The picturesque Town of Castle Rock, Colorado, is a standalone, full-service

municipality located midway between Denver and Colorado Springs in Douglas County.

The Town encompasses 34 square miles, at 6200 feet of elevation, and is traversed by

Interstate 25 and US 85, is home to the Outlets at Castle Rock and is the seat of Douglas

County, the ninth wealthiest county in the nation and the fastest growing county in the

nation from 1990 to 2000. Castle Rock has slightly more than 54,000 residents, a 20

percent increase since 2000, and is projected to build out to 100,000 population by the

year 2030. In 2014, Castle Rock was recognized as the 4th highest in the nation in Money

The Town’s location, 30 miles south of Downtown Denver and 47 miles northeast

of Denver International Airport, view of the mountains, mesas and the “small town

feel” make Castle Rock a desirable location for residential development and an ideal

environment to live and raise a family. Educational needs are served by the highly

regarded Douglas County Schools, the third largest in Colorado. Residents enjoy ready

access to the amenities of the larger Denver and Colorado Springs, with the advantage of

separation from the traffic, crime and related urban issues.

In addition to the renowned and highly successful Outlets at Castle Rock, which has 4.6

visitors annually, the Town just broke ground on the 900,000 square foot Promenade at

Castle Rock development, a destination neighborhood center, with upscale retail,

residential, dining and multifamily residential components. The Town will soon open a

new North Meadows interchange at I-25 to accommodate growth and traffic congestion,

with a second interchange in the planning stage. The Town is traversed by two railroads,

Burlington Northern Santa Fe and Union Pacific.

trade area is $131,798. This aggregate buying power attracts premium retail and dining

outlets. The Town’s quality of life is enhanced by its historic downtown and a number

of annual events and festivals, including the annual “Starlighting” of the star above the

namesake Castle Rock, a butte just north of the Town center. Also visible from Castle

Rock are Dawson Butte, Devils Head, Mount Evans and Pike Peak.

The Town operates under the council-manager form of government. The Town was

incorporated in 1881 and adopted its Home Rule Charter in 1987. The policy-making

and legislative authority are vested with the Town Council (the Council), which
132
consists of seven members elected by district on a non-partisan basis. The Council
133
selects the Mayor and Mayor Pro Tem every two years. Town Councilmembers serve
134
four-year terms and are limited to two consecutive terms of office. The next Town
135
election will be in 2016. In addition to serving on Council, individual members also
136
represent the Town on various local, county and regional boards.

The Council is responsible for passing ordinances, adopting the budget, appointing
139
boards and commissions, hiring the Town Manager (Manager), Town Attorney and
140
Municipal Judge. The Manager is responsible for carrying out the policies and ordinances

approved by Council, and appointing the heads of the departments and for overseeing the

operations of the Town.

The Town provides a full range of services including: police and fire protection, courts,

emergency medical services, municipal water, water resources, storm water,

wastewater, construction and maintenance of streets, public transit, parks and open

spaces, golf course, recreation center, cultural events, community support, planning,

development, code enforcement and general governmental services. The Town has 425

Full Time Equivalent employees and an annual budget of $224 million.

Sales taxes provide approximately 66% of the Town’s General Fund revenues. Sales

taxes are used to support ongoing services such as police, fire, parks, open space,
153
municipal court, and general governmental services. The major sources of sales taxes
154
within the Town include a retail outlet mall, department stores, home improvement
155
stores and grocery stores. The Town is the county seat for Douglas County and the site of
156
the Douglas County School District Office. These two governments along with the Town
157
are the top three employers within the Castle Rock area. Because of its close proximity
158
to both Denver and Colorado Springs many of the Castle Rock residents commute to these
159
two cities to work.

Growth, primarily in the area of single-family residential homes, continues to have a
162
major impact on the Town’s economy. The Town issued 825 single family detached
163
building permits for new residential units in 2013. The Town assesses impact fees, which
164
are collected when a building permit is issued. Impact fees are used to pay for growth-
165
related improvements to parks and recreation, fire, police, transportation and general
166
municipal facilities. These fees are used solely for growth related costs and cannot
167
be used to provide new services or amenities. In addition to impact fees, the Town
168
collects system development fees for the development of water resources and water, storm
169
water and wastewater infrastructure. These fees are used for the construction of utility
170
infrastructure that is necessary as a result of growth.

Securing Long-term Water Supply – Water is a key element in the sustainability and future

development of Castle Rock. The Town has an aggressive plan in place that includes over $200

million in water rights purchases and development of additional water-related infrastructure.

Tax Base – With the Town’s heavy dependence on sales tax revenue, it is incumbent on the Town

to diversity its retail and tax base to ensure long-term fiscal health and sustainability. The Town’s

economic development activities focus on quality and diverse commercial and industrial

opportunities and ancillary primary employment.

Preserving Community Identity – As Castle Rock continues to rapidly develop, it is an

imperative to the community that the downtown be preserved as a viable entity and the Town’s

small town charm and “feel” be maintained. These efforts include protection of the natural beauty

of the Town in reviewing development requests and perseveration of open spaces.

The successful candidate will hold a Bachelor’s degree in business or public

administration, political science or a related field. A graduate degree in business or public

administration or a related field is preferred, but not required. A minimum of ten years

senior managerial service in a municipality, county, or an equivalent complex organization

is sought. Candidates with private sector experience in complex organizations with

challenges similar to those of Castle Rock may be considered on a case-by-case basis. The
