BALOCHISTAN: Served as Assistant commissioner/ Deputy Commissioner/ Political
Agent10/1984-8/1993 in seven different districts in Balochistan(Sibi, Bolan, Kachhi, Ziarat,
Quetta, Pishin, Loralai, Zhob)
Undertook five core responsibilities i.e. Executive, Magistracy, Revenue, Coordination, and Law &
Order.
 Maintenance of Law & Order in the area of jurisdiction including supervision of police, levies,
revenue staff, etc;

Act as a focal person on behalf of the administration in security, development, and revenue
collection activities in the area and provide institutional backstopping;

Oversee and coordinate with line departments as well as relevant zila/ tehsil/ Union Councils
for development project planning, implementation, and monitoring;

Liaise with and facilitate provincial authorities and International Implementing Agencies in the
conduct of development activities in the area, represent in relevant committee meetings, besides
subsequent follow up;

Regularly coordinated with the Chairmen of Municipal Committee/ Zila/ Tehsil and Union
Councils in the Districts for ensuring their smooth functioning and other project activities

Oversee procurement of goods and services, undertake proper monitoring, chaired regular
meetings of Market Committee, Price Control Committee etc.

Maintained strong liaison with different unions like students, employees (provincial & federal),

Dealing with coal-mine associations and workers in upgrading their working environment,

Served as District Magistrate Sub-Divisional Magistrate and was also member of Military
Court. Resolved and decided a number of Criminal and Jirga cases during different places of

SUMMARY OF KEY ACHIEVEMENTS:
a) During the tenure in districts of Sibi, Pishin, Loralai, etc. as Deputy Commissioner
addressed issues related to KachiAbadis.Ttwokacchiabadis regularized as a result in Sibi
i.e. Allahabad &Gharibabad;
b) Served as the Project Director of Kutmundai Project (Sibi) to promote Public Service
Delivery in remote parts of the district. Different schools, BHUs, etc. were constructed and
hence improved the public services delivery;
c) Promoted cultural and marketing activities in Sibiand Ziaratdistricts through organization of
local and national level Mela, shows, etc. (served as a Chairman of all organizing
Committees for SibiMela for two successive years)involved in arranging about five Melas
in Sibi and Two in Ziarat as AC / DC;
d) Served as a member of the Divisional Coordination Committees while serving in two
divisions of the province. The committee (chaired by Commissioner) was the highest forum
to oversee implementation and monitoring of all development activities in the respective
areas;

e) Instrumental in strategizing and maintaining law and order in respective areas of posting by
curbing and arresting criminal elements;
f) Organized Local Body Elections (Sibi), National Referendum-1984 (Sibi) and National
Elections-majlis-e-Shoora-1985 (Sibi)and General elections-1992 (Zhob) in a peaceful and
transparent manner;
g) Took lead role in emergencies (natural and manmade) and undertook evacuations, relief
and early recovery operations;
h) Project Director, Kakar-Khurasan Murghakibzai (special Project Area Zhob). A number of
schools, BHUs were constructed to implement a comprehensive Public Services Delivery
network and a number of karezes were cleaned resulting in the improvement of cultivation
and clean drinking sources in the project area;
i) Chairman, District Development Committees in the districts of various postings(Loralai,
Pishin, Sibi, Zhob, etc.). Approved and monitored numerous development projects covering
health, education, public health, roads,etc.;
j) Served as an Administrator, Zila Council-Sibi. Supervised and improved upon the working
(development and non development) of the District and its council;
k) Protected life and property of Hindu minorities during “Babri Masjid” crises at different
locations inSibi district;
l) As Assistant Commissioner (SDM-Sibi) received appreciation from the then Acting Chief
Justice, Balochistan High Court on speedy disposal and judgments in different cases
thereof);
m) As AC (UT) Sibi organized “All Pakistan Governor Balochistan Gold Cup Hockey
Tournament” in a colorful and befitting manner at Sibi. Hockey Teams from all over the
Country participated i.e. PIA, Customs etc.and was appreciated by the then Governor
Balochistan General Rahim-ud-Din(Chief Guest) and other senior officers.

Local Government was functionalized in the province. During the tenure, LGC in
Balochistan was the only Commission in the country to have met 46 times, received 65
relevant cases, resolved 40 and 30 inquiries conducted.
PROJECT MANAGEMENT

Take overall responsibility for administration of delegated grants, loan and TA projects,
taking the lead in selected projects, and assisting national officers to administer the other
delegated projects.

Lead and provide functional oversight to project managers of UNDP, USAID, etc. to ensure
proper staffing, timely implementation and performance reporting of loan and TA projects.

Lead, coordinate and liaise with Country Offices of different donors and counterparts in
executing agencies on matters related to project implementation and administration as
necessary.

Lead and undertake the required measures to facilitate project implementation and resolve
implementation problems.
Ensure quality and consistency of reports and outgoing communications related to the
portfolio management.

Chair the Steering Committees of different donor funded and bilaterally implemented
project in the Province.

districts;

Programme in the Province and the organization became the largest NGO in the province ;

GBGS,of UNDP), DTW Project of USAID. ;

Honoraria for LG elected representatives (District/ Tehsil/ UC) throughout the province (for
women councilors of different tiers it was increased, resulting in greater participation of
women in LG councils), capacity building of LG Commission, framing of LGC Rules of
Business are only a few to mention;
i) Initiated and completed Child Birth registration in four districts of Balochistan (Killa
Saifullah, Loralai, Lasbela, Turbat). Converged the activities of PLAN Int’l, UNICEF and
NADRA and expanded to other districts after the pilot success;
j) Purchased wheat of 50,000 MT from Naseerabad Division (first time 100% achievement of
government target; achieved, appreciated by the Federal and the Provincial Governments).
This achievement was only done in my tenure (not before nor till date);
k) Implemented Khushaal Pakistan Fund in the province. Grants of Rs.100.00 million each
were provided to each District. Numerous development schemes were designed,
implemented, and monitored in the province;
l) Implemented Khushaal Pakistan Programme in the province. Schemes of different MNAs
and Senators were implemented under the Local Government Department in the province to
uplift the living standards of the people;
m) The adhoc Judges of “Family Courts” were got regularized/ appointed in seven different
districts of the province (Quetta, Sibi, Mastung, Gwadar, Pishin and Hub) which greatly
helped in the resolution of family disputes and a remarkable effort in trickling down justice.
n) Served as a Chairman, Recruitment Committee in different departments (Grade 11-15),
streamlined the recruitment against the vacant posts lying vacant in different departments
which hampered the overall working/ delivery of the provincial departments.
o) Chairman, Local Council Board of the Province. Played pro-active role in resolving
operational issues of the Board;
p) Operationalized Balochistan Rural Development Academy through its capacity building
(equipment, financial resources and HR Development). The academy started earning
through delivery of training courses sponsored by various national and international
organizations like USAID, UNDP, World Bank, etc. The training delivery targets were
100% achieved during this period;
q) Organized, supervised and monitored Local Government Elections 2005 in the Province in
a peaceful and transparent manner;
r) During the service with Provincial Local Government Department, different districts and
TMAs were strengthened for the first time in terms of capacity to combat fire accidents by
providing 29 large and 4 small fire-fighting vehicles;

s) During the service with the Establishment Division, Islamabad, managed HR (promotion &
deputation, Defense Services Officers Board: induction into Civil Services) for all gazetted
employees (B-17 to B-22) of the Federal Government cadres (approx:100000 individuals).
t) During the service with Provincial Local Government Department, Balochistan took the
lead in the country in getting six posts of Ombudsman approved and notified.
u) As a Director-Food established close relationship with PASSCO and MINFAL and MINFA
(Karachi), resolved long awaited issues pertaining to procurement and movement of food
between and outside the province(s);
v) As Secretary Education, initiated and implemented the establishment of three cadet colleges
in the province (Pishin, Killa Saifullah and Jaffarabad);
w) Maintained strong liaison with different staff unions in resolution of demands and improved
working of staff;(Agriculture, Local Government, Education and Planning & Development
Departments)
x) As a Secretary, Local Government, Balochistan, represented the province at national level
in high level meetings convened to identification and regularization of “Kacchi Abadis” in
Balochistan, while at provincial level, chaired a number of meetings on this issue;
y) During posting in the Finance Department, involved in the preparation of provincial
budgets, budget speeches and white papers;
z) As Secretary P&D Department on many occasions Chaired PDWP meetings (Provincial
Development Working Party) on behalf of Additional Chief Secretary (Dev.) and got
approved development projects for the province.
