The First Nations Information Governance Centre (FNIGC) JOB OPPORTUNITY – JOB POSTING Deadline for Applications – Friday, May 8, 2015 at 4:00 p.m. EST Statistical Data Analyst - Term Position May 2015 – March 2016 Position Overview: The Statistical Data Analyst is a highly skilled professional that is part of a dynamic team that will provide statistical support in data cleaning and analysis for the First Nations Regional Survey on Early Childhood, Education and Employment (FNREEES) and other survey or data collection processes as may be required. The Statistical Data Analyst must have a minimum three (3) years’ work experience and will report directly to the FNREEES National Project Coordinator and work in collaboration with the Technical Coordinator, Senior Statistical Projects Coordinator and the team of FNIGC Analysts and Experts in the preparation of the FNREEES National Reports and Publications. Key Responsibilities: To contribute, support and work as a member of a professional team responsible for the data cleaning and analysis of the FNREEES national and regional data sets, reports and publications. This term position must possess an excellent working knowledge and ability to understand and create syntax in working with large data sets, working with applicable computer software such as SPSS or SAS. This term position must have recent, relevant and extensive experience in data cleaning and analysis of large data sets (usually acquired over a minimum of 3-5 years). To work in conjunction with the First Nations Information Governance Centre (FNIGC) national team responsible for the overall coordination of the FNREEES and other national survey projects. To conduct data analysis and ensure accuracy and interpretation of the FNREEES and other data and support all aspects of the national survey projects and processes. Provide data analysis support for the FNREEES and other research projects. As well, identify significant factors and key trends as they relate to First Nations. Provide comparative analyses between data sources using appropriate statistical methods (e.g. age standardization) Prepare written reports and oral presentations summarizing findings, including detailed description of statistical methods, detailed analysis of results and synthesis of conclusions for a variety of audiences. 1 Maintain effective interpersonal relationships with the FNREEES national and regional teams and Regional Coordinators with respect for diversity, consensus-building judgment, values and ethics. Assist in responding to requests for statistical tabulations pertinent to the FNREEES and other projects, as required. Participate in meetings as may be assigned. Maintain effective record and file documentation under the protocols and procedures of the organization. Maintain, protect and respect the confidentiality of the data, survey respondents, and security protocols and procedures of the FNIGC. Uphold the First Nations principles of Ownership, Control, Access and Possession (OCAP™). Other duties as may be assigned by the FNIGC. Education: Must have a Master’s degree from a recognized university in epidemiology and/or public health or a Master’s degree from a recognized university with acceptable specialization in education, economics, epidemiology, public health, sociology, psychology, or biostatistics and a minimum 3 years work experience in a research and data analysis environment. Work Experience and Knowledge: Experience conducting research and data analysis in relation to First Nations issues Experience working with First Nation organizations or communities a definite asset. Knowledge of key health, education and employment and early childhood development issues impacting First Nations populations in Canada. Knowledge of epidemiologic, socio-demographic and statistical principles and methods as applied to the analysis of health, education, employment and other related issues. Experience with survey design software (e.g. Entryware) considered an asset. Experience working with a range of government and non-government stakeholders Abilities & Skills: Must have experience and education in data cleaning and analysis and/or modeling, including relevant experience working with large data sets, as well as familiarity with statistical research design and methodology is essential. Specifically, the candidate should be familiar with understanding and creating syntax, sampling, weighting data, as well as interpreting cross tabulations and various other types of analyses. Work experience in the health care and/ or education field would be preferred. Other combinations of education and experience may be considered. Demonstrated proficiency in SPSS or SAS (i.e. fluency with syntax) and Microsoft Office, as well as advanced Internet research skills. Demonstrated excellent interpersonal and problem solving skills are required, as well as strong verbal and written communications, including the proven ability to make presentations. Must possess solid organizational skills including the ability to work independently and as part of a team, as well as a high degree of initiative. Experience in the preparation and dissemination of regular reports and graphs, with analysis, is required. A sample of the candidate’s peer-reviewed work may be requested. Physical & Intellectual Effort: This position involves occasional handling of loads under 10kg. For handling heavier loads, help is easily available. In terms of intensity, there is a significant effort linked to the mental and visual concentration required to perform the work. 2 Responsibilities: This job does not involve any responsibility linked to the guidance or coordination of other people’s work. There are no or very few responsibilities regarding financial resources.
