ASSIGNMENT OVERVIEW
Assignment Title: Development of a Coordinated Flood Forecasting and Warning System for the
Sava River Basin

ASSIGNMENT DESCRIPTION
The Study will support the water management authorities in Bosnia-Herzegovina, Montenegro and Serbia, as ultimate beneficiaries of the WBIF Grant, for the preparation of a coordinated flood forecasting and warning system with capabilities for drought forecasting; Slovenia and
Croatia will also be involved as the project aims to cover the complete Sava River Basin. The
Coordinated Flood Forecasting and Warning System will be developed partly in parallel with existing national systems in order to create a shared platform and communication tool to connect the national systems at basin level, and complement these to fill out gaps in the monitoring and forecasting capability with intermediate tools. The system will make use of the already available data and monitoring systems, and simulation models of the national systems and the International
Sava River Basin Commission. In addition, a distributed hydrological model serving both flood and drought events will be developed and connected. For these reasons, the IT platform to be developed has to be open to allow seamless and cost-effective integration of a wide variety of data formats and models. The system has to be installed in the five Sava basin countries with a duplicate client-server system to provide system resilience. The system has to be configured to provide data pre-processing, assure data quality, quantify uncertainties, apply data assimilation and enable reservoir operation options.
Outcomes will be: (i) Operational flood and drought forecasting and warning system with installations in the Sava River Basin countries Bosnia and Herzegovina, Montenegro, Serbia,
Slovenia and Croatia; (ii) Well trained staff in each of these countries; and (iii)
Recommendations on future steps and investments for the improvement of the forecasting and warning system.
