Technical Capability:
IAI provides subject matter expertise and technical support services
across a wide range of functional areas listed below. IAI will provide
Program Management and Systems Engineering expertise leveraging
highly experienced and community recognized experts trusted by the
National Security Space Community, SPAWAR and SMC.
Tasking:
Support to MUOS engineering and operational activities including
system engineering, test program development, fault management,
launch vehicle integration, on orbit initialization/check-out, and
Independent Review Team (IRT) development and operational life cycle
analysis.
Functional Areas:
3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, 3.8, 3.10, 3.11, 3.12, 3.13, 3.14, 3.15,
3.18, 3.19, 3.20, 3.22
Subcontracting Goal:
IAI is a large business under the Seaport-e vehicle.
Past Performance:
SMC IRRT; POP: 7 Sep 2009-6 Sep 2014 (if all options exercised)
SAIC Prime Contract: FA8802-09-A-0005
IAI Subcontract: PO10023364
IAI serves as subcontractor teammate on the standing SMC (Space and
Missile Systems Center) Commander's Independent Readiness Review
Team. Unlike many other independent teams that have a limited scope
and well-defined duration, the SMC Commander's IRRT is a standing
group of experts that reviews SMC programs as directed by the
Commander as the programs move forward in the acquisition process
and approach launch and, in the case of spacecraft, on-orbit
checkout/operations. The IRRT's reviews are scheduled to provide
sufficient time for effective program office review and implementation
of critical recommendations prior to key program milestones, such as
spacecraft shipment to the launch site. The IRRT also attempts to
minimize program office and development contractor activity impacts
and maximize the time available for correcting identified problems by
working shoulder-to-shoulder with the program office and development
contractors. In particular, IAI provides technical assessments of the
Minotaur family of launch vehicles, GPS IIF spacecraft, some STP
spacecraft, and GPS III software. IAI focuses on test-like-you-fly
exceptions, critical qualification margins, first flight items, single point
failures, non-conformances, waivers, deviations, anomalies,
escapements, unverified failures, plus out-of-position, out-of-sequence,
and out-of-family items. In summary, IAI identifies risks to mission
success and then recommends corrective actions to the program offices
and the SMC Commander/PEO.
Launch SE&I; POP: 27 Apr 2010 - 22 Mar 2020 (if all options exercised)
ManTech Prime Contract: FA8811-10C-0002
IAI Subcontract: MSD-10-S-002-007
IAI is a subcontractor teammate on the Launch Systems Engineering &
Integration contract for the Launch and Range Systems Directorate at
SMC. We support concept trade studies identified by the government to
include reach back to specialized Subject Matter Experts as needed. IAI
also serves as the Rehearsal Anomaly Team Coordinator, the SE&I
Mission Integration Manager (SMIM) in support of the Government
Mission Integration Manager for multiple Atlas V and Delta IV missions,
as well as the Schedule Manager for all launch and range activities at
the LR SPO and both major launch sites (Cape Canaveral, FL and
Vandenberg AFB, CA). To date, IAI has led over 15 successful Atlas V
and Delta IV launch rehearsals plus development of a launch anomaly
database to aid in future launch rehearsal prep and planning; launch
rehearsal planning includes development of the rehearsal timeline,
leading meetings to determine and task out anomaly development
activities, and developing and briefing the initial conditions and
rehearsal overview information during academics. Leading the
rehearsals includes briefing initial conditions on the net at the start of
rehearsal, controlling all anomaly actions by directing updates or ending
an anomaly if team actions will result in the rehearsal going off track,
ensuring all rehearsal team members inject prepared anomalies as
planned, and announcing end of exercise when rehearsal has
completed. In support of the launch anomaly database task, anomalies
from various rehearsals, wet dress activities, and launches are input
into the database to provide the Launch team with a source of
information for future launch vehicle anomalies rehearsal planning. The
database provides the ability to search for anomalies based on launch
vehicle or space vehicle type, anomaly outcome such as T-0 recycle,
launch site, etc. IAI also leads the Integrated Master Schedule
development for the entire launch and range enterprise. This is a new
concept, which will ultimately integrate the activities of the Launch and
Range Directorate at SMC, the Ranges, the technical reviews, mission
assurance, current / future major projects, early integration,
acquisition, and major factory development activities plus seamlessly
track changes and impacts to all key stakeholders.
