The Kamrup Metro District Administration having a sizable rural population in
21 Gaon Panchayats under 3 Blocks namely Dimoria, Chandrapur and Rani(Part)
conducted the Raijor Podulit Raijor Sarkar in the light of the guidelines received
from the Panchayat and Rural Development ,Govt of Assam. This was an effort by
the Government to be at the doorstep of the citizens to understand the need and
grievances of the people and to redress the same on the spot if possible.
The first week of January 2015 has been chosen by the Government to put
the RPRS teams be in the field with guidelines to perform a series of works like
cleaning and plantation , visit to different institutions to take stock of conditions
followed by interaction with citizens, ending up with meetings for receiving the
grievances in writing.
Issues related to four departments e.g. Health & Family Welfare, Education,
Social Welfare and Panchayat & Rural Development have been taken up in the
first phase of the programme .
RPRS TEAMS
Two tier committees/teams were formed to make the programme a success. One is District
Co-ordination & Monitoring Committee and the other is GP Level Teams.

Activities during the programme included Cleaning of Public Campus, Plantation, Visit to
institutions /offices, Interaction with citizens followed by meeting in the afternoon for receipt
and reddressal of grievances. The programme started at 8 O’clock in the morning in a central
place of the GP concerned.

It was an another importatant activity done during the programme to take stock of
conditions of the instititutions like Schools, Anganwadi Centers, Health Institutions,Water
Supply schemes etc and therefore the teams were asked to visit them. A List of institutions
visited is at Appendix I where conditions are mentioned therein.

Activity: Interaction with Citizens:
In order to get into the problems and issues and also to apprise them of the ongoing
schemes, interactions with citizens were held before the open meeting at each RPRS centers.
Officers of respective department narrated the schemes and explained how to avail the benefit
of the schemes.
The open meeting was held after the interactive sessions wre over where grievance petitions
were received.

Lower Assam Commissioner , Sri Santanu Thakur IAS made a visit to the RPRS programme on
3//1/15 , at Dharapur GP and also at Kahikuchi GP. Sri K.K. Dwibedi IAS also paid visit to the
RPRS programme at Dimoria Block along with Sri J. Lahkar Nodal Offier of RPRS.

Grievance Summary:
The first round RPRS programme came to an end on 9-1-2015. The public grievance
petitions received during the programme have been categorized department wise and steps
taken for distribution of the same to the concerned departments. The summary of the
