Delivery of Whyalla Heavy Industry Project 2014 (Structured Mentoring)
Background:
Despite high levels of unemployment, many employers continue to face a shortage of workers with the
right skills to take on new job opportunities that have been created over the last few years. The problem is
particularly acute in manufacturing / Heavy Industry, where skilled talent is needed.
The Whyalla Heavy Industry Training Program will support local unemployed people into heavy industry
focussed pathways with defined links to employment through consultations with Arrium/OneSteel Whyalla
as well as providing the wider local industry with the skilled pool of people they require. The project will
provide intensive skills through accredited training skill sets and personal development training.
As part of Arrium/OneSteel’s focus on facilitating entry points to the company and working closely with
their sub-contractors in creating a flexible and motivated workforce, the Heavy Industry Training Program
will enable participants to access a Certificate II in Resources & Infrastructure Work Preparation
(RII20113) with added skills sets as identified in consultation with industry including Measurements,
Calculations and Welding. These accredited training components will complement specific licenses and
tickets from the OneSteel Safety Training Centre to provide a solid knowledge base to provide industry.
Mentoring and personal development support as well as non-accredited literacy and numeracy support
will be provided along with drug and alcohol testing and awareness as participants undertake the training
components, followed by work experience and post-placement support to give participants the job skills
they need to take full advantage of the new direction of the industry.
Project Objectives
Mentoring and Personal Development – Objectives
The mentoring strategy will support participants throughout the duration of the project and provide post
placement support for up to three months. The provider will be the first point of contact for participants to
address issues impacting their ability to complete the 18 week training program. The amount of time
spent with each participant will be on individually assessed needs basis. The aim of this strategy is to
ensure participants have skills through accredited training and also develop the employability skills to
successfully take up employment, further education, training or volunteering. This strategy of providing
mentoring support to Skills for jobs in regions programs has achieved both results and recognition from
employers in Whyalla over previous years.
Mentoring and Personal Development program elements will be required for a minimum of 40 hours per
groups of participants. This is to be delivered in a combination of workshop and individually tailored
activities. This will also be reviewed once participants are selected for the program through interview and
aptitude testing. It may be that groups are streamed according to ability so that those requiring additional
support are working together in the program.
The mentoring and personal development component will be delivered on site at the Whyalla campus,
and needs to cover some fundamental aspects of employability skills which can include but is not limited
to:





The training is negotiated within the accredited components provided by TAFESA. Regular
communication with OneSteel including their on-site induction processes and profiling, lecturers, TAFESA
staff and the project steering committee will ensure all elements of the project align to achieve the best
results for participants.
The Whyalla Career Development Centre (CDC) The CDC will conduct workshops to the groups to
provide career development support including application writing, resume and cover letter preparation in
line with industry standards including techniques in which participants will understand the requirements of
preparing themselves for entering into a competitive application and interview process
The OneSteel Safety Training Centre will provide training to the Heavy Industry Training Program to
include Working Safely at Heights, Confined Space Training, Heat and Noise Stress and Red Lock
Isolation. This is provided in-kind from OneSteel at the Safety Training Centre in Whyalla demonstrating
their active participation in working collaboratively in the Whyalla Industry Training Program
Where a participant is registered with Job Services Australia, (JSA) or Disability Employment Services
(DES), the mentor / program provider must seek leverage funding for vocational and non-vocational
goods and services to assist the participant gain and retain employment

Other Provider Support
In addition to the personal development program and mentoring, participants who have difficulty with
literacy and numeracy will be provided additional support through the Skills for Education & Employment
Program (SEE) – Australian Government Department of Employment funded program delivered by
Mission Australia. Participants will receive up to 10 hours per week of Language, Literacy & Numeracy
included in the 20 week training schedule.
Job Service Australia providers will provide ongoing mentoring and individual case management and
funding assistance to eligible job seekers for wrap around services as required within the scope of their
service agreements.
The Whyalla Career Development Centre (CDC) provide all career development support including
application writing, resume and cover letter preparation in line with industry standards and interview
techniques.

Transpacific Industries, Patrick Stevedoring, E and A Contractors, Harsco Metals and Skilled Engineering
as active program partners
Project Management Requirements
The project will be managed by the Provider and monitored by the Regional Development Australia
Whyalla and Eyre Peninsula (RDA WEP) Employment and Skills Development (ESD) Manager and the
Steering Committee. As the provider of training the Provider will be required to provide timely and up to
date written progress reports to the ESD Manager, and the project steering committee, plus written or
verbal reports to the Skills for Jobs in Regions Network meetings and the project steering committee.
Reports need to include the following information;



Participant attendance records
Progressive participants academic results and recommendations on assistance
required
An overview on the delivery of the entire project
A final written report should show evidence of:
 Final participant attendance records
 Final participants academic results
 Number of accredited training hours delivered to each student
 A review on the delivery of the entire project
 Any good news stories
 Industry partnerships and detailing work experience placements
 Any employment outcomes
The Steering Committee will assist the Provider with support and advice for the duration of the
project.
In addition to the above, the Provider will also be required to work in collaboration with other
associated programs referred to earlier in the preparation of records and provide reports on
participants as requested.
The Provider will also be required to provide Skills for Jobs in Regions form sets reports on the
project and a final report outlining outcomes achieved. A fully audited financial statement will be
required on completion of the project.

 Subcontractor Information form

the project. Included in the Participant Commencement form is a declaration of the participant’s
status with the Job Network. All participants must complete this.

Project Funding
Please note that all projects are subject to the release of Department of Further Education, Employment,
Science and Technology - Jobs and Skills Policy Funding.
Regional Development Australia Whyalla and Eyre Peninsula reserves the right to withdraw or retrieve
funds under the following conditions:
 Changes to the release of funds from Department of Further Education, Employment, Science
and Technology as per the Jobs and Skills Policy Funding
 Changes to funding allocation and regional priorities
 Project subcontractor unsatisfactory performance
Financial and Payment
A maximum of $50,000.00 (plus GST) is available to implement and deliver this project
The applicant is invited to provide a quote to deliver the services as detailed in this brief. Please take in to
consideration the following;
 18 week program (excluding post placement support)
 30 job seekers
 3 months post placement support
 40 hours per participant (delivered in classes of 15) of Personal Development classroom based
activities
 Collate attendance records and address any lack of attendance
 One on one mentoring available to each Participant to address barriers as required
 Facilitate drug and alcohol testing & support for participants to reduce levels**
 Auditing cost
 Project scheduled to commence 21st July 2014
**An additional $12,000 is allocated and managed by RDAWEP to conduct Drug Testing &
Analysis and to provide Personal Protective Equipment to participants
