Program Overview: Homebound/Home-based Online E2020 Labs is a program designed to allow students to fulfill graduation requirements through a web-based program aligned with the Virginia and Henrico County Public School curriculum. Students enrolled in the program will take online core content courses in the areas of English, Mathematics, Science, and Social Studies. The courses in the e2020 software package are aligned to the Virginia Standards of Learning provided by the Virginia Department of Education. Online learning is individually demanding and requires the student to possess great discipline, motivation, and self-direction. Enrollment in this program is an opportunity. Failure to follow the course guidelines, maintain adequate attendance, or demonstrate proper behavior may result in withdrawal from the Homebound/Home-based labs. Students must adhere to the contract that is collaboratively reviewed and signed by the student, parent/guardian, and school counselor /administrator. Homebound/ Home-based Information: Locations: Moody Middle School 7800 Woodman Road Henrico, VA 23228 Room # 133 Hours of Operations: Monday through Thursday 5pm to 7pm Schedule: Monday – English Tuesday- Science Wednesday – Math Thursday – History Program Benefits: Offers high school students the opportunity to graduate in accordance with their academic plan. Increases the student’s self-discipline and acceptance of personal responsibility for completion of course work. Students will be empowered and motivated by their direct and active role in their personal academic progress and success. The Homebound/ Home-based labs will streamline the schedule of services by having consecutive weekly sessions. This consistent afternoon/ evening schedule will better accommodate parents’/ guardians’ busy agendas. The Homebound/ Home-based labs ensure the delivery of services occur in a safe environment that is conducive to learning. Students will receive increased accessibility with the online learning program. The Homebound/ Home-based labs will offer the students a total of 16 available hours per week. Amount of time in the program for students with disabilities is the determination of the IEP team. The student will also have access to their online learning program 24 hours a day / 7 days per week via internet access. (The online information is accessible outside of the labs. However, any hours spent outside of the lab do not count toward the proctored sessions at the school location and do not excuse absences) Student will receive quality instruction by licensed teaching staff. Enrollment: Home-based – For all students’ that have a current IEP, their determination for placement in a homebound/home-based lab will be decided by the student’s IEP Team. Homebound – For all general education students’ the determination for placement in a Homebound/ Home-based lab will be the decision of the student’s School Counselor and Homebound Coordinator. Only homebound students with a medical emotional diagnosis will be considered for enrollment in the homebound/home-based labs. In the placement process the Homebound Coordinator will consult the referring psychiatrist, licensed clinical psychologist, and will review the Medical Certification of Need and detailed treatment plan. The student must have a medical release on file, signed by the referring medical provider, which approves the student’s enrollment in the homebound/home-based lab. Courses Offered: English 9, English 10, English 11, English 12 Earth Science 9, Biology I, Chemistry, Physics Integrated Math 1, Algebra I, Algebra II, PSC Geometry World History & Geography I / World History & Geography II / Virginia & US History 11/ Virginia & US Government 12 Transportation: The school division does not provide transportation for general education students attending Homebound/ Home-based Labs. Parents and guardians are responsible for reliable transportation to and from the program. Only under certain circumstances if the student is unable to secure transportation HCPS Homebound Department will arrange for traditional homebound/ home-based services. Attendance: Regular, consistent attendance in the homebound/home-based lab is essential to student success. 1. Students who are absent in excess of three (3) days, EXCUSED OR UNEXCUSED, will be withdrawn from homebound/ home-based lab and provided traditional homebound/ home-based instruction. 2. Three (3) episodes of tardiness or three (3) early dismissals will be counted as one absence, regardless of the amount of time involved. 3. All classes end promptly at 7:00pm. Student must be picked up immediately by an authorized party upon dismissal. Late student pick-ups occurring after 8:45pm will be recorded by the onsite facilitators (whom must remain in attendance until all students are picked-up). Three (3) or more late student pickups are considered a violation of the attendance policy and will handled accordingly. There will be NO EXCEPTIONS to the attendance requirements. These attendance and tardy requirements are not meant to be punitive. All schools must maintain and enforce a minimum number of student hours per class in order to retain their accreditation. Homebound/ Home-based Labs, because of its compressed time frame, has no margin for flexibility beyond the maximum of three days, excused or unexcused absences, and/ or the equivalent tardy/early dismissals. Discipline: Enrollment in the Homebound/ Home-based Labs is a privilege, not a requirement. The Henrico County Public Schools Code of Conduct is in effect at all times during the Homebound/ Home-based Labs hours of operation. The following steps will be taken when behavior infractions occur; the actions will depend upon the severity of the infraction: 1. Verbal warning issued by onsite facilitators 2. Conference call with Homebound Coordinator and Parent/ Guardian 3. Disciplinary Referral 4. Administrative Withdrawal from the program Homebound/Home-based Lab Criteria: The student must be enrolled in a HCPS high school (grades 9-12). The student must be approved for homebound/ home-based services. A student’s eligibility to attend a Homebound/ Home-based Lab will be the collaborative decision between the IEP team, school counselor, and homebound coordinator. In this process the designated individuals are not deciding if the student is eligible to receive homebound or homebased services. They are deciding the appropriate location of service delivery while the student remains on homebound/ home-based placement. Students that are not determined to suitable to attend the HB Lab will receive traditional homebound/ home-based services. Case managers and school counselors will discuss the student’s profile to determine if behavior, attention, or academic ability should be considered in weighing the student’s potential success in the program. A student’s learning style must be adaptable to online learning, as all e2020 online courses have grade level readability. The student must self-motivated, have the ability to process through a selfpaced course, and be able to work independently. Students receiving short term homebound/ home-based placements are not eligible to attend HB Labs. The student must be expected to receive HB services for a minimum of nine weeks. Students receiving homebound services for medical pregnancy purposes will receive six to eight weeks of homebound placement and will be eligible to attend the HB Lab. Student must be in “good academic standing” as deemed by the IEP team and school counselor. The student should not be failing more than 2 classes prior to enrolling in a HB Lab. All core courses will be available in the HB Lab. A student will be enrolled in their current core classes per graduation requirements. No electives, honors, or advanced placement courses will be provided in the HB Lab. It is preferred that student’s enroll in the HB lab for all core courses to receive all homebound/ home-based services in the HB Lab setting. However, at the determination of the IEP team and/or school counselor students can receive services via the HB Lab in combination with homebound/ home-based services within the home. The student would be enrolled in the HB Lab for specific subjects and receive the remaining subjects through traditional homebound/home-based services. The student must attend the HB Lab for a minimum of 2 hours on their assigned day for their assigned subject (s). Students with current or pending criminal disciplinary charges are not eligible to attend the HB Lab. Homebound/ Home-based Lab Process Home-based 1. The Case Manager and School Counselor will determine if the student is eligible to enroll in a homebound/ home-based lab. 2. The Case Manager will notify the Homebound Department of the recommendation for HB Lab enrollment upon forwarding a copy of the student’s home-based IEP. 3. Upon receipt of the IEP, the Homebound Department will send the “Student Registration Form” to the School Counselor. 4. The Homebound Department will assign the student to a HB Lab and will send official notification to all involved parties. Homebound 1. A Medical Certification of Need is received by the Homebound Department. 2. HCPS Homebound Department will consult with the referring psychiatrist, licensed clinical psychologist, and will review the medical certification of need, and detailed treatment plan to determine if the student is an eligible candidate for HB Lab enrollment. The Homebound Department will send a “Medical Release” to the referring physician allowing the student to attend the HB Lab. 3. The Homebound Coordinator will forward their recommendation to the student’s school counselor. The student’s school counselor will determine the student’s eligibility and notify the Homebound Department. 4. The Homebound Department will proceed with the case setup process and send official notification to all involved parties. * If this is a student with an IEP. The Homebound Department will send notification to the IEP team. The IEP team will have five days to determine the student’s eligibility for homebound placements and eligibility for HB Lab enrollment. Roles and Responsibilities: School Counselors 1. Participate in the determination process for determining a student’s eligibility to attend a HB Lab. 2. Complete the ‘Student Registration Form’ and send it to the Homebound Department. 3. All e2020 courses may not directly mirror the HCPS classroom curriculum. Once the student’s HB Lab services have terminated the Homebound Department will send the student’s e2020 grades to the school counselor. The school counselor will forward this information to the designated classroom teachers. Classroom Teachers 1. The e2020 online grades will be broken down by lessons and assignments. The classroom teacher will record the e2020 grades into their existing grade book. Case Managers 1. Participate in the determinate process for determining a student’s eligibility to attend the HB Lab. 2. Provide notification to the Homebound Determination. Please do not specify Homebound/ Homebased Lab enrollment in the IEP. The IEP should only reflect the recommendation of homebound/ home-based placement. The delivery location of the homebound/ home-based services should be communicated to the Homebound Department via e-mail. Homebound Department 1. The Homebound Department will enroll the students into the e2020 online courses. The students will maintain their school course enrollment and should not be un-enrolled from any classes. 2. The Homebound Department will monitor the student’s attendance to ensure the student is attending and receiving their full allotted hours. 3. The Homebound Department will handle any discipline, attendance, or other issues occurring at a HB Lab location. Case Managers 1. Participate in the determination process for determining a student’s eligibility to attend the HB Lab. HB Lab e2020 Facilitators 1. Maintain the HB Lab ‘Attendance Log’. Each designated HB e2020 teacher will be responsible for maintaining the attendance record for each day they are employed in the HB Lab. The attendance log should be submitted with the e2020 facilitators’ time sheet on a monthly basis. 2. Communicate with the Homebound Department any issues and incidents involving the HB Lab. 3. Monitor overall students’ progress to ensure the student is actively participating in his/her courses and is maintaining adequate grades. 4. Monitor and resolve all system alerts. 5. Monitor student reviews within the e2020 system to ensure the student is ready to proceed with an assessment/ examination. 6. Allow the student a maximum of two retakes for exams; assessments; and tests. 7. Monitor to online e2020 attendance to determine the time spent outside the HB Lab on course study. 8. Conduct weekly conversations with content area teachers regarding the student’s progression. HB Lab Content Facilitators 1) Monitor student’s progression within specific courses and subject areas. 2) Determine if the student should be allowed additional retakes beyond the system allotted two retakes. Assess if further interventions, such as repeating a lesson or providing supplemental material is required prior to allowing additional retakes. 3) Send weekly progress reports to the parent via e-mail to print hard copies transferred by the student. 4) Attend IEP meeting if requested by the IEP team. 5) Conduct weekly conversation with the e2020 teachers regarding the student’s progression.
