TOWN OF HARRAH Public Works Director Job Description The Public Works Director, an exempt FLSA salaried position appointed by the Mayor, reports to and serves under the direction of the Mayor. The Public Works Director directs all routine, preventative and emergency programs in wastewater collection and treatment, town water system, streets, town park, town buildings and town vehicles. Requirements Include: A. High School Diploma or GED Equivalent B. A Valid Washington State Driver’s License. Submit a 3 year driving abstract with job application. Complete a Defensive Driving Course within six weeks of employment. C. A valid First Aid/CPR card or agreement to obtain within the first three months of employment. D. Must be physically capable of sustained bending, climbing and walking. Must have the ability to lift a minimum of 50 pounds. Job requires working in unfavorable weather conditions. E. Must submit to a pre-hire drug test and test drug free. Note: If hired, applicant may be subject to random drug testing during the course of employment. General Duties: A. Provide prompt courteous customer service and respond to residents’ complaints. Interact in a professional and respectful manner with staff, state and federal personnel and the public. B. Supervise and train public works employees. C. Follow all operational policies, safety rules, procedures and regulations of the Town of Harrah and outside agencies. D. Assure that equipment is properly maintained and Town facilities are safe and functional. Purchase on behalf of the Town, necessary supplies to meet this goal. E. Make presentations to Town Council when requested. F. Respond to emergency situations at any time. G. Help determine public works budget requests for the coming year. Water System Operation and Maintenance A. Certification - Acquire within 6 months of employment a Water Distribution Operators in Training Certification. Acquire and maintain a Water Distribution Manager I Operator’s License as soon as possible in accordance with WAG 246-292-080. The Town may take responsibility for the expense of required training and testing. Acquire a Cross Connection Control Specialist Certification within one year. B. Town of Harrah Water Service Ordinance – Learn and Implement. C. Well Pump – Check daily and take readings weekly. D. Meters – Maintain and repair – Responsible for monthly readings. E. Meter Shutoffs – Assign or perform necessary meter shutoffs and turn-ons when necessary. F. Chlorine Readings – Responsible for daily accurate chlorine readings and adjustment of chlorine when necessary G. Fire Hydrants – Flush and test fire hydrants exercising all valves twice a year. H. Water Tower – Arrange for cleaning every five years. I. Laboratory Samples – Collect and submit water samples to a certified laboratory as required by the Washing state Department of Health. J. Complete and submit reports as required by the Washington State Department of Health. Wastewater Operations and Maintenance A. Certification - Acquire within six months of employment Wastewater Treatment Plant Operator in Training Certification. Acquire and maintain a Wastewater Treatment Plant Operator License Class I as soon as possible. The Town may take responsibility for the expense of required training, certification classes and testing. B. Harrah Sewer System Ordinances – Learn and implement. C. Wastewater Collection System – Flush and TV the sewer lines every five years on a rotation schedule. D. E. F. G. H. I. J. K. L. Manholes – Inspect and Maintain. Lift Pumps – Maintain lift stations and check weekly according to Lift Station O & M Manual. Generator – Check generator and put under power monthly. Lagoons – Maintain aerated lagoons including removal of duck week. Contact Chlorine Chamber – Monitor chlorination and de-chlorination and make necessary adjustments. Abnormal Effluent Flows – Immediately investigate to locate cause. Sludge – Measure sludge depth in lagoons #2 & #3 three times a year. Plan for sludge removal when it reaches an average of 5 feet in depth. Required In House Laboratory Tests – Perform Temperature, Dissolved Oxygen (DO), suspended solids, BOD’s, E Coli, Chlorine and other future required E.P.A. tests. Submit required records to E.P.A. monthly by the 10 th day of the month. Other Required E.P.A. Tests – Collect samples and deliver to certified laboratory. Street Maintenance A. Inspect Streets Monthly – Record defective conditions. Between inspections record any defects if observed. Place barriers or signage if necessary. Repair as soon as possible. B. Inspect Sidewalks Monthly – Record defective conditions Repair as soon as possible. C. Signs – Replace or repair broken or uprooted traffic signs and install new signs following Washington State Law. Regulatory signs must be replaced immediately after observation or notification of a dangerous sign condition. D. Crosswalks – Paint crosswalk markings in mid-August every year. E. Center Striping – Contact Yakima County Public Works in March to request Striping of Harrah and Branch Roads when the County striping crew is in the area. F. Shoulder Grading – Contact contractor in March to schedule yearly grading in May of the shoulders on Harrah Road & Branch Road and of Mauch Alley. G. Street Lights – Once a month drive streets when it is dark to record any outages. Report outages to Town Clerk for notification to P.P. & L H. Weed Control – Oversee weed control along town owned right-of-ways. I. Street Sign Retroreflectivity – Maintain the Traffic Signs Retroreflectivity Plan. J. Winter Maintenance – Sand intersections when necessary and plow snow if over four inches in depth. Park Maintenance A. Oversee and supervise mowing, leaf removal, trimming, weed control, graffiti removal, vandalism damage repair and the cleaning of the park restrooms. B. Review monthly safety inspection of playground equipment with public works employee. Town Buildings A. Cleaning – Oversee cleaning of all Town owned buildings. B. Garbage – Oversee disposal of garbage in and around Town property. C. Maintenance – Oversee maintenance and repairs. Town Vehicles and Equipment A. Routine Maintenance – Keep all Town vehicles clean and in operating condition. Follow vehicle and equipment maintenance schedules and keep maintenance records. Other A.
