“Garbages at the Irisan Dumpsite”

“GARBAGES AT IRISAN DUMPSITE”
Our environment nowadays are experiencing the effects of the garbage’s in
different places so we had agreed by my partner the solution on how to
recycle materials. Much of the waste in Baguio City is dumped in Irisan.
Approximately 150,000 kilos of waste are thrown here each day. Indeed,
with the regular daytime population of nearly 400,000 of Baguio City,
which triples during Holy Week and Christmas vacations, the waste that has
accumulated in Irisan has formed a mountainous heap of methane-emitting,
degrading waste in the area. The entire city’s waste 60% of which
is spoiled vegetables is deposited here by open trucks. The dump has
provided home and livelihood to about 110scavenger families who consider
solid waste as a resource to be recovered. Based on a survey of the area
conducted, 73% of the community’s population earn an average of P1,500 to
P4,000 per month, depending on the volume and quality of recyclables they
are able to retrieve. Women and children pitch in for additional income,
and as a result, the children are deprived of basic education, health care
and play.Me and my partner decided to write a case about the increasing of
amount of garbage that the Baguio City encountering nowadays. The Baguio
city known as the Summer Capital of the Philippines and one of the famous
tourist spot in the Philippines, because of these reasons the Baguio City
encountering a big garbage problem. We are thinking of some possible
solution to minimize the amount of garbage that the Baguio encountering
and to decrease the amount of garbage that thrown in Irisan dumpsite every
day. A possible solution that will prevent the possibility that the Irisan
dumpsite will collapsed again. We had included in this paper the steps on
how the people on the dumpsite make their steps to recycle the collected
garbage’s from the different places and barangay’s. This steps includes:
First, sort the garbage’s on their proper places and for different
garbage’s, second; place the waste in the machine to make the garbage
being useful, and lastly; sort the recycled materials in the boxes for
them to sell it to the stores. Way back on August 27, 2011 the Irisan
dumpsite was collapsed causing an avalanche of garbage sweep down to Asin
Road, Tuba, Benguet. Many residences of these particular places in Baguio
city was affected from this incident and it was killed some of people
residing on this areas, and some of the road are closed because of the
garbage that landed on the road. We need to be responsible on segregating
our waste for us to avoid this incident again.
A recent trash slide that happened below the dumpsite prompted the
Local Government of Baguio City to issue a city order to sop dumping at
the Irisan Dumpsite. The retaining wall of the lower part of the dumpsite
gave way due to the rains caused by Typhoon Minain August of 2011 to the
houses below it located at Km. 5 of Asin Road, also in the City. The trash
slide claimed 3 people’s lives, including a 10 year old boy. The City
Government then ordered a temporary relocation of the dumpsite to a place
also close. According to the City government, from that place, they would
ship the trucks of garbage of Baguio to a place in Tarlac which has an
Engineered sanitary landfill. Until now, this practice is ongoing. After
the halt to the dump operations in the dumpsite, the government had made a

move to make the dumpsite a "better place" than before. As of now, it is
now quite a scenery to see the former landfill of Irisan.
Issuing of garbage’s in different places in Baguio is the problem of
many people living in a certain place, a year ago, there is this issue
that the people in a certain place are commenting about the pollution that
the garbage’s that they are experiencing so when this issue came to hear
by the City Mayor of Baguio, he suggest the solution and he issued the day
when is to collect the garbage’s of the people and on how to sort the
different garbage’s so that the collector will not interrupt on collecting
their garbage’s. Irisan Dumpsite had been recovered from collapsing on the
last issue, the residence that is living beside the dumpsite had been
recovered also when the dumpsite renovated. For the primary topic for this
paper, it discusses how the flow of the garbage’s from a certain place or
from several communities that we had conducted an interview. Irisan
Dumpsite had been useful for so many years, many residences had been
thankful when the Irisan Dumpsite fix and renovated.
The Dumpsite is helpful for the garbage’s to be not thrown somewhere
but for the other people that are not following the rules and regulations
about the segregation of the waste in a community. In this paper, these
discusses how the dumpsite been very useful because it have been years
since it had been open when the garbage’s are thrown anywhere so the City
Mayor opened the Irisan Dumpsite so that many people will inherit to do
the proper waste segregation and recycling of garbage’s for it to be
useful for so many reasons, and for the help for the ozone layer and for
the community.
We have indicated by my partner the Irisan Dumpsite then and after
the landslide, and these are the informations we gathered, the Irisan
dumpsite has already been the area for Baguio City’s garbage since 1972.
Prior to being a dumpsite, the area used to be owned by the Smith clan, an
American family. It was then passed on to a local family from Baguio, the
Caguioa family who finally decided to give the land to the city.

After the trash slide that affected families from the residential areas
along Irisan and Asin Road, Baguio City, Irisan Barangay Captain Thomas
Dumalti says that as far as he knows, the city government of Baguio is
liable for 20,000.00 Php for every death incurred in the incident and
another 20,000.00 Php for every household affected. As help, the barangay
solicited funds and relief goods to the affected families.
Kagawad Philip Tanawe of Barangay Irisan said that the affected families,
including those whose houses were buried by trash, were not given
relocation homes by the government. Tanawe added that some families
resettled to their relatives living along Baguio while others stayed as
they had no other place to go. According to Ruben A. Cervantes, Public

(CEPMO), they are not responsible for giving these families resettlement
homes as these families are informal settlers.
Ceferino Nariz, an Irisan resident, said he and his family have been
staying in the area since 1982. He said that they have no plans of leaving
their home as it is where they earn their living. When it comes to issues
and concerns, Nariz said that they do not have any problems, even if they
live just beside the dumpsite. His only wish is for the garbage to be
permanently removed for the government’s plans of rehabilitating the
dumpsite to push through.
Way back from August 27, 2011, there is this issue that many people
died when Irisan Dumpsite has collapsed and many people doesn’t know how
to recover from the tragedy they have experienced but another day had past
and they have to fix what the damaged the Irisan Dumpsite had occurred for
them. The people realize how important life is so they don’t have to give
up from what happened in the collapsing of the Irisan.
Many people recovered when the rehabilitation of Irisan had been
conducted and they experienced hope because of so many people help them
from the tragedy of their life. This issue had been occurred after the
collapsing of the dumpsite.
There is this issue when Irisan Dumpsite had been collapsed and the
government should close the dumpsite because of many people died and many
problems came out from the garbage’s.
We had indicated the problems and the protest that occur when the
dumpsite had just been collapsed and these are the following: the junk
shop owners of Irisan dump site are sulking over the issue of writ of
kalikasan and called on the city government to give them alternative
livelihood. Fortunately for these people they are not actually poor
because they belong to the middle class. Most of them owned cars and big
houses in Baguio and in the lowlands. FYI the Irisan dump site scavengers
are not that poor as others may suggest.
In this problem, BAGUIO CITY – Mayor Mauricio Domogan is relieved
that the Irisan dump facility is holding up despite the continuous monsoon
rains that has battered the city over the past weeks.
Domogan also said personnel of the city’s solid waste management
division and engineering division are keeping watch over the dumpsite
which has a huge gap on its retaining wall caused by a major typhoon which
hit the city last year and caused the unfortunate trash slide.
“We are thankful that no trash slide and mishap occurred in the area
despite the heavy rains,” mayor said. The mayor said this can be
attributed to the early remedial measures undertaken in the area including
the repair of the canals to prevent run-off water from passing through the
facility.
The remedial measures were instituted even as the city awaits the
completion of the paper works for the rehabilitation of the collapsed

retaining wall to be funded from the P80 million approved by Malacanang
through the Dept. of Public Works and Highways (DPWH).
The mayor said the program of work for the project has arrived and the
city with the Bids and Awards Committee (BAC) along with the technical
working group composed of engineering experts from the city government and
private entities are now ironing out minor kinks to kick off the project.
The mayor said the cities will fast-track the award and implementation of
the project once all the problems have been resolved.
The project would cost P63 million and the savings from the Malacanang
fund will be used to develop a 1.8 hectare lot previously identified for
city employees’ housing as a temporary waste sorting and transfer area.
MAJOR PERSPECTIVES:
1. Pollution
- In a community, there must be a rule that cleanliness is the
priority for the people to know how important the health is.
Pollution is the major problem when garbage’s is not in a proper
place and not properly segregated.
2. Disease
- Many people experiencing many diseases and it come from the
garbage’s that are being scattered anywhere by the people that are
not considering the health of the other people. Garbage’s causes
disease in many people and this is the second problem that a
community should solve because it may cause death.
3. Waste Segregation Problem
- Waste segregation should prioritize of one community so that the
waste will not scattered anywhere. This is the last problem because
its occurring insects from the garbage’s and reason why people die.
RHETORICAL ANALYSIS:
The rhetorical analysis about the Irisan Dumpsite is stated from the
beginning when the garbage’s collected from the different places
surrounding the City of Baguio, next is when the collector’s of the
garbage’s had been sorted, and input it to the machine for the recycling
of the garbage’s, and for the last, when it was released from the machine,
it will be sorted to its places and for its uses. These are the rhetorical
analysis or which we called the triangular analysis for the issue of
“Garbage at the Irisan Dumpsite”.
DOCUMENTARY:
The picture in figure 1 was taken after the Irisan Dumpsite was
collapsed. We had interviewed several residences who are living beside the
Dumpsite and these are there statements that we got from them: at first
they are not experiencing the pollution of the garbage’s but then when the
collector’s and the other people are throwing several garbage’s, they are
irritating about the different insects that disturbing them so they report
it to the Barangay Captain and then to the City Mayor, and then the City
Mayor decided to transfer the Dumpsite to other location but then it is

not capable of transferring so they fix the Irisan Dumpsite, and make it
the proper dumpsite. We are including the problems of the dumpsite when it
is not fix, there are several problems like: there wasn’t any place for
throwing the garbage’s because of so many wastes thrown there; pollutions
occur; the people who are living there suffer from any kind of sickness;
may people are commenting and fight occurs. The solution of these are:
stop people on throwing garbage’s from different places; make people
follow the rules and regulations in sorting or segregate garbage’s; and
also don’t burn any of the garbage’s for the economic safety.
For the Figure 3, we have interviewed Mrs. Regina Valencia and she
had discussed about the programs that they conducted for different
inspections in different communities they have visited. Her statement was
these they are inspecting for the cleanliness of the different communities
to be not affecting any sickness, and they are doing their task by
cleaning any container that may have any insects that will affect people
that surrounds them by catching a disease or sickness.
For the Figure 5, the truck that was input in the document was the
truck that used by the worker’s at the dumpsite for 15 years and this was
the ancient truck that they are using since they started to work at the
dumpsite, this was the truck that used to collect many garbage’s from
different communities and it is very useful for so many residence because
without these the collector’s may not collect any of the garbage’s in
different communities’ and society around Baguio City.
In the Figure 6, you can see that Mrs. Valencia is working to clean
the surroundings and she said that she have to arrange all the tires to
see if it is clean and when she arrange it, she saw many dirt surrounding
tires and they have to clean it for them to have the cleanliness in a
community and for the people who are living there to be not affect by
sickness and diseases, after they have cleaned it, they have to surrender
or give the tires they collected to the Garbage Office so that it will be
used again, and they can use it for some reasons ar recycle it.
From the Figure 7, it had indicated there how the worker’s of
Sanitation Team help the community to help people on the Irisan Dumpsite
to recover from sickness they have just been experienced. They help them
for them to have hope and we have interviewed Mrs. Valencia and she have
said that they are doing this programs for them to help many people in the
community.
According to Mrs. Valencia, they have to inspect the water in every
container from the community to help not to infect any insect that can
harm many people and based on the Figure 8, this was taken when they have
there inspection at the Irisan Dumpsite to make sure that the people at
the Irisan will not die in any sickness that may catch if problems occur.
They cleaning up the possible places where the mosquitoes can live in a
certain place.

In the Figure 9 and 10, you can see how the people in the society
gather for the “Bayanihan in the Barangay”, this program suggest by the
Officer’s of the Sanitation Team for them to help the people that are
affected from the garbage’s at the dumpsite.
From the record of the Sanitation Team where you can see how they
manage the different waste segregations, they are separating the different
kinds of segregations; you can read it for a better start for starting
proper cleaning in a society. This manual can help every people who are
living in a community to make a proper waste segregation so that no
insects will keep away from people.
In the last document that we have indicated in the Sanitation are the
activities that the Sanitation Division have given to us, you can see
there how they manage there inspection in a community and how they do
their programs in a community they have been visited for a years they are
working from the company and how they maintain the cleanliness in the
Irisan Dumpsite, Baguio City.
