The Town was 130 incorporated in 1881 and adopted its Home Rule Charter in 1987. The policy-making 131 and legislative authority are vested with the Town Council (the Council), which 132 consists of seven members elected by district on a non-partisan basis. The Council 133 selects the Mayor and Mayor Pro Tem every two years. Town Councilmembers serve 134 four-year terms and are limited to two consecutive terms of office. The next Town 135 election will be in 2016. In addition to serving on Council, individual members also 136 represent the Town on various local, county and regional boards. 137 138 The Council is responsible for passing ordinances, adopting the budget, appointing 139 boards and commissions, hiring the Town Manager (Manager), Town Attorney and 140 Municipal Judge. The Town has 425 149 Full Time Equivalent employees and an annual budget of $224 million. 150 151 Sales taxes provide approximately 66% of the Town’s General Fund revenues. Sales 152 taxes are used to support ongoing services such as police, fire, parks, open space, 153 municipal court, and general governmental services. The major sources of sales taxes 154 within the Town include a retail outlet mall, department stores, home improvement 155 stores and grocery stores. The Town is the county seat for Douglas County and the site of 156 the Douglas County School District Office. These two governments along with the Town 157 are the top three employers within the Castle Rock area. Because of its close proximity 158 to both Denver and Colorado Springs many of the Castle Rock residents commute to these 159 two cities to work. 160 161 Growth, primarily in the area of single-family residential homes, continues to have a 162 major impact on the Town’s economy. The Town issued 825 single family detached 163 building permits for new residential units in 2013. The Town assesses impact fees, which 164 are collected when a building permit is issued. Impact fees are used to pay for growth- 165 related improvements to parks and recreation, fire, police, transportation and general 166 municipal facilities. These fees are used solely for growth related costs and cannot 167 be used to provide new services or amenities. In addition to impact fees, the Town 168 collects system development fees for the development of water resources and water, storm 169 water and wastewater infrastructure. The Town has an aggressive plan in place that includes over $200 183 million in water rights purchases and development of additional water-related infrastructure. 184 185 Tax Base – With the Town’s heavy dependence on sales tax revenue, it is incumbent on the Town 186 to diversity its retail and tax base to ensure long-term fiscal health and sustainability. The Town’s 187 economic development activities focus on quality and diverse commercial and industrial 188 opportunities and ancillary primary employment. 189 190 Preserving Community Identity – As Castle Rock continues to rapidly develop, it is an 191 imperative to the community that the downtown be preserved as a viable entity and the Town’s 192 small town charm and “feel” be maintained.
