Yarra Ranges Priorities
The Yarra Ranges Council is committed to delivering high quality services, programs and infrastructure and working in close partnership with other
tiers of government to deliver on outcomes outside of Council’s control or capacity. The 2014 State election presents an opportunity to share
Council’s priorities for any future State Government with candidates running in the seat of Croydon.
This brochure summarises the advocacy priorities for the seat of Croydon, including both seat specific and broader needs. These priorities require
support from the State Government if they are going to be delivered to the community and we are calling on candidates to support these important
projects.

Bus stop upgrade
There is a critical need for further upgrades to bus stops across the Yarra Ranges to make
them DDA compliant, safe and accessible. Of the 860 bus stops for public bus routes, more
than half of all bus stops in the municipality remain well below acceptable standards.

In relation to bus services in the Yarra Ranges, there is:
 A lack of service coverage in the outer, non-urban areas.
 Insufficient frequency of services, particularly in the outer, non-urban areas and during
off-peak periods.
 Lack of weekend and evening services.
 Poor bus to bus and bus to rail connectivity.
 Lack of cross Shire bus routes.
The poor bus service coverage and frequency hits those most vulnerable and isolated in the
community hardest.
The 2010 Knox / Maroondah / Yarra Ranges Bus Service Review (April 2010) commissioned
by the Victorian Government identified 33 recommendations for bus service improvements in
Yarra Ranges, of which only six have been implemented to-date

Library funding for
Yarra Ranges
State Government must provide a longer term funding agreement to address cost shifting and
cost pressures on library services. This commitment needs to be in the form of regular four
year funding agreements.

A request to reinstate CPI that was lost by most of the Councils in the EMR in the latest
funding round has been made.
Recycled Water for
Agribusiness
There is a viable and profitable project to supply a range of Yarra Valley horticulture
businesses with recycled water. The project offers increased certainty to business as well as
$40m of quantifiable benefits reduced nutrient flows in the Yarra catchment and direct
business outputs.

Bushfire Management The Yarra Ranges Council is calling for an urgent review of the provisions of the Bushfire
Overlay
Management Overlay (BMO). Current controls within the planning scheme cast doubt on the
ability of smaller rural townships and developments within the BMO to remain viable and
populated.
Yarra Ranges Council is seeking amendments to the planning scheme to allow for alternative
solutions to be applied, based on expert advice, potentially from CFA and approved
consultants/engineers. These solutions should include the option of alternative methods of
protection, including private bushfire shelters or enabling building to flame zone to be
considered within the acceptable bushfire protection measures. A suite of options is essential
for dwellings within existing small allotment subdivisions, where defendable space
requirements cannot be achieved within the property boundary
Carrum to Warburton
Trail
There is a 7km long ‘missing link’ on the Carrum to Warburton rail trail. This gap is between
Bayswater North and Lilydale.
The completion of this section will create 90kms of uninterrupted cycling path from Port Philip
Bay to the heart of the Warburton Valley. We are seeking the original $5m of the 2010
election commitment and an additional $3m for intersection treatments and surface sealing.

Pensioner Rate
Rebate
Council believes that the State Government must act to increase the pensioner rate
rebate to an appropriate level to provide equity and equality for all older Victorian who
are paying rates.
Young driver
awareness
Road safety is a priority for the Yarra Ranges community. Council is seeking increased
funding for young driver awareness programs in secondary schools in the Yarra Ranges.
Current program targets Year 11 students in secondary schools and is delivered to around
eight schools a year.

growth and prosperity-positioning the precinct as a hub for manufacturing innovation, new
business creation and employment.

Excellence
The development of a $2M Centre for Excellence that will support the development of football
at all levels; provide a Centre of Excellence for developing athletes within Yarra Ranges and
the outer eastern region; deliver of a range of club education programs; and revitalise Kilsyth
Recreation Reserve, enhancing community pride and supporting additional use.

Project
The Kilsyth community has identified that there is a need for township improvement works
that focus on safe pedestrian connections and the creation of a place for people to gather.
Council has listed $657,900 in its capital works program from 2015-2018 to help achieve this
community aspiration. A further $300,000 is requested from State Government.

recreation tourism destination and a world class mountain bike destination in Warburton. The
Warburton Community Bank has recently conditionally committed $300k for a detailed design
and feasibility study. Council is seeking a State contribution of $3.5 million to deliver the
project.
