The position is responsible to initiate enforcement action and follow up for infraction of Town of Coaldale Bylaws, including the preparation of charges and possible presentation in Court. Duties and responsibilities will be performed under the general supervision of the CPO level 1 / Regulatory Supervisor. JOB DUTIES AND RESPONSIBILITIES Promote good public relations Respond to and effectively provide assistance on emergency calls received from the public Perform administrative and inspection work on the enforcement of Town Bylaws such as: o Performing the duties of an Animal Control Officer pursuant to the provisions of the Dog Control Bylaw including: Supervision and control of the Facility; Proper care and maintenance of all dogs within the Facility including reporting of apparent illness, communicable disease, injury or unhealthy condition of any dog to the proper authorities; Maintenance of the Facility; Capturing and impounding of all dogs required to be impounded. o Performing the duties of an Inspector pursuant to the provisions of the Domestic Animal Bylaw including: Capturing, confining, removing and housing Livestock as required; Investigating complaints of violations Reporting to the Regional Livestock Investigator and Department of Agriculture of the Province of Alberta as required; and Serving written notices as required. o Performing the duties of an Enforcement Officer pursuant to the provisions of the Weed Control Bylaw and Unsightly Premises Control Bylaw including: Order the cutting of or removal of grass, weeds, litter and debris from private property; Order the removal and/or destruction of nuisance weeds from property. o Performing the duties of an Enforcement Officer pursuant to the provisions of the Snow Removal Bylaw including: Ordering the removal of snow, ice, dirt and foreign matter from a sidewalk or sidewalks adjoining or offsetting any lot or parcel of land in the Town of Coaldale. Ordering such removal within a 24-hour period by the owner or occupant of the said lot or parcel. o Performing the duties of an Inspector pursuant to the Business Licensing Bylaw o Performing the duties of a Peace Officer pursuant to the Traffic Control and Transportation of Dangerous Goods Bylaw o Assisting the Town Development Officer in the service of “Stop Work Orders” o Other municipal Bylaws as determined from time to time Perform administration and inspection work in the enforcement of specified Provincial Statutes as directed by the Manager of Technical Services, the Dangerous Dogs Act, Traffic Safety Act, the Off Highway Vehicle Act and the Municipal Government Act. Proper care and control of the Town Bylaw Enforcement vehicle Refraining from and preventing any willful or voluntary waste, damage or destruction of the Facility, and anything contained therein or thereon; Reporting to and promptly following all directions which may be made from time to time by the CPO I / Regulatory Supervisor of the Town or his/her designate; Compile accurate work records, time sheets, and statistics in relation to job duties. Establish and maintain an effective working relationship with other enforcement agencies and regulatory organizations. Initiate enforcement action by preparation of charges when required. Prepare and submit reports with recommendations including an annual report to the CPO I / Regulatory Supervisor. Serve summonses and process records for court. Appear in court to present evidence and substantiate charges. Provide information on project operation revenues and expenses for budget preparation. Maintain a current knowledge of methods and procedures which may be of advantage to the Town and recommend changes to the Manager of Technical Services on enforcement issues. Perform any other related duties as required by a Superior. REQUIRED QUALIFICATIONS & TRAINING: Graduate from a post-secondary institution and/or provide proof of experience in the Law Enforcement, or Bylaw Enforcement/Special Constable field Must have Community Peace Officer Level II. Knowledge of court procedures on processing and laying charges and serving summonses. Ability to effectively present information in both written and oral form. Ability to learn provisions of a variety of Town Bylaws. Ability to write reports, interpret Bylaws and provincial statutes and present such written reports. Ability to maintain an effective working relationship with Town employees and managers as well as outside law enforcement and regulatory agencies. The candidate must be available to work on a shift basis with a requirement to work some weekend and evening shifts.
