Devon represents an international stronghold for the species supporting the largest recorded roost in Northern Europe. A number of initiatives have been developed over recent years to help maintain Devon’s greater horseshoe bat populations. The English Nature Greater Horseshoe Bat Project (1998-2003) was the most holistic, long term and strategic approach. Many other projects have focused on the protection of individual roosts. The Devon Greater Horseshoe Bat Project has drawn together a wide partnership of organisations that have an interest in the conservation of greater horseshoe bats. The partnership has been constituted through formal Terms of Reference and Memoranda of Agreement. We agree that by working in collaborative partnerships more coherent benefits will be developed for this flagship species within Devon. The 5-year delivery phase of the Devon Greater Horseshoe Bat Project will cost in the region of £2.2 million. The project has been successful in receiving a grant from the Heritage Lottery Fund (Heritage Grants) for approximately £700,000. In order to meet ambitious match fundraising targets, the project will employ a fundraising consultant for a minimum of 90 days during the project delivery period (5 years). The schedule is as follows: Years 1 – 4 = 20 days Year 5 – 10 days Fundraising Consultancy The Devon Greater Horseshoe Bat project will employ a specialist fundraising consultant to identify sources of funding, forge relationships with potential funders and ultimately secure additional project funds. Funding opportunities The elements of the project that can be funded are diverse. Projects can be discrete to support specific purchases, such as: o Interpretation – e.g. touchscreen technology / video production o Bat recording equipment Funds could also support direct habitat management, or work to protect and enhance roosts. Community engagement and education elements of the project are strong and will be particularly suited to approaches to charitable trusts and foundations. Funds could also provide support in an unrestricted manner for the project as a whole. Due to the scale and scope of the project, financial support is required in both public and private situations. A selection of funders has been identified by the project partnership, and forms the basis of the fundraising strategy. The fundraising consultant will refine this list, and produce and submit highquality funding applications to timetable and to deadline. 2 Devon Greater Horseshoe Bat Project Fundraising Consultancy Project Brief Skills and Experience The successful tenderer will be able to clearly demonstrate a proven track record in securing funds from a diverse range of sources, and in particular: Large charitable trusts/foundations The Landfill Communities Fund In addition, the successful tenderer will need to be able to clearly demonstrate: An understanding of the pivotal role communities will play in delivering conservation outcomes A thorough understanding of landscape-scale conservation Comprehensive knowledge of the policy and strategic context for conservation and community engagement work Enthusiasm and commitment for flagship species conservation A flair for writing compelling fundraising asks Good attention to detail An ability to work with complex budgets Careful planning and organisation They will need to work alongside the Partnership and Steering Group to ensure that a fully coordinated approach is adopted. A clear strategy is needed to ensure funding bids fully integrate with project business plans and existing funders. Contract timescale A minimum of 20 days of fundraising services will be delivered per annum during the first 4 years of the project (commencing in January 2016) and 10 days in year 5. The contract will be reviewed annually. Guidelines for tendering Applications are invited to undertake the above work by contract, for the period January 2016 to October 2020 inclusive. This will include regular reporting and meetings with the DGHB Project Manager. Please provide all budget information inclusive of VAT. 3 Devon Greater Horseshoe Bat Project Fundraising Consultancy Project Brief The project will also provide reimbursements for limited travel expenses. Please itemise these costs separately from your project budget. The contract will be awarded on the basis of most economically advantageous tender, as assessed against the following criteria: Cost – 50% Skills/knowledge – 30% Capacity to deliver – 10% Proposed approach to delivery – 10% If shortlisted, you will be asked to write a short example bid as part of the assessment process.
