Around the complex, an urban downtown tourism belt comprising culture, the arts, and tourism will be built, thereby playing a pivotal role in Asian cultural exchanges and the creation of a new Korean culture.
Yangdong Market, Namgwangju Market, and Daein Market are traditional markets where one can feel the abundant generosity and warm hearts of Gwangju citizens while at gift shops, visitors can buy local specialties such as Jindari brushes, Mudeungsan Chunseol tea, and
Mudeungsan watermelon. In addition, in modern shopping facilities such as Shinsegye
Department Store, Lotte Shopping Center, and NC Department Store within the city, one can purchase famous brand clothing, sporting goods, electronic home appliances, and cosmetics.
Gwangju offers five unique dishes such as the Korean formal meal, Boribab(boiled barley),
Kimchi, duckstew, and Tteokgalbi(grilled short rib patties) to help guests experience the warmhearted, generous people and unique flavors of Gwangju.

1. Introduction
Competitions for the 28 th Universiade Gwangju 2015 will begin on Jul. 3, 2015 and end on Jul.
14, 2015 in Gwangju and co-host cities in provinces of Jeollanam-do, Jeollabuk-do and
Chungcheongnam-do.
The Gwangju Summer Universiade Organising Committee(GUOC) has organized a strong medical operation system that collaborates with private hospitals and medical organizations to safely provide medical services of high-quality to participants during the games.
In particular, all of the medical service policies have been designed under the guidance of the chairman of the Medical Committee in accordance with FISU regulations.
A total of 1,440 medical personnel including 540 medical staff and 660 volunteers will be utilized in order to provide medical services and health care to all officially-accredited client groups, AD card holders as well as spectators who meet certain standards.
The medical services provided at the Universiade consist of the following:
• Provision of medical services for athletes in competition and training venues
• Organization and establishment of a polyclinic in the Athletes Village
• Provision of medical services for FISU family, spectators, accredited media and staff members in competition venues
• Medical rooms in non-competition venues including headquarter hotels, the MMC, and
ITO accommodation
• A network of designated hospitals set up to provide emergency services, emergency transfer services in the venues and inpatient services for client groups or ticket holders.
This guidance, in Korean and English, outlines the policies and information of the medical services provided during the Universiade Gwangju 2015.
We sincerely hope this publication helps all the medical professionals who are participating in this event.

3. Access to Universiade Medical Facilities
Accreditation(AD) card holders will have access to all support facilities including competition areas and HQ hotel. During the games period, all accredited athletes, officials, international medical committee members and medical staff of delegations will be able to access the polyclinic and medical facilities in competition and training venues and in support facilities.
4. Regulations for Foreign Medical Staff
All team physicians must register to practice medicine in Korea. After registration, they will be able to provide medical services for their delegation members during the games.
In case of the medical professionals providing treatment or medical service to other teams than their own, there must be a mutual agreement which could be verified. This agreement must be submitted to GUOC and the FISU CM Chairman. GUOC will reply to the delegations after reviewing the registration forms and the Medical Agreements submitted.
Any team doctor without a registration in Korea will not have the right to practice medicine in
Korea during the games. This includes the prescription right in the polyclinic of the Athletes
Village.
Team doctors registered for practice in Korea and other medical staff of the delegation shall bear, or have their delegation to bear, the liabilities for their medical practice during the games time. GUOC will not be responsible for any relevant liability incurred by the medical practice of the medical staff of delegations. The insurance provided by the GUOC does not cover any medical misconduct of any medical staff of a delegation, and it is thus suggested that delegations shall purchase the relevant medical liability themselves.
Delegations may bring into Korea general medicine for personal use or for direct use on their delegations without any restrictions. However, addictive narcotics or psychiatric drugs that fall under the prohibited list go against the domestic medications laws and thus such drugs will require to be approved by the Ministry of Food and Safety(KFDA) prior to entry. The list of prohibited medications regarding entry into Korea is available for download on the Universiade
Gwangju 2015 website. All medications must be classified into three categories(General

Medication, Narcotics, Psychiatric Drugs) in English and submitted to the OC by May 10, 2015 for entry approval. For athletes bringing in medications for personal use must have ready a written prescription, written opinion or summary from a doctor.
For delegations bringing in medical equipment and other medical supplies must fill out the application form for Entry of Medical Equipment, and submit it to the GUOC by May 10, 2015.
For the entry of medications and medical equipment, delegations must follow requirements and procedures stated in the Customs and Freight Guide published by the OC.
All medications and medical equipment brought into the country must only be used for the delegation that brought in the medication or equipment. It is possible to use such medication or equipment for other delegations for medical reasons, with prior consultation.
Unused medications must be labeled and stored in their originally-packed state.
To allow team physicians to treat their delegation members, each delegation will be provided with a medical room in the Athletes Village. The medical rooms are located on the lowest floor of each delegation’s accommodation facility, and the number of rooms provided depends on the delegation size. Each delegation may use 1 to 5 medical rooms per FISU guidelines.

The polyclinic in the Athletes Village will provide pharmacy services for athletes, accredited support personnel or delegations and FISU family. Registered team doctors will have the privilege to prescribe for medications from the pharmacy of the polyclinic in the Athletes
Village on the prescribed forms limited to the medications listed in the Pharmacy Handbook for the Universiade Gwangju 2015.
Prescription forms will only be distributed to registered team doctors by GUOC. Consult with the medical doctors at the Athletes Village polyclinic for additional treatment or diagnosis
(including medical imaging and clinical laboratory tests of members of their own team or members of other team according to a prior formal agreement. Whenever a disagreement occurs between the team physician and the medical doctor at the polyclinic, the decision of the latter will be adopted. When prescribing a medication marked “prohibited” for athletes according to the Pharmacy Handbook, special medication use procedures must be followed.
The pharmacy of the polyclinic in the Athletes Village will verify and apply a special label to the “prohibited” medication and provide it with a clear mark.
Athletes participating in the Universiade Gwangju 2015 are not permitted to consume prohibited substances regulated by the WADA Code unless they receive a TUE.
GUOC medical team or delegation team doctor can only use the prohibited medication in medical emergencies where there is no suitable alternative medication and the “prohibited substance” must be used, and the treating doctor shall promptly complete the TUE application form according to the due procedures to allow the athlete to obtain emergency
TUE. The athlete will need to apply to the FISU CM for a temporary TUE. The athlete is responsible for obtaining all medical reports. Please refer to the Doping Control Guidebook and Pharmacy Handbook for more details on the TUE procedure.
The GUOC will cover all medical expenses for accredited athletes, officials, guests, etc. regarding the medical service received at the Universiade medical facilities including the polyclinic, designated hospitals and medical rooms in venues. However, medical expenses which incur by receiving medical services for reasons that are irrelevant to the Universiade
Gwangju 2015 will not be covered. Medical fees of domestic athletes, and officials will be processed by the National Health Service regulations.
Athletes may use their appropriate health insurance. All athletes and accredited persons are encouraged to have their own health insurance.

5. Medical Service
To provide quick medical service to participating athletes during the Universiade period, a
Polyclinic and designated hospitals are operated.
In competition venues and training venues, medical rooms are installed for emergency treatment and basic first aid.
The polyclinic is situated in the International Zone of the Athletes Village.
It holds nine(9) main medical departments including surgery, orthopedics, internal medicine, sports medicine, emergency medicine, family medicine, dentistry, ophthalmology and oriental medicine. There are seven(7) supporting departments including ultrasonography room, clinical pathology, x-ray room, physiotherapy, pharmacy, injection room and wards.
The polyclinic will operate for 22 days from Jun. 26 – Jul. 17, 2015 and its operating hours are from 9am to 9pm. 24-Hour emergency and pharmacy services will be provided.
Chungju Village is operated at the Chungju CG Construction Management Training Center for
10 days from Jun. 30 th to Jul. 9 th , 2015.
Hospitals in close proximity to competition venues and support facilities are designated for each event. A total of 53 hospitals have been designated to support the medical service provision by venue. Chonnam National University Hospital and Chosun University Hospital have been designated as the emergency hospitals and the main support hospital. Patients who cannot receive adequate treatment in medical rooms at venues will be transferred to an emergency hospital or to the polyclinic. Designated hospitals will play a major role in providing medical service during the games period.

○ Competition Venue
Each competition venue holds a medical room for athletes and a medical room for spectators. Each medical room is allocated with a doctor and a nurse to provide prompt medical service. A standby ambulance is located near each venue in case of emergency.

For Athletes
Provides on-site medical treatment and emergency transfer service to AD card holders who have access to the area. Patients who require further treatment and care will be transferred to a designated hospital or to the polyclinic on an ambulance. Medical rooms for athletes open one(1) hour before a competition begins and closes one(1) hour after the competition ends or when the last athlete leaves the venue.

Spectators
Provides on-site medical treatment and emergency transfer service to AD card holders and ticket holders.
Medical rooms for athletes open thirty(30) minutes before a competition begins and closes thirty(30) minutes after the competition ends.
○ Training Venue
Each training venue holds a medical room for athletes to provide on-site medical treatment and ambulance transfer services to a designated hospital.
It provides services from thirty(30) minutes before official training until thirty(30) minutes after the end of the training session.
○ Opening & Closing Ceremony Venues
Eight(8) medical rooms will be installed and the medical team for the opening and closing ceremonies will provide on-site medical services for AD card and ticket holders including the
VIP guests, athletes, accredited media, spectators and staff. A patient with an acute and severe disease or injury will be transferred by ambulance to a designated hospital for further diagnosis and treatment after on-site treatment.
○ HQ Hotel
Medical rooms in the headquarters hotel operates for the same period as the ‘hosting’ period of the hotel and provides emergency medical services for AD card holders in the HQ hotel, from 9am to 9pm daily, as well as 24-hour emergency and ambulance transfer services.
Information for after-hours medical service will be provided at the information desk. * For
Hotel France, there will be a designated desk or a responsible person to respond to medical requests.
○ Main Media Center, ITO Accommodation
The Main Media Center, including the Main Press Center (MPC) and the International
Broadcast Center (IBC), and the ITO accommodation facilities hold medical stations for AD card holders. They operate in the same period as that for the operation of the Main Media
Center and provide on-site emergency medical services from 9am to 9pm daily and emergency transfer services when necessary.

For patients receiving treatment at the polyclinic or a designated hospital who require further treatment, Chonnam National University Hospital and Chosun University Hospital are equipped with the latest medical facilities and will provide the finest service to our participants. For quick and safe transfer to a hospital, ambulances and emergency helicopters will be operated. When transferring a patient, the relevant team doctor or official must accompany him/her to the hospital.
All athletes are encouraged to participate in this program.
The heart check-up center is adjacently located to the dining hall in the Athletes Village.
Operated by FISU and the “Specialized Center for Cardiac
Disease” of Chonnam National University Hospital, this program aims to prevent sudden death of athletes due to cardiac problems. Athletes will be examined of their blood pressure and their heart based on which database is created and saved on a storage device and provided to the participants.

6. Collecting Medical Information
During the Games, all information and situations from medical stations in each venue will be collected by the medical service registration system. Collected information will be analyzed and compiled after the games. Such information will not be used for any other purpose than the aforementioned.
7. Public Health & Quarantine
Proof of vaccination for illnesses such as yellow fever(unless the person is coming from or has been in an endemic area) and cholera is not required upon arrival in Korea. However, submission of a health condition questionnaire, ocular and medical inspection, and if necessary, gathering of body specimen sample may be required. In case of respiratory symptoms such as high fever and coughing, cases of pneumonia and acute respiratory failure, or cases of vomiting and diarrhea occur upon arrival, you must declare such symptoms to the quarantine officer. If necessary, you will receive hospital or isolation treatment.
If infection of contagious diseases such as cholera, yellow fever, black plague, SARS, or Ebola is in doubt, information on travelling regions and periods, information on health conditions in relations to the contagious diseases, proof of vaccinations, testing and inspection in order to determine the possibility of infection may be required for people coming in or out of Korea.
During the Games time, GUOC and Gwangju Metropolitan City will give treatment in isolation to the patients with statutory and suspected communicable diseases or transfer them according to the epidemic information released by WHO and Korea

Where FISU Family is found with communicable diseases at the ports such as airports, railway stations, and the inspection and quarantine authorities will immediately notify the Medical and Public Health Group of Games Operation Command and carry out treatment in isolation or transfer at the same time according to the relevant laws and regulations. Where infectious disease designated by law patients and their close contacts are found in the polyclinic in the
Athletes village, venue medical stations(spots), designated hospitals and other medical institutions, medical examinations and measures will be immediately carried out according to the relevant provisions.
- Isolate patients and pathogen carriers and provide quarantine treatment for a specific period according to the medical exam results
- Provide quarantine treatment for suspected patients in a designated place before a diagnosis has been confirmed
- Compulsory quarantine measures will be imposed by the government authorities on anyone who leaves the facility before the end of the quarantine period without permission or refuses to receive quarantine treatment.
- Where a site that has been contaminated by patients, pathogen carriers or close contacts of the suspected patient is found, the government will immediately conduct strict sanitation control.
