North West Leicestershire District Council: Replacement of Double Glazed Units Invitation to Quote 1. Background North West Leicestershire District Council has a variety of outstanding deficient double glazed units that require replacement in a large number of domestic properties across a wide geographical area. These have been batched and now require attention. As a result, NWLDC needs to carry out urgent repairs as quickly as possible. 2. Outputs and Deliverables Measure all units accurately and replace as required. Glazing to units shall comprise hermetically sealed flat units of 2 no. leaves of 4 mm clear or obscured glass air filled cavities of not less than 16 mm width, the inner leaf to incorporate a low-E coating. The thermal performance of glazing used will be such that it will enable finished units to achieve a thermal performance (U-value) of not more than 2.0 W/m2K. All work to be completed by the end of the financial year (2013 -2014) Proposal Submission Interested bidders are required to provide the following information: Note: Bidders are required to respond to the questions below: Each response must not be longer than two sides of A4. (Please include 2 references of previous similar work undertaken, including contact details of referees); (3) A programme of work setting out the timetable or steps to be taken to undertake the work. Evaluation / Selection of provider The Council reserves the right to write to or meet with bidders for clarification on any points included within their submission. The points discussed may result in scores being adjusted either up or down. We also reserve the right not to award any contract, in whole, or in part. The evaluation of the quotations submitted will be done using the criteria and methodology set out below: Financial Evaluation The financial element is weighted at 70% of the overall evaluation. It is anticipated that fees will follow the guidelines set out below: The submission with the lowest % fee will be awarded the full score of 70. However, applicants are not necessarily required to hold the required levels of insurance prior to contract award, but the Council needs to see a commitment to attaining the required cover prior to commencing work if successful. Payment Payment will be made 30days from receipt of invoice and upon satisfactory completion of the work. Terms of Business The successful provider will be required to enter into a formal contract (sample attached as Appendix 1). The thermal performance of glazing used will be such that it will enable finished units to achieve a thermal performance (U-value) of not more than 2.0 W/m2K. Where safety glass is specified it shall comply with BS. 6262 and Approved Document N of Building Regulations and shall be either 6.4 mm thick laminated or toughened glass. Safety glass specified in high-level situations (2.1 m or more above ground level) shall always be laminated. 4.5.2 Glazing beads shall incorporate EPDM weather/glazing gaskets, either post calibrated or co-extruded, to meet the requirements of BS.7412, para 4.3. Beading shall be fitted internally and prevent removal of the sealed unit form the outside but enable glazing/re-glazing without the need to remove frames. 4.5.3 All glazing shall be packed in accordance with BPF/GGF recommendations, all beads shall be neatly cut to the correct angle and butt against adjoining sections. 4.5.4 Infill panel shall be 24 mm thick composite panels comprising inner and outer skin of 3 mm thick glass reinforced plastic with a polyurethane foam core of density not less than 55 kgm3, inner face to be in smooth semi-gloss finish, outer face to have coloured decorative textured finish.
