WATERSHED PROTECTION COORDINATOR – Water Quality Programs Work includes performing supervisory, administrative, technical support, planning and development duties for various Water Quality Programs. Under general supervision, the watershed protection coordinator is responsible for managing an assigned division(s) to comply with State and Federal regulations. This position assists in implementation of the City’s Watershed Protection Plan including project development, implementation activities and providing technical support related to Watershed Protection, particularly in the area of storm water management. Employee will also provide technical and engineering support for various assigned projects in other Water Quality Program areas or Public Works divisions. Employee reports to the Water Quality Programs Manager. Examples of Work: The following examples of duties and associated tasks are typically performed by a person in this position. Plans, organizes, coordinates and directs the activities of the Wastewater Collection and/or other assigned Division (s) Schedules and supervises personnel and activities of the division. Plans work, tracks progress and maintains records to comply with regulatory requirements, including Consent Orders, CMOM recommendations and Watershed Protection Plan. Develops and enforces Standard Operating and Reporting Procedures Develops and enforces proper safety procedures Conducts training and ensures employees are properly trained and certified Assists in preparing budgets, monitors expenditures, and maintains inventory Assists in developing and implementing capital improvement plans Interviews and selects personnel; evaluates and initiates disciplinary action when necessary. Coordinates with and participates in work with other divisions Oversees contract work and plans Implements Watershed Protection Plan Implementation Coordinates with the Community Development Division to review plans and implement Stormwater Management and Erosion Control Ordinances Designs, provides technical support and implements streambank restoration projects Oversees storm sewer inventory and illicit discharge detection and elimination activities Assists with implementation of the Municipal Good Housekeeping Program Implements Watershed Improvement Plans Conducts public outreach Provides Technical Support to Water Quality Programs and other Public Works Divisions Performs technical reviews of assigned plans and projects Coordinates I/I elimination investigations and rehabilitation projects Develops and implements environmental plans, programs, and reports as directed to comply with regulatory requirements Communicates with consultants, industries and regulatory agencies Performs related work as required KNOWLEDGE, SKILLS AND ABILITIES Knowledge of scientific and engineering principles related to wastewater technology, stormwater and nonpoint-source management. Knowledge of state and federal regulations pertaining to Clean Water Act. Working knowledge of watershed and stormwater issues, and the ability to articulate these to the public. Knowledge of safety practices related to sewer and wastewater treatment operations and maintenance Knowledge of construction related to wastewater treatment, sewage collection, and stormwater infrastructure. Knowledge of industrial processes and pretreatment. Skill in supervision, management and organization. Skill in teaching and training varying skill and educational levels. Skill in GIS and related applications Ability to read, interpret, and present data Ability to read and review engineering plans Ability to work independently, establish work priorities, and manage time effectively. DESIRABLE TRAINING AND EXPERIENCE Bachelor’s or Master’s degree in Civil or Environmental Engineering, Environmental Science or related field. Professional Engineering License. Three years supervisory experience. Knowledge and experience in wastewater systems construction, operation and maintenance. Two years experience in storm water and watershed management. Knowledge and experience with GIS and CMMS systems. NECESSARY SPECIAL REQUIREMENTS Bachelor’s Degree in Civil or Environmental Engineering, Environmental Science or related field OR any combination of experience, education and training that would provide the level of knowledge and ability required. Two year's experience in supervision or management. Possess a State of Georgia Collections Systems or Wastewater Operator certification within one year of employment. Possess a valid State of Georgia driver's license. Be in good physical and mental condition with good eyesight and hearing.
