In this issue, we have made available Prospectus 2015 to support you in the planning of professional development in the year ahead. We believe that the quality of professional development received is crucial to the quality of education provided and would like to encourage all Early Childhood (EC) professionals to continue to upgrade yourselves through the various opportunities made available to you. To ensure that our professional development opportunities address the learning needs unique to the different groups of EC professionals, each planned course is catered to one of the three broad groups of EC professionals: the Educarers, Teachers and Centre Leaders/Supervisors. The prospectus provides information on Continuing Professional Development (CPD) courses and details of the courses available in 2015. Most of the courses offered in this prospectus are core courses and are designed to include assignments and reflection that support participants’ application of learning in their classroom teaching. We hope you will find the prospectus a useful resource and guide for your professional development. Planning and Innovation Professional Development Early Childhood Development Agency 3 Information on Continuing Professional Development (CPD) Courses Kindly note the following: Only ECDA-certified educators are eligible to apply for the courses listed in this prospectus. ECDA strongly recommends that all EC professionals undertake at least 20 hours of CPD per year, including two core courses over a period of three years. Apart from undertaking core courses, these 20 CPD hours can include other modes of PD, such as e-learning and sharing sessions amongst peers that are either centre-based or between centres. All courses are highly subsidised and as such, withdrawals will not be allowed once selection is confirmed. Hence, any participant who is unable to attend the course at the last minute would need to provide a replacement who is ECDA-certified. In the event that a participant does not turn up for a course and does not provide a valid reason, the centre will be charged the full fees of the course at the non-subsidised rate. For a participant with a valid reason, documentary proof (e.g. medical certificate) must be submitted in order for fee waiver consideration. In the event that the minimum class size is not met, the class will not commence and applicants will be informed of the next available date(s). 4 Modes of Professional Development Professional Development (PD) should be planned to optimise learning and it can take a variety of forms. EC professionals can adopt any of the modes stated below as part of their professional development: Conferences, seminars, courses, workshops (including centrebased PD activities) Sharing sessions, briefings Structured on-the-job training, e.g. mentoring, observations Work attachments Study trips, learning journeys Induction programmes E-learning/web-based learning Professional readings Note: The above list is not exhaustive As a guide, a full-day course is equivalent to seven training hours and a half-day course is equivalent to three-and-a-half training hours. EC professionals are encouraged to carry out an individual learning needs analysis to identify your level of competency in specific learning areas using the CPD planner in the CPD Framework (CPDF) for Early Childhood Educators (An online copy of the CPDF is available at: https://www.childcarelink.gov.sg/ccls/uploads/CPD_Guide_5_FA.pdf). You would also need to ensure that your individual needs are aligned to your centre’s priorities and goals. You can then draw up a learning plan that would hone or improve your competencies/skills. EC professionals can track their progress by using the Individual Learning Roadmap, which is attached under Annex A as a reference. 5 Funding Models for CPD Courses Funding for the CPD courses in this Prospectus falls into one of the categories below: 1. Fully subsidised by ECDA 2. ECDA subsidy of 80% of course fees 3. Funding from Singapore Workforce Development Agency (WDA). Please refer to Annex B for more information on Funding from WDA. Centres may also be eligible for the Productivity and Innovation Credit (PIC) Scheme by the Inland Revenue Authority of Singapore (IRAS). Please refer to Annex C for more information on Credit/Tax Rebate from IRAS. 6 Application Procedures The flowchart below details the application procedures for most*1 of the CPD courses in the prospectus. Submit application form to listed email address in application form during registration opening period If there’s vacancy If there’s no vacancy Receive confirmation email 4 – 6 weeks before course starts with payment and course details Receive notice 4 – 6 weeks before course starts that class is full and applicant has been put on waitlist and given priority in next run * This flowchart is not applicable for CPDF Training, NEL Framework Training, QRS and Strategic Planning Workshops. 7 Framework Training The core courses in this prospectus focus on deepening knowledge and honing teaching skills and are aligned to the knowledge domains in the Early Years Development Framework (EYDF), the Nurturing Early Learners (NEL) Framework (formerly known as the refreshed Kindergarten Curriculum Framework (KCF)) and the Continuing Professional Development Framework (CPDF), Mother Tongue Language Framework In February/March 2014, the NEL Framework for Mother Tongue Languages was distributed to the sector to guide the teaching and learning of the Mother Tongue Languages in pre-school centres. Training on the NEL Framework for Mother Tongue Languages is targeted to start in the first half of 2015. This training is meant to equip Centre Leaders/Supervisors and Experienced Teachers with the beliefs, principles, knowledge and strategies needed to implement the MTL Framework in child care centres and kindergartens, for children aged 4 to 6 years old.
