Cheyney University Crisis Management Plan
CAMPUS EMERGENCY RESOURCE TEAM AND THEIR
RESPONSIBILITIES
In addition to establishing an emergency command center as necessary, Cheyney Police shall immediately
begin contact with all necessary members of the Campus Emergency Resource Team, which consists of
the following members:
Emergency Director: The President or his/her designee.
Emergency Coordinator: The Chief of Police or his/her designee.
Damage Control Coordinator: The Director of Physical Plant or his/her designee as listed on the
”emergency call procedure."
Cheyney Police Department: The Senior Officer of the Cheyney Police Department, or his/her designee, and
Police Officers as necessary.
Emergency Management Director: The Chief of Police or his/her designee.
Emergency Communications Coordinator: The Director of the Telecommunications Center or his/her
designee.
Director of Public Relations: The Director of Public Relations or his/her designee.
Student Life Emergency Coordinator: The Associate Provost for Student and Academic Affairs or
his/her designee.
Academic Affairs Emergency Coordinator: The Provost and Vice President for Academic and
Student Affairs or his/her designee.
Team members should coordinate as necessary with the emergency coordinator for implementation
and coordination of operations and support as it pertains to their areas.
Team members must maintain constant communication with the emergency command center. The
general responsibilities of the team members are listed on pages 5 through 8.
EMERGENCY MANAGER
1. The President or his/her designee is responsible for the overall direction of the university
emergency response.
2. Works with the emergency coordinator and others in assessing the emergency and preparing the
University's specific response.
3. Declares and ends, when appropriate, the campus state of emergency as provided for in this
guide.
4. Notifies and conducts liaison activities with the university administration, government agencies,
Emergency Resource Team, and others as necessary.
EMERGENCY COORDINATOR
1. The coordinator is responsible for the overall coordination of the university emergency response.
2. Determines the type and magnitude of the emergency and establishes the appropriate
emergency command center.
3. Initiates immediate contact with the emergency director, begins assessment of the university's
condition and recalls necessary Cheyney Police officers.
1. Notifies the members of the Emergency Resource Team and advises them of the nature of the
emergency.
2. Insures that proper notification is made to appropriate outside emergency organizations and offcampus staff
as required.
6. Conducts liaison with outside organizations as necessary.
7. Performs other related duties as may be directed by the emergency director.

8. In conjunction with the university safety officer, prepares and submits a report to the president
appraising the final outcome of the emergency.
9. Directs annual reviews of the basic plan and all Appendixes, after emergencies or simulated
exercises, and revises as appropriate.
DAMAGE CONTROL COORDINATOR
1. Provides equipment and personnel to perform shutdown procedures, hazardous area control,
barricades, damage assessment, debris clearance, emergency repairs and equipment protection.
2. Provides vehicles, equipment and operators for movement of personnel and supplies; assigns
vehicles as required to the Emergency Resource Team for emergency use.
3. Provides emergency power and lighting systems as necessary and obtains the assistance of
utility company as required.
4. Survey's habitable space and relocates essential services and functions, and provides facilities
for incoming evacuees as appropriate; works in conjunction with the Director of Housing if
residence hall space is utilized.
5. Provides facilities for emergency generator fuel during actual emergency or disaster periods.
3. Provides for storage of vital records at an alternate site; coordinates with building and area
coordinators for liaison and necessary support.
7. Develops a list of approved solid waste sites for the disposal of damaged goods.
CHEYNEY POLICE DEPARTMENT
1. Maintains Cheyney Police Headquarters in a state of constant readiness.
2. Notifies university administrators of major emergencies.
3. Monitors campus emergency warning and evacuation systems.
5. Takes immediate and appropriate action to protect life, property, and to safeguard records as
necessary.
5. Works with the Director of Public Relations to provide security at the media center.
6. Obtains assistance from the borough, county and federal government for radiological, chemical,
or biological monitoring and first aid as required.
7. Provides traffic control, access control, perimeter and internal security patrols, and fire prevention
services as needed.
8. Provides and equips an alternate site for the emergency operations center (EOC).
9. Maintains liaison with the Emergency Communications Coordinator for telecommunications
support as necessary.
10. Reviews and revises, as necessary, the Police Services Appendix after emergencies or
simulated exercises.
DIRECTOR OF PUBLIC RELATIONS
1. Establishes liaison with the news media for dissemination of information.
2. Establishes liaison with local press, radio and television services for the public announcements.
3. Arranges for photographic and audio-visual services.
4. Advises the president or his/her designee of all news concerning the extent of disaster affecting
the campus.
5. Ensures the availability of a “media room.”
6. Prepares news releases and, with clearance from the emergency director, releases these to the
media concerning the emergency.
7. Coordinates rumor control activities and maintains rumor control/emergency information line,
on-campus at ext. 2405 or off-campus at (610) 399-2405.
4. Reviews and revises the Public Information Appendix, as necessary, after emergencies or
simulated exercises.

EMERGENCY COMMUNICATIONS COORDINATOR
1. Provides for emergency communications in the event of a power failure or loss of telephone
communications.
2. Surveys and then provides necessary two-way communication equipment to facilitate needs.
3. Surveys and then provides necessary telephone service to the Resource Team.
4. Coordinates with Verizon, any special telephone service that will be required.
5. Coordinates with Delaware County Control Center (DCCC) any special two-way radio needs or
changes.
6. Works with the Director of Public Relations to facilitate KYW-AM. Also, helps the Director of
Public Relations with emergency communication as is required.
7. Coordinates with any local/state/federal agency for telecommunication interconnects.
8. Provides for emergency voice mail/emergency broadcast on all voice mail systems.
9. Reviews and revises, as necessary, the Communication Appendix after emergencies or
simulated exercises.
CRISIS MANAGEMENT COORDINATION TEAM
1. Provides professional information and advice on health and safety matters, and provides
administrative and logistical support to response organizations represented in emergency
response operations at Cheyney University.
2. Maintains information on Title 111 Superfund and Reauthorization Act (SARA), PA Right To
Know, and accessibility to all material safety data sheets (MSDS's) of hazardous substances
located at Cheyney University.
3. Coordinates with the Chemical Transportation Emergency Center (CHEMTREC) regarding
Hazmat responsibilities.
4. Maintains Extremely Hazardous Substances (406) List with emphasis on those stored at
Cheyney University.
5. Provides decision makers advice on the hazards associated with hazardous materials,
radiological materials, and medical waste materials.
6. Provides information and advice on fire and rescue matters. Acts, under the Emergency Director,
as a liaison with municipal fire and rescue staff groups responding to an emergency at Cheyney
University.
7. Assists in the coordination of responses to hazardous materials incidents, including spills of radio
active materials, occurring at Cheyney University.
8. Keeps the emergency coordinator informed of status during all emergencies or disasters.
9.Coordinates disaster operations with the Emergency Coordinator of Coup’s health facility,
resident halls, organizations, and units, if required.
10. Cordinates use of medical and health care resources and facilities at Cheyney University
necessary as a Mass Care Center during an emergency or disaster.
11. Plans for person with special needs during emergency to include hearing and mobility impaired
and non-English speaking personnel.
12. Assists the Radiation Safety Officer (RSO) and health and medical personnel in determining
radiation levels for contaminated and exposed individuals.
13. Designates location for decontamination stations for emergencies involving hazardous chemical
or radiation contamination.
14. Conducts simulated exercises to maintain proficiency of staff and emergency response
organizations.
15. Maintains the Cheyney University Emergency Disaster Plan, directs reviews annually, reviews
and revises the plan after simulated exercises or emergencies, as required.

STUDENT LIFE EMERGENCY COORDINATOR
The Associate Provost for Student and Academic Affairs or his/her designee as Student Life Coordinator
is responsible for the overall direction of emergency operations as they affect student life, housing, and dining facilities.
This will require close contact with the emergency director and the emergency coordinator during emergency operations.
ACADEMIC AFFAIRS EMERGENCY COORDINATOR
The provost and vice president for academic and student affairs, or his/her designee as academic affairs
emergency coordinator is responsible for the overall direction of emergency operations as they affect
faculty and academic affairs. This will require close contact with the Emergency Director and the
Emergency Coordinator during emergency operations.
