1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 WHEREAS, Students Working Against Tobacco (“SWAT”) is a youth program 27 sponsored by the Florida Department of Health working to deglamorize tobacco use 28 among the youth of Florida by seeking to educate and empower young people with the 29 facts about tobacco use so that they will have the knowledge necessary to make the right 30 choices for themselves; and EXHIBIT 1 RESOLUTION NO. 2014 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA, SUPPORTING THE STUDENT’S WORKING AGAINST TOBACCO (“SWAT”) YOUTH PROGRAM SPONSORED BY THE FLORIDA DEPARTMENT OF HEALTH IN ITS EFFORTS TO OPPOSE THE INTRODUCTION OF TOBACCO PRODUCTS TO THE YOUTH OF FLORIDA, INCLUDING CANDY FLAVORED TOBACCO PRODUCTS; URGING OTHER MUNICIPALITIES IN BROWARD COUNTY AND THROUGHOUT THE STATE OF FLORIDA TO SUPPORT THE SWAT MISSION AND TO SUPPORT LEGISLATION RESTRICTING THE DISTRIBUTION AND SALE OF FLAVORED TOBACCO PRODUCTS TO FLORIDA’S YOUTH; DIRECTING THE CITY MANAGER TO TRANSMIT A COPY OF THIS RESOLUTION TO THE BROWARD LEAGUE OF CITIES, THE FLORIDA LEAGUE OF CITIES, THE FLORIDA DEPARTMENT OF HEALTH AND THE BROWARD COUNTY LEGISLATIVE DELEGATION; AND PROVIDING AN EFFECTIVE DATE. 31 32 33 WHEREAS, one current focus of SWAT has been the tobacco industry’s efforts to market candy flavored tobacco products to youth; and 34 35 WHEREAS, in September, 2009, the Food and Drug Administration (“FDA”) was 36 authorized to regulate tobacco products and banned the distribution and sale of flavored 37 cigarettes, however, the ban did not extend to other flavored tobacco products, such as 38 cigars, cigarillos and smokeless tobacco; and 39 40 WHEREAS, flavored tobacco products are especially appealing to youth; disguise 41 the bad taste of tobacco; are just as addictive as regular tobacco products and have the 42 same harmful health effects as regular tobacco products; and 43 1 IWO NO. 2014-074 (VLW) FILE NO. 14-078 RESO. NO. 2014 - 44 WHEREAS, in addition to SWAT, the Tobacco-Free Partnership of Broward 45 County, a community coalition committed to making Broward County a safer, healthier 46 place to live, work and play, and the American Cancer Society support the passage of 47 legislation restricting the distribution and sale of flavored tobacco products; and 48 49 WHEREAS, the Mayor and City Commission deems it to be in the best interest of 50 the citizens and residents, including the youth of the City, to assert its support for SWAT’s 51 efforts to educate Florida’s youth regarding tobacco products, to oppose the distribution 52 and sale of flavored tobacco products to Florida’s youth and to support legislation in this 53 regard. 54 55 56 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA: 57 58 SECTION 1. Support of the Students Working Against Tobacco (“SWAT”). 59 The Mayor and City Commission hereby supports the efforts of Students Working Against 60 Tobacco, the Tobacco-free Partnership of Broward County, and the American Cancer 61 Society to restrict the distribution and sale of flavored tobacco products. 62 63 SECTION 2. Directions to City Manager. The Mayor and City Commission 64 direct the City Manager to cause a copy of this resolution to be forwarded to the Broward 65 League of Cities, the Florida League of Cities, the Florida Department of Health, and the 66 Broward County Legislative Delegation. 67 68 69 70 71 72 73 74 75 76 77 78 79 80 81 82 SECTION 3.
