Terms of Reference (TOR) For the Consultant to Analytically Evaluate Transmission and Transformation (T&T) Losses of National Transmission & Despatch Co. Ltd. (NTDCL) Transmission System Network of FY 2011-12 and 2012-13 Scope of Work Consultant will perform the following activities to the satisfaction of NTDCL and NEPRA; Review and validation of all the data provided by NTDCL. Modeling and simulation of 24 no. matched power flow cases of peak and off-peak scenario for FY 2011-12 and 2012-13 by using PSS/E (preferably version 32 or advanced). Matched cases should include modeling of 500 kV and 220 kV transmission network with 500/220 kV and 220/132 kV power transformers. All the data of power system components like generators, transmission lines, power transformers, shunt reactors etc should be modeled properly in the matched cases. No load and Full load losses of transformer should be entered correctly. Appropriate techniques should be adopted for taking into account transmission line losses due to ageing. Lumped load modeling at 132 kV bus bar should be performed. Modeling of split bus bars should be performed as per operating scenario of GSO/NPCC. Modeling of generation dispatch should be performed with respect to split generation at different interconnection voltage levels, where applicable. For each matched case, recorded system parameters such as power flows on transmission lines and transformers, voltage profile on substation buses, generation dispatch etc should be matched exactly in power flow study cases simulated through PSS/E. Losses (MW) in the network should be assessed from the two simulated/matched cases for each particular month (peak and off-peak). This assessed loss should be for the peak and off-peak condition of particular month. Losses (MW) for all the months of FY 2011-12 and 2012-13 should be assessed from the matched power flow cases through simulation. Evaluation of corona, dielectric and any other losses associated with the network. The %age losses of NTDCL network for FY 2011-12 and 2012-13 should be assessed by either developing loss curve through curve fitting technique and estimation of energy loss using area under the curve method or by any other appropriate technique. Presentation of work done to NTDCL and NEPRA. Additional Services Any Services which are not specifically mentioned in the TOR above, but are allied and essential for the effective implementation and completion of the project will also be provided by the Consultants and will be deemed to have been part of this TOR. However this will not include services for any additional scope of work. Reporting Requirement Reports to be submitted by the Consultants to NTDCL as a part of consultancy services will include the following: Monthly progress report All Deliverables and studies of the project Draft Study Report Final Study Report after incorporating the comments
