Authorizing Submission of a Grant Proposal prepared by Daniel W. Lincoln RA, LLC, on behalf
of the Township of Bernards to be submitted to the Somerset County Cultural and Heritage
Commission for a 2015 Historic Phase Two Preservation Grant in an Amount of
$96,580.00 in order to fund repairs to the Lyons Train Station Canopy
WHEREAS, the Township of Bernards purchased the 1931 Lyons Train Station from the ErieLackawanna Railroad Company in 1964, and the building has been leased to the New Jersey
Transit Corporation since 1997, for use as a railroad passenger station with a station agent, a
modest refreshment center with comfort facilities; and
WHEREAS, the Township Committee of the Township of Bernards recognizes the historical
significance of the Lyons Train Station and Canopy and believes it prudent to preserve; and
WHEREAS, the Tudor Revival style Lyons Train Station and original Canopy have been listed
on the New Jersey and National Register of Historic Places since 1984 (NR: 6/22/1984; SR:
6/22/1984), and were constructed in 1931 to service increased traffic to the nearby 1929 VA
Hospital, and to coincide with the electrification of the Gladstone Branch of the EireLackawanna Railroad Company, and were the last station and canopy built on said line; and
WHEREAS, the Lyons Train Station and Canopy are a community landmark that reflect the
history, growth and rich heritage of Bernards Township; and
WHEREAS, the requested funds will enable the Township to repair the station canopy which
has deterioration and condition problems as outlined below:











Removal and replacement of the Canopy built up membrane roof with a single-ply dark
color membrane type roof.
Replacement and/or new installation of failed flashings at reverse roof slope, and
installation of new Ice and Dam shield type underlayment.
Replacement of the metal roofing edge material as required
Removal and replacement of about 50 percent of the existing exposed 1 1/4” thick by 8”
wide rotted V-groove wood sheathing boards
Repairs to leader collection drains at and through roof
Bracing of roof structure and dismantling of at least three 6” x 8” wood posts and metal
channel guards with associated trimming of damaged or rotted wood at bottoms
Scraping and painting of said post and channel guards
Reinstallation of said repaired post and channel guards with new ”Z-max” coated Simpson
raised post base with new anchor bolts set into concrete slab
Scraping and repainting of entire Canopy including remaining posts/ bents and channel
guards, diagonal braces, bracketed rafter beams, and exposed V-groove wood sheathing
Associated architect and engineering (A&E) fees required for the projects listed above;
WHEREAS, the Township Committee of the Township of Bernards believes this property is an
excellent candidate for a grant from the Somerset County Historic Preservation Grant Program
and no Township of Bernards matching funds are required.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of
Bernards, that it does hereby authorize Daniel W. Lincoln, RA, LLC to submit on behalf of the
Township of Bernards a grant application for $ 96,580 , to the Somerset County 2015 Cultural
and Heritage Commission Historic Preservation Program to fund roof and flashings
replacement/installation, plank sheathing boards replacement and repairs, post and channel
guards repairs, and scraping and repainting of the entire structure and associated A&E fees as
described above for the Lyons Train Station Canopy owned by the Township of Bernards, and
located at 100 Lyons Place, Bernards Township, County of Somerset, New Jersey.
NOW, THEREFORE, BE IT RESOLVED, by the Township Committee of the Township of
Bernards, that the Mayor and Clerk are hereby authorized to sign the grant on behalf of the
Township.

Explanatory Statement
This resolution authorizes the submission of a grant to the Somerset County Cultural and Heritage Commission. The Township applied for and
received the 2014 Historical Preservation Grant in order to address issues with the Lyons Train Station. The 2015 Grant application (Phase 2) will
address issues identified with the existing Canopy (at the Lyons Train Station).
As such, and noting that the Lyons Train Station is on the National Register, we respectfully request grant funds to make the necessary repairs to
the Lyons Station Canopy in a historically accurate manner. This station serves approximately 24,000 commuters per year, and is considered a
valuable historical resource for residents of Somerset County.
